The Board of Commissioners of Harnett County met in regular session on Monday
May 7th, 1951 at 10:00 A. M. with L. A. Tart, Chairman, Worth Lee Byrd, R. L. Pate
and B. P. Ingram, C. G. Fields was absent. Also present were the Clerk to the
Board, County Attorney and the Auditor.
The Board approved the monthly report of Robert B. Morgan, C. S. C., and ordered
filed.

the monthly report of Inez Harrington, Register of Deeds,
the monthly report of L. B. McLean, Veteran Service Officer,
Worth Lee Byrd moved seconded by B. P. Ingram that $30. per month be allowed
for the case of Luther Forbes, Buies Creek until he can be admitted to State
Sanatorium. Motion carried.
Worth Lee Byrd moved seconded by B. P. Ingram that the Harnett County Financial
Statement be printed in 1 of the 3 Harnett County papers each quarter.
R. L. Pate moved seconded by B. P. Ingram that Herbert Carson, County Auditor,
be sent to County accountant school Chapel Hill beginning May 15 to May 18 with
expenses paid by Harnett County.
The following road petitions were presented and approved by the Board of
Commissioners:
(1) to construct and maintain and continue on that certain road which will
begin at Arnold Nordan's in Upper Little River Township and runs by the home of
J. E. Bishop, I. J. Deal to No. 421 near Neal Thomas' store a distance of
approximately 1* miles. (Petition given to Lois Bayles)
(2) to hard surface that certain road in Averasboro Township, and Grove
Township which runs from P.B.Woods corn mill by Redhill Church to County line of
Johnston County. (Petition mailed)
(3) to improve that certain road in Duke Township from Dunn -Erwin old road at
home of Odis Jackson to Davis Stephens new road near the homes of Carl Hamilton
and Holt Hamilton a distance of 1.2 miles. (Petition filed)
(4) to establish a road from Presbyterian Church over to Highway #210 near
Wesley Chapel Church. (Petition filed)
WHEREAS, the County of Harnett heretofore acquired title to two tracts of land
situate in Barbecue Township, Harnett County, North Carolina, containing 62 acres
and 19 acres, respectively, the 62 acre tract having been acquired for the sum of
$187.02 under Tax Foreclosure Judgment No. A -1265 by deed recorded in Book 247,
at Page 140, Harnett County Registry, and the 19 acre tract having been acquired
for the sum of $62.34 under Tax Foreclosure Judgment No. A -1266 by deed recorded
in Book 247, at Page 124, Harnett County Registry; and,
WHEREAS, the County of Harnett, on September 12, 1938 instituted a suit
against Colon McLean et als to foreclose three certain tracts of land aggregating
64 acres and a 27 acre tract, all of which are referred to in the complaint filed
in the said action, for the nonpayment of taxes and penalties in the amount of
$120.64 due Harnett County on said lands, said proceeding being No. 2284 upon the
Tax Foreclosure Summons Docket in the office of the Clerk of the Superior Court of
Harnett County; And,
WHEREAS, all of the lands above referred to are situate in Barbecue Township,
and were formerly owned by D. H. McLean; And,
WHEREAS, in addition to the above referred to lands of D. H. McLean, certain
other lends in Barbecue Township were owned by D. H. McLean and said lands have been
listed for taxes since 1938 in the name tot "D. H. McLean Estate" and the taxes
accrued against such additional lands are uncollectible for all years prior to 1946
by reason of the fact that the same were incorrectly listed; And,
WHEREAS, 0. S. Atkins has offered to pay to Harnett County the sum of $567.21
for the County's interest in the two above referred to tracts of land heretofore
acquired by Harnett County under the above mentioned Tax Foreclosure Proceedings
and in full settlement of all taxes due Harnett County on the lands described and
referred to in the suit entitled, "Harnett County, Plaintiff, vs. Colon C. McLean
et als. ", the same bearing S. D. No. 2284, except the 27 acre tract referred to in
said proceeding as being owned by Hugh McLean, and all taxes due on the lands in
Barbecue Township listed to D.H. McLean Estate; And,
NOW, THEREFORE, be it resolved as follows:
FIRST: That the offer of 0. S. Atkins to pay to Harnett County the sum of
$567.21 for the County's interest, in the 62 acre and 19 acre tracts hereinabove
referred to and as settlement in full for all taxes involved in S. D. No. 2284,
excepting the 27 acre tract therein referred to as being owned by Hugh McLean,
and the taxes accrued against the lands in Barbecue Township, listed in the name
of "D. H. McLean Estate ".
SECOND: That upon the payment of said sum to Harnett County by 0. S. Atkins
the dhairman is authorized to execute deed, attested by the Clerk, conveying to
0.S.Atkins the County's interest in said 62 acre and 19 acre tracts of land, the
County Attorneyr.is authorized and directed to take a partial non -suit in S. D.
No. 2284, said non- suit to be applicable as to all lands referred to in said
proceeding other than the 27 acre tract of Hugh McLean, and the Harnett County
Tax Collector is authorized to issue and deliver to 0.S. Atkins all receipts
covering taxes due on the lands in Barbecue Township, Harnett County, listed in the
name of "D. H. McLean Estate".
Upon motion of Commissioner Byrd, seconded by Commissioner Ingram, the
foregoing Resolution was unanimously adopted.
Upon motion of Commissioner R. L. Pate, seconded by Commissioner Worth Lee
Byrd, the Chairman was authorized to execute a deed, attested by the Clerk,
conveying to Blanche T. Wilson the County's interest in a certain lot 70 feet by
150 feet situate on the South side of West Canary Street in the Town of Dunn,
the same being the Western one -half of that lot acquired by Harnett County under
Tax Foreclosure Judgment No. A -1038 by deed recorded in Book 247, at Page 287,
*Harnett County Registry, upon the payment of Harnett County by Blanche T. Tolson
for the sum of $86.17.

