The Board of County Commissioners :net in regular session on Monday, March
2nd. with all members present. Also present were the County Attorney and the
Clerk to Board.
The report of InezHarrington, Register of Deeds, was approved and ordered
filed.
The retort of Robert B. Morgan, Clerk Superior Court, was approved and
ordered filed.
The report of D. P. Ray, Tax Collector, was approved and ordered filed.
The report of L. B. McLean, Veteran Service Officer, was approved and
ordered filed.
The report of B. H. Sellers, County Electrical Inspector, was approved
and ordered filed.
The Board appointed D. E. Lasater, Jr., a member of the welfare board.
Com. 'Worth Lee Byrd moved, seconded by Com. Ingram that Harnett County
pay the expenses of Herbert Carson, Jr. Auditor, while he attends the school
for Auditors at Chapel Hill on March 10th. llth. and 12th.
The following road petition was approved and forwarded to the State
Highway and Public Works Commission.
1. To take over and maintain the streets in the town of Erwin.
The following road petition. was received and placed on file.

Continuation Certificate of Bond No. 90- 011302 with Leo McGee as Con-

Commissioner Byrd introduced the Following Resolution:

WHEREAS, the North Carolina Medical Care Commission has available State and
Federal Funds to be used for constructing public health facilities provided tyre
County will furnish approximately 25% of the cost of such facilities; and
WHEREAS, Harnett County is presently in need of a public health building to
be located in the town of Lillington in order that the county property now
occupied by the County Health Department may be made available for use, and used
by, other county officials who do not now have adequate facilities available and
or for whom the county is presently having to rent space; and
WHEREAS, the County has available in the general funds necessary to defray
the county's share of the cost of erecting a health center in the town of
Lillington and it is of the opinion that it would be for the best interest of the
county to build a public Health center in Lillington provided the Medical Care
Commission of North Carolina will furnish funds to defray approximately 75% of
the cost thereof;
NOW, THEREFORE. be it resolved by the Board sS Commissioners of Harnett
County, -brit the North Carolina Medical Care Commission be requested to allocate
its share of the fund necessary to construct and equip a health center containing
approximately twenty -two hundred square feet in the town of Lillington, and that
the County's portion of the cost of such project be paid out of the surplus now
on hand in the County General Fund.
Upon motion of Commissioner Byrd, seconded by Commissioner Lasater, the
foregoing resolution was unanimously adopted.
The Harnett County Board of Education, together with Mr. G. T. Profitt,
Superintendent of Harnett County Schools, appeared before the Board of
Commissioners for the purpose of obtaining funds with which to pay certain
obligations incurred by the County Board of Education for current expenses dur-
ing tide fiscal year 1952 -1953. Mr. Proffitt pointed out that tne current ex-
pense fund of the Board of Education budget nas not been over - spent, but that
many expenses nad necessarily been incurred early in the year and the anticipated
revenue for the current expense fund had not come i rapidly enough to provide
funds with which to meet such obligations. According to Mr. Proffitt the sum
presently needed to meet such obligations is 050,000. The County Auditor point-
ed out that the current expense fund budget still had approximately $100,000to
its credit but that it was impossiole to pay the presently outstanding obligations
chargeable to such account because anticipated revenues nad not yet come in
sufficiently to make available tne funds with which to meet such obligations.
rir. Proffitt stated that theBoard of Education desired a temporary loan of
050,000 from some other county fund in order to be able to meet such obligations
now, such loan to be made with the understanding that it would be repaid not
later than June 30, 1953, from revenue which would be received by the current
expense fund between now and that date. Mr. Proffitt and the County Auditor berth
advised the Board that approximately 4100,000in anticipated revenues was yet to
be received by the current expense fund. However, Mr. Proffitt pointed out
that the Board of Education would be placed in a most embrassing position if it
had to delay payment of presently outstanding obligations until such anticipated
revenues were in hand.
After considerable discussion, and the assurance from the Superintendent
of Schools and the County Auditor that adequate revenue would be received by the
current rxpense fund to repay such temporary loan by June 30, 1953, Commissioner
/+introduced the following resolution.

WHEREAS, a sufficient amount was appropriated in the budget of the County
Board of Edudation for the year 1952 -1953 to meet the current expense necessary
for the operation of the County Schools daring sucn year, but the revenue antici-
pated to be received by the County in the current expense fund nas not yet been
received in an amount sufficient to make available in said current expense fund
ample funds with which to pay presently outstanding obligations which were nec-
essarily incurred before this date;
WHEREAS, it is apparent, that while such funds have not yet been
and are not now available, the same will be received before the end
current year; and,
WHEREAS, the Board of Education of Harnett County has requested the Harnett
County Board of Commissioners to authorize a temporary loan of $50,000 from some
-other County Fund to the current expense fund of the Harnett County Board of
Education in order that funds may now be available with which to, pay such obli-
gations properly incurred by the Board od Education and chargeable to the current
expense fund, said loan to be repaid not later than June 30, 1953, out of reven-
-ue to be received by the current expense fund between now and said date; and
WHEREAS, the Board of Commissioners of Harnett County is of the opinion that
such loan should be made in order to enable the Board of Education to meet its
valid obligations and maintain its good credit;
NOW, THEREFORE' be it resolved by the Board of Commissioners of Harnett - -
Cotnty that, a temporary loan in the amount of $50,000 be made available from
the general fund surplus of Harnett County to the current expense fund of the
Harnett County Board of Education, and that said loan be repaid not later than
June 30, 1953, out of revenue to be received by the current expense fund of the
Board of Education between now and said date, and the County Auditor is hereby
authorized to issue a check in the amount of $50,000 drawn on the general fund
Surplus and payable to the current expense fund of the Harnett County Board of
Education, which sum shall be used to meet obligations validly and properly in-
curred by the Harnett County Board of Education during the current fiscal year
and chargeable to the current expense fund budget.
