JUNE 2nd. 1952
The Board of County Commissioners met in regular session on Monday June 2nd,
1952,with L. A. Tart, Chairman, B. P. Ingram, H. S. Holloway, Worth Lee Byrd,
present, R. L. Pate, absent, also present were the County Attorney and the County
Auditor. Mrs. Velma S. Edwards, Deputy Register of Deeds, acting as Clerk to
the Board in the absence of Mrs. Inez narrington.
The report of Elizabeth F. r'latthews, acting Clerk Superior Court was approved
and ordered filed.
The report of Inez narrington, Register of Deeds, was approved and ordered
filed.
The report of D. P. day, Jr., Tax Collector, was approved and ordered filed.
The report of L. B. McLean, Veteran Service Officer, was appooved and ordered
filed.
The report of L. K. Boston, Negro Farm Agent, was approved and ordered filed.
The report of Ida P. hinnant, Negro Home Argent, was approved and ordered filed.
E. L. Morgan tendered his regisnation as Constable of Grove Township effective
June 5th, 1952. Upon motion of Com. Byrd duly seconded, Mr. .Morgans regisnation
was accepted.
Upon Motion of Corn. Byrd seconded by Com. Holloway, Mr. Clarence E. 1'loore was
appointed as Constable of Grove 'i'ownship to !'ill the unexpired term of Mr. Morgan,
subject to his giving the bond and taking the oath required by law. Motion carried.
Upon Motion of Com. Holloway, seconded by

Motion made by Con. Holloway, seconded by Com. Ingram that t:-_e County Offices

Upon Motion made by Com. Byrd seconded by Com. Holloway that J. B. Allen,
Erwin, N. C. ;3 1, be permanently exempted from Poll Tax, by reason of the fact
that he is permanently disabled. Motion carried.
Upon Motion made by Com. Holloway, seconded by Com. Byrd, the following county
officers were appointed to serve for a term of one gear beginning July 1, 1952.

Herbert Carson, Ur. was appointed as prepaid Tax Collector for 1952 and 1953.

Miss Wilma Williams appeared before the Board and requested that the county
employees be placed under Social Eecurity for the coming fiscal year.
Upon motion of Com. Byrd, seconded by Com. Holloway, the request was tabled.
The Chairman appointed Commissioners Holloway and Ingram to serve on a
planning committee with represenatives from the Grany Jury to study the Sheriff's
Department in several counties having paid deputies.
The Grand Jury's report was read and considered by

Section 1. That the County issue its ponds pursuant to the County Finance
Act, as amended in an amount not exceeding 4490,000 for the purpose of erecting
a County Courthouse to replace the existing Courthouse and two existing county
buildings, and toe acquisition of the necessary equipment therefor.
Section 2. That a tax sufficient to pay the principal and interest of said bonds
when due shall be annually levied and collected.
Section 3. That a statement of the debt of the County, other than the debt
for school purposes,' has been filed with the Clerk of the Board of Commissioners
is open to public inspection.
Section L. That this order shall take effect when approved by the,
the County at an election as provided by law.

After tile Passage of said resolution, the County _Accountant filed with the
Clerk inthe presence of the Board .offCommissioners, the sworn statement of debt
and assessed valuation as required by said County Finance Act, as amended.
Thereupon, Upon Mttionof- Commissioner Holloway, seconded by Commissioner Byrd,
the order authorizing $490,000 Courthouse bonds was passed on first reading by
the following vote;

And thereupon, the Board fixed'. 10:00 A.M. Monday July 7, 1952 as the date and
hour for the public hearing as required by the County Finance Act, as amended,
and directed the Clerk to publish the bond order which has been introduced this
day, together with the appended note, as required by said act, in the Harnett County
News not later than the 10th day before said date.

I, H. D. Carson, 'Jr.,,County Accountant of Harnett County, North Carolina, do
make and, file the following' statement of the financial condition of said County,
having been designated by the Board of "Commissioners for that purpose. Said state-
ment includes a statement of debts incurred and to be incurred for other than school
purposes under orders either introduced or passed, whether evidenced by bonds, notes
or otherwise, and whether incurred by original creation of the debt or by assume -
tion of debt, including debt to the State or any department thereof, but not in-
cluding obligations incurred to meet appropriations in anticipation of revenues to
an amount not exceeding the amount of the last preceding tax levy for other than
school purposes (except such thereof as are to be funded under bond orders intro-
duced or passed, which obligations are included), ar` including debt incurred in
anticipation of the sale of any kind of bonds' except funding or refunding bonds.

The design of tne Proposed Harnett County Court House to replace the present
edifice located in Lillin: -ton, 14orth Carolina, will incorporate the newest ideas
in Court House planning and construction. rather tnan tne familiar and costly
monumental piling of stone, t'.ve Barnett County Court House -as desi;;ned to take
advantage of the large site and is luxuriously spread out in one story over the
site. The one story structure permit eas7 access to every department without the
need of tiresome climbin=g of stairs or of elevators, which not only is costly to
install but costly in mai ntenance and operational expenses, d're tt mmu�}}11
ication with ever, department will be of great convenience in L el various gofiices,
and the location ob several entrances insures against traffic conjestion in the
lobby,a fire hazard and a point of confusion so prevalent in existing Court Houses.
Yet the various allied departments are closely inter- related and grouped so
that inter - departmental communication can be readily realized. The plan of the
Court House is roughly U-shaped with a covered passageway connecting the two ex-
tremities of the U. The open court thus enclosed will be a landscaped garden
pleasant to look at from tne surrourldiny o "rice rooms as well as serving as a
focal point of interest markingg2 the main entrace. This open court will also
serve as a well thru which both 11-ct ald ventilation can be had to the inner
offices. The North wing will be occupied b,- the Health and Nelfare '',apartments
which can be reached thru this landscaped garde:: or from the parking lot immediate-
ly north of tne building. Whe Jail and t_e ,Jailor's quarters are located to the
last, or tne back side of t ie lot, and tneb in turn are immediately adjacent to
both the .oheriff's Office and the two Court roans, Superior Court and the Probate
Court. the Court itooms open one end to tne r.,blic Looby and the other to an inter-
ior corridor which will be directly connected to the various jury rooms, Judge's
chamber, witness room, and to the jail. -he Clerk o;.' the Court will be located
on the South end where it will ce close to the Court Hoorn as well as to the Public
Lobby.

