FEBRUARY 2nd. 1953
The Board of Commissioners met on Monday, February 2, 1953, with B. P. Ingram,
Vice- Chairman presiding, D. E. Lasater, Jr., R. j. Mangum and Worth Lee Byrd pre-
sent.- so present were W. A. Johnson, County Attorney, and the Clerk to Board .

The report of L. K. Boston, Negro Farm Agent was approved and ordered filed.
Commissioner worth Lee Byrd moved, seconded by Commissioner Lasater, that the
1953 Tobacco Allotment of the Cornelius Harnett Boarding Home be rented to J. H.
Atkins for the cash rent of $137.50 per acre payable in advance. Motion carried.
Commissioner Byrd, seconded by Commissioner Mangum, that tax listing period
for 1953 be extended through February 14, 1953. Motion carried.
Upon motion of Commissioner Lasater, seconded by Commissioner Mangum, the
bond of H. D. Carson in the amount of $10,000.00 be approved. Motion carried.

Know all men by These Presents, That Herbert D. Carson, Jr., as Principal
(hereinafter called Principal) and the Maryland Casualty.Oompany, a corporation
of the State of Maryland, having its principal office in the City of Baltimore,
Maryland, as Surety, (hereinafter called Surety) are held and firmly bond unto
the Board of County Commissioners of Harnett County, N. C., (hereinafter called
Obligee) in the penalty of Ten Thousand and 00/100 Dollars ($10,000.00)
to the payment whereof, well and truly to be made and done, the said Principal
binds himself, his heirs, executors and administrators, and the said Surety binds
itself, its successors and assigns jointly and severally, firmly by these presents.
THE CONDITION OF THE AFOREGOING OBLIGATION IS SUCH, that Whereas, the said
Principal was appointed County Auditor for the term beginning on the 2nd day of
December 1952, and ending on the 2nd. day of December, 1953.
NOW, THEREFORE, if the said Principal shall during the term of this bond, well
and faithfully perform all and singular the duties incumbent upon him by reason
of his election or appointment to said office, except as hereinafter limited, and
honestly account for all moneys coming into his hands, according to law, then
this obligation shall be null and void; it is otherwise to be and remain in full
force and virtue.
THIS BOND is executed by the Surety upon the following express conditions,
which shall be conditions precedent to the right of recovery hereunder;
IT IS MUTUALLY UNDERSTOOD AND AGREED BETWEEN ALL PARTIES HERETO, that if the
Surety shall so elect, this bond may be cancelled by giving thirty (30) days'
notice in writing to the said Obligee and this bond shall be deemed cancelled at
expiration of said thirty (30) days, the said Surety remaining liable for all or
any act or acts covered by this bond which may have been committed by the Prin-
cipal up to the date of such cancellation, under the terms, conditions and provis-
ions of this bond, and the Surety shall, upon surrender ofthis bond and its re-
lease from all liability thereunder, refund the premium paid, less a pro rate
part thereof, for the time this bond shall have been in force.
AND IT IS FURTHER MUTUALLY UNDERSTOOD AND AGREED BETWEEN ALL THE PARTIES
HERETO, that the said Surety shall not be liable to said Obligee for any loss
resulting to said Obligee by reason of any public moneys being now on general or
special deposit or hereafter placed on general or special deposit by or on be-
half of the said Principal, with any bank, depository, depositories, or by reason
of the allowance to or acceptance by said Principal of any interest thereon, any
Lae, Decision, Statute, or Ordinance to the contrary notwithstanding.

Commissioner Byrd moved, seconded by Commissioner Mangum that the land at
the Cornelius Harnett Boarding Home be rented to John D. Mason, Supt, for
$10.00 per acre excepted from this will be the tobacco allotment rented to J. H.
Atkins and about five acres which will be planted for gardens, etc.
Motion carried.
Continuation Certificate of Bond #90- 059211 P. 0 with the Maryland Casualty
Company with Cyrus McNeill, Constable in Upper Little River Township as princi-
pal in amount of $1000.00 was approved and ordered filed.

In consideration of the sum of Ten Dollars this bond, subject to all its
covenants and conditions is hereby continued in force until on the 2nd day of
February, 1954.
IT IS EXPRESSLY UNDERSTOOD AND AGREED that the attached bond and all renewal
or continuation certificates attached thereto (inclusing this one) are not cum-
ulative, and that the tital liability of the Maryland Casualty Company under the
attached bond and all such renewal or continuation certificates shall not exceed
the penalty named in the attached bond, to wit: $1,000.00

Upon motion of Commissioner Byrd, seconded by Commissioner Lasater, the
following resolution was unanimously adopted:
WHEREAS, in 1939 Harnett County foreclosed a certain tract of land formerly
owndd by W. 0. Tutor, containing one -half acre, and situate in Buckhorn Township,
for non - payment of taxes, and deed for the same was made to Harnett County as
will appear upon reference to Judgment No. A -924 and Deed Book 247, at page 113;
And,
WHEREAS, in 1943, W. 0. Tutor contracted to purchase said lands from Harnett
County for the sum of $315.67, and did comply with said contract in full and pay
said sum in full and in consequence thereof an order was entered by the Board of
Commissioners on the first Monday in November, 1943 directing that a deed con-
veying the county's interest in said lands to W. 0. Tutor be executed and deliver-
ed to him, as will appear upon reference to Commissioners' Minute Book No. 8, at
page 31; And,
WHEREAS, said deed to W. O. Tutor was not placed on record and cannot now be
located, and Charlie J. Wagner, who thereafter purchased said lands from W. 0.
Tutor and is now the owner of the same, has requested this Board of Commissioners
to give him a deed conveying the county's interest in said lands to him in order
that his chain of title may not be defective, and the Board of Commissioners is
of the opinion that such request should be complied with;
NOW, THEREFORE' be it resolved that the County execute and deliver to Charlie
J. Wagner .quitclaim deed releasing unto the said Charlie J. Wagner and his wife
the county's interest in said lands, and the Chairman of this Board is hereby
authorized to execute said deed on behalf of Harnett County and the Clerk to this
Board is authorized to attest the same.