Upon motion of Commissioner Byrd, seconded by Commissioner Ingram, Mrs. Ruth
Kelly Johnson, Lillington Township rel*ased of tax penalty in amount of $2.16 on
discovery #99 by reason of error in listing. (Motion carried)
Commissioner Ingram, moved, seconded by Commissioner Byrd, that salary of Mrs.
Emma West be raised to $220. per month, retroactive to January 1, 1951 and that
salary of Mrs.Leona Bfeeden be raised to $140. per month retroactive to January
1, 1951, said raises being allowed to put these workers on same level with other
employees of Welfare Dept. with like experience and training for doing same type
of work. (Motion carried).
Dr. W. B. Hunter appeared before the Board and presented the proposes budget
for the Health Department for year 1951 and 1952. B.P.Ingram moved and seconded
by Worth L.Byrd that the budget be tentatively adopted. (motion carried)
Byrd moved that Ralph Bailey (colored) Lillington #2 be placed in County
Sanatorium until he can be placed in the State Sanitorium. The fees not to
exceed $75.00. (Motion carried).

MINUTES OF BOARD OF EQUALIZATION AND REVIEW FOR 1951
March 27, 1951
The County Board of Commissionerl convened and sat as a County Board of
Equalization and Review for their first meeting of 1951 on Tuesday March 27, 1951
in the court house at Lillington, N. C. - -The meeting was called to order by vice
chairnian.C. G. Feilds in the absence of chairman L. A. Tart. Other members present
were Worth Lee Byrd, R. L. Pate, County attorney W. A. Johnson, Clerk Berles 'C.
Johnson, and Commissioner B.P. Ingram. - Before entering upon their duties each member
of the Board of Equalization and Review took and subscribed to the following' oath and
filed -the same with the Clerk of the County Board of Commissioners: I do solemnly
swear (or affirm) that I will faithfully discharge my duties as a member of the Board
of Equalization and Revies of Harnett County, North Carolina; and that I will not allc
&ny actions as a member of said Board lobe influenced by personal or political friend-
ships of obligations.
March 27, 1951
All townships on the North side of th.e Cape Fear River were heard. T.R. Matthews
of Black River township value on improvement to store building was reduced from $650
$570. R. W. Hugelet of Averasboro township value on improvement reduced from $1600 "to
$1250: A.L. Jenkins value on residence located in Averasboro township was reduced
from 11575 to $1000.
April 16, 1951
The Board of County Commissioners convened as a County Board of Equalization
and Review for their second and last meeting of 1951. All members being present
except Chairman L.A. Tart and vice Chairman, C. G. Fields. All Townships South of
Cape Fear River were heard. No Taxpayers appeared before the Board for adjustment.`