The Court House will be built of steel and reinforced concrete frame with brick
walls and limestone trim. Thus it will be a completely fireproofed building to
preserve all the documents kept in the vaults of the various. departments. The
warm red of the brick will temper the modern design of the Court House to blend
with the-surrounding _ buildings, and yet it will. "be used in a manner to express the
latest construction methods. The use of large areas of glass and windows;wi11 pro -
vide efficient working areas -with adequate light and good ventilation. This is in
contrast to the usual monumental Court Houses with its dark corridors and stuffy
rooms. -
Its appearance will not be that of expensive monumental pompousness.
The new Court House will have a serenity and a solidity of "its own bythe honest
use of the varied materials. Rather than ornamental trim and costly decoration,
this building will use the very best materials and construction method so that it
will .assume 'a dignity of its own. It will be a pleasant and efficient work space
tempered to the human scale and integrated to the site with property designed land-
scaping.
Modern lighting fixtues will supplement the natural light when necessary and
the heating system will be so designed that air- donditioning can be incorporated
into the overall design. The entire Court House is designed on a column bay of
20 feet by 24 feet and the windows are either 4 or 8 feet wide. This sets up a
module of 4 feet so that all interior panels shall be 4 feet wide. The interior
wall panels are non - bearing partitions as the columns support the entire weight
of the roof. Thus, these 4 feet wide interior panel walls can be removed -at will
and rearranged to accomodate any room size changes that may be necessary'in the
future. This will allow for flexible changesin.departments, and should there be
a tremendous growth inthe need of office spaces, the North wing over the -Health
and Welfare Department is so designed to accomodate the addition of two or more
stories. This flexibility in office room arrangement, and the possibility that
this Court House can double its size means that any future unforeseeable changes
in the functioning of the Court House can be accomodated, economically and simple.
This will insure that you will have the very best of working conditions and inter
departmental - relationship for the duration of the 60 or more years :life -span of the
Court House.

BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNETT COUNTY:
1. That D. P. Ray, Jr., be and he is hereby appointed Tax Collector.for the
County bf- Harnett for the fiscal year beginning July 1, 1952 and ending June 30th,
1952, and that in connection therewith the §Caid D. P. Ray, Jr. shall furnish surety
bond in the Amount. of `.x''35,000 for.the faithful performance of his duties during said
term.
2. That the designation by the Tax Collector of Alice Patterson as his Assist-
ant, or Deputy Collector, be and the same is hereby approved. -
3. That the First Citizens Bank & Trust Company, Dunn, North Carolina, be and
the same is hereby designated as the official depository of the County of Harnett
for all the funds of said County, including such funds as may be collected by the
said D. P. Ray, Jr., as Harnett County Tax Collector, and the said First Citizens
Bank & Trust Company shall make bond as by law required to secure all funds of the
County of Harnett which may b e deposited in said bank, said bond at all times_to be
in a principal amount - aggregating more than the total deposits of the County of '
Harnett on any given date; provided; however, that in lieu of said bond, said depos-
itory may place in trust with the Wachovia Bank and Trust Company of Raleigh, North
Carolina or Central Hanover Bank and Trust Company of New York City, acceptable
securities approved by the County Accountant for the purpose of securing such deposits,
the aggregate amount of such securities to be ina sum hot less than the bond required
by law.
4. That D. P. Ray, Jr., Harnett County Tax Collector, shall deposit daily all
amounts 'collected by him in the First Citizens Bank & Trust Company of Dunn, North
Carolina to the credit of Harnett County, and "that said depository shall issue daily
to said Tax Collector a receipt for such deposits, which said receipts shall there-
upon be delivered daily to the Harnett County Accountant.

Worth Lee Byrd moved, seconded by H. S. Holloway that C. R. Ammons ce and
he is hereby appointed County Farm Agent for Harnett for a term of 1 year and
T. D. Ol uinn e and he is hereby appointed Asst. Arent for a term of 1 year.

The Board of Commissioners met in a call session on Thursday June 12th.
at 2 :00 P. M. with L. A. Tart, Chairman, B. P. Ingram, H. S. Holloway and
Worth Lee Byrd present, R. L. Pate was absent on account of illness. Also
present were 'd. A. Johnson, County Attorney, and Inez Harrington, Clerk to
the Board.
Miss vvilma Williams Supt. of Welfare and the entire staff of the Welfare
Department appeared before the Board and requested that Harnett County come
under the Social Security Act and that staff be given an increase of ti.20.00
per month in salary.
After due consideration the Board of Commissioners denied both request.
