The Board of County Commissioners met in regular session on Monday Dec. 3rd.
1951 at 10:00 O'clock A.M. with L. A. Tart, Chairman, Worth Lee Byrd, R. L. Pate
and B. P. Ingram present, also present were the County Attorney, the Auditor
and the Clerk to Board.
The report of Robert Morgan, C. S. 0, was approved and ordered filed.
The report of Inez Harrington, Register of Deeds was approved and ordered
filed.
The report of D. P. Ray, Jr. Tax Collector was approved and ordered filed.
The report of L. B. McLean, Veteran Service Officer was approved and ordered
filed.
The report of Grand Jury was read and placed on file.
The report of L. K. Boston, Negro Farm Agent was approved and ordered filed.
The report of Ida P. Hennant, Negro Home Demonstration Agent was approved and
ordered filed.
The monthly report of J. L. Bishop, County Electrical Inspector was approved and
ordered filed.
The monthly report of Ben H. Sellers, County Electrical Inspector was approved
and ordered filed.
Upon Motion of Commissioner Byrd, seconded by Commissioner Fate it was ordered
that tie County sell its interest in lct on East Cleveland Street in the town of
Dunn and being the second tract acquired by Harnett County under tax foreclosure
Judgment # A -1089 to L. F. Butler and McCauley Butler for the cash amount of
$202.38. The Chairman of the Board is hereby authorized to execute Deed and the
Clerk to the Board will attest same.
Upon motion of Ingram, seconded by Pate, auditor was authorized and directed
to refund to Clayton Stewart, Coats, N. C. the sum of $50.00 to cover license tax,
paid in error on 2 pool tables for year 50 -51.
R. L. Pate seconded by B. P. Ingram that cases of whiskey be destroyed by
sheriff. Motion carried.
Worth Lee Byrd moved seconded by B. P. Ingram that Kenneth T. Miller be re-
leased from Pedler's License Tax as requited in G. S, 105 -53 on account of being
a disabled World War Veteran. Motion carried.
The Board accepted the resignation of C. G. Fields as representative of this
Board on the Harnett County Nelfare Board to take effect Nov. 30, 1951.
Worth Lee Byrd moved seconded by B. P. Ingram that vice Recorded be paid
$25.00 per month. Motion carried.
The Board appointed John Mason as Superintendent and Mrs.John Mason as Matron
for the County Home for a term of One Year.
The Board appointed Berles Johnson, Tax Supervison for a term of one year.
The Board appointed Herbert D. Carson, Jr. Auditor for a term of one year.

A delegation composed of Dr. Charles Byrd, 0 0. Manning, City Manager of Dunn,
Ralph Hanna, Mayor of Dunn, Ruby Tart, J. V. Bass, members of Dunn City Council and
Dr. W. B. Hunter, County Health Officer., appeared before the Board and requested the
Board to approve the erection of a New County Health Center in the Town of Dunn.
Dr. Byrd pointed out the need for such a new health center by reason of the fact
that the present facilities are obselete and completely inadequate. He further
pointed out that the type and size of building needs and equipment therefore, cost
approximately $75,000.00, and that the federal government would furnish 74.6 per
cent of the cost of the building if the County would provide the lot and the remain
ing 25.4 per cent of the cost.'
Mayor Hanna stated that the Town of Dunn would donate the lot to the County and
/pay all light and water expense incurred in operating the center.
It was also pointed out that the t tal cost to the County for acquiring the lot
and defraying its portion of the cost of the new building and equipping it would
not exceed $20,000.00,
After some discussion by the Board, and upon motion of Commissioner Pate,
seconded by Commissioner Byrd, the Board voted unanimously to approve the building
and equipping of a new health:center in theTown of Dunn, provided the County's
share of the cost thereof shall not exceed $20,000.00.
ar Worth Lee Byrd moved seconded by R. L. Pate that Sheriff be authorized to employ
a cook for the County jail during the illness' of Annie Ashley at a salary of $70.00
per months Motion carried.
Worth Lee Byrd moved, seconded by R. L. Pate that Annie Ashley be paid her salary
for the month_of December and that in the event she is unable to resume her work as
cook at the County jail that her salary be terminated until such time as she is
able to resume her duty. Motion carried.
The Board ordered the County Offices to be closed December 24th. 25th, and.26th,
for the Christmas holidays.
The Board adjourned to reconvene on Monday December 31st, 1951 at 2:00 P.M.

IN TEE MATTER OF THE APPOINTMENT
of Ruby T. Currin Deputy Clerk of
the Superior Court of Harnett
County.
EX PARTE.
This cause coming on to be heard before the undersigned upon the appointment of
a Deputy Clerk of the Superior Court of Harnett County; and it appearing that the
proper discharge of the duties of the office of Clerk of the Superior. Court renders
the appointment of a Deputy Clerk a"'`public necessity for the common. and it
further appearing after due inqui.Sy -- and consideration that Ruby T Currin is a dis-
creet and competent person to discharge the duties of the office of Deputy Clerk
and is a £it and propertperson to occupy said office;
NOW,' THEREFORE, in obedience to public necessity and in compliance' with the laws
of the State of North Carolina as set forth in Sections 935 and 936 of the Conso-
lidated Statutes of North Carolina and` the general laws -of the State, and in ex-
ercise of the authority vested in me by law, I do hereby appoint, constitute and
commission the said Ruby T. Currin as Deputy. Clerk of the Superior Court of Harnett
County, with authority to.act in as full, free and ample manner as she is by law
directed. Let her take and subscribe the oath as required by law.
