JANUARY 2, 1951
The Board of Commissioners met in regular session on Tuesday Jan. 2, 1951
at 10:00 A. M. with L. A. Tart, C. G. Fields, B. P. Ingram, R. L. Pate, and Worth
Lee Byrd were present also were the Clerk of Board and County Attorney, and
County Auditor.
The report of Robert Morgan, C. S. C., was approved and ordered filed.
The report of D.P.Ray,Jr., Tax Collector was approved and ordered filed.
The report of Inez Harrington Register of Deeds was approved and ordered filed,
The report of L. B. McLean was approved and ordered filed.
The continuation certificate with Maryland Casualty Co. in the amount of
$1,000.00 with William Preston Porter Constable, was approved and ordered filed.

In consideration of the sum of Ten Dollars this bond, subject to all its
covenants and conditions is hereby continued in force until on the 6th day of
December, 1951.
It is expressly understood and agreed that the attached bond and all renewal
or continuation certificates attached thereto (including this one) are not
cumulative, and that the total liability of the Maryland Casualty Company under
the attached bond and all such renewal or continuation certificates shall not
exceed the penalty named in the attached bond, to wit: 1,000.00
Attached to and forming part of the bond, in the amaznt of One Thousand Dollars,
heretofore issued from the 6th day of December, 1948 on behalf of William Preston
Porter, Erwin, N.C. constable and in favor of State of North Carolina.
In w fitness whereof the Maryland Casualty Company has caused this instrument

corporation of the State of Maryland, having its principal office in the City of
Baltimore, Maryland, as Surety (hereinafter called Surety), are held and firmly

reason of his election or appointment to said office, except as hereinafter
limited, and honestly account for all moneys coming into his hand, according to
law, then this obligation shall be null and void; it is otherwise to be and remain
in full force and virtue.
This bond is executed by the Surety upon the following express condition, which
shall be a condition precedent to the right of recovery hereunder; .
It is mutually understood and agreed between all parties hereto that if the
Surety shall so elect, this bond may be cancelled by giving thirty (30) days'
notice in writing to the said Obligee and this bond shall be deemed cancelled at
the expiration of said thirty (30) days, the said Surety remaining liable for all
or any acts covered by this bond, which may have been committed by the Principal
up to the date of such cancellation,. under the terms, conditions and provisions
of this bond, and the Surety shall, upon surrender of this bond and its release
from all liability thereunder, refund the premium paid, less a pro rata part. thereof,
for the time this bond shall have been in force.

the Board of County Commissioners of Harnett County, North Carolina (hereinafter
called Obligee) in the penalty of Ten Thousand and 00 /100 Dollars, (10,000.00)
to the payment whereof, well and truly to be made and done, the said Principal
binds himself, his heirs, executors and administrators, and the said-Surety binds
itself, its successors and assigns, jointly and severally, firmly by these presents.

prepaymen -t taxes for the term beginning on the 2nd day of December 1950, and ending

his election or appointment to said office, except as hereinafter limited, and

Commissioner Fields moved, seconded by Commissioner Pate, that the law enforce-
ment officers under the direction of the Sheriff Office, be paid 10 cent per mile
traveling expense in the transferring of prisoners and other duties. Motion carried.
Commissioner Worth Byrd moved, seconded by Commissioner R.L. Pate that the
salary of Miss Jean Maners, Mrs. Hilda Shaw and Mrs. Ada Pearl Stone clerical
help in Court$ouse be raised to $125. per month, to begin in January. Motion
carried.
Commissioner C. G. Fields moved, seconded by Commissioner R. L. Pate
that the Board authorized Mr. Meson Supt. of County Home the authority to trade
a cow at the County Home for a difference of $25.00 to be paid by County.
Motion carried.
Commissioner R.L.Pate, moved, seconded by Commissioner B yrd that the
Tax Supervisor use the average cash value as listed in the Red Book for cars
and the Blue book for trucks in listing cars and trucks in Harnett County
for taxation of year, 1951. Motion carried.
The following road petitions were received and placed on file.
(1) That certain road to be built in Upper Little River Township beginning
and running from Malcolm Dickson's Store to Lee County line, a distance of
2 or 3 miles. (_file
(2) To build and maintain that road in Stewart's Creek Township which will
run from Theodore McLamb to H C Bethune to Johnny Walker a distance of 2.5 miles.
Commissioner Fields introduced the following resolution which was reed:
WHEREAS, no person was elected and qualified to serve as constable for Black
River Township for the two year term beginning on the first Monday in December
1950, in accordance with the provisions of Section 151 -1 of the General Statutes
of North Carolina,with the result that no one is personally qualified to serve
as constable for said township; and
WHEREAS, the Board of Commissioners has been requested to appoint some suit-
able person to fill the vacancy so existing in accordance with the provisions of
Section 151 -6 of the General Statutes of North Carolina, and the Board of
Commissioners is of the opinion that R.C.Monday is a fit, suitable and competent
person toserve as constable in Black River Township;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Harnett
County that R.C.Monday be and he is hereby appointed as constable for Black River
Township to serve for the remainder of the two year term beginning December 4,
1950; provided, however, that the said R.C.Monday shall not be competent to act
as such constable until he has furnished the bond and taken the oath required by
law.
Upon motion of Commissioner Byrd, seconded by Commissioner Fields, the
foregoing resolution was unanimously adopted.
The following road petitions were approved and ordered forwarded to State
Highway and public works Commission.
(1) To grade and treat with an all weather that certain road which runs in an
easterly direction from Highway #55 at John Allen Smith's Station to a point
where said road intersects with County road at Green Ford on Black River a
distance of 2.6 miles.
(2) To hard surface that road in Anderson Creek that runs from J.L.Matthews
Service Station to N.C. highway #210 to J.M. Stewart and Daniels Stewart and
known as Bethel road.
(3) To black top that certain road in Grove Township which runs from Coats
to intersection of N.C. #421 at Hirman Stewart's Filling Station a distance of
3 miles.
Mr. L. F. Butler appeared before -the Board and offered the County the sum
of $150.00 for its interest in a certain lot.on East Clveland Street in the
Town of Dunn said lot being one the parcels acquired by Harnett County under
tax foreclosure judgment A 1089 and being the second tract referred to in
deed recorded in Book 242, at page 268, Harnett County Registry.
Upon motion of Commissioner Ingram seconded by Commissioner Pate, said offer
was accepted and the Chairman was ahthorized to execute deed attested by the
Clerk, conveying its interest in said lot to L.F.Butler and McCauley Butler
upon the payment by them of the sum of $150. to Harnett County.
