The incoming Board of County Commissioners met in regular session at 1:30
P. M. on December 4, 1950 with L. A. Tart, C. G. Fields, R. L. Pate, B. P. Ingram
and Worth Lee Byrd present, also present was the Clerk to the Board.
L. A. Tart was appointed Chairman of the Board.
C. G. Fields was appointed Vice - Chairman of the Board.
W. A. Johnson, Attorney,was appointed County Attorney. —�
R. L. Pate, was appointed Purchasing Agent for the County.
L. A. Tart and B. P. Ingram were appointed County Home Committee •
C. G. Fields and Worth Lee Byrd were appointed Still Committees.
B. P. Ingram, Worth Lee Byrd arxi R. L. Pate were appointed Courthouse Committee
J. R. Mason was appointed Superintendent of County Hone for a term of 1 year.
Berles Johnson was appointed Tax Supervisor for a term of 1 year.
Herbert D. Carson, Jr. was appointed Auditor and County Accountant for a term
of 1 year.
M. 0. Lee, Attorney, was appoointed Vice - Recorder to serve at the pleasure
of the Board.
The above appointments to serve at the same compensation as now provided.
The following road petition was received and ordered filed:
(1) That certain road in Grove Township which runs from J. E. Williams
Store on Highway #55 to dirt road leading from Turlington's Cross roads by the
way of J. H. Parker and R. A. Parker a distance of 1 mile to be taken over by the
State and maintained. (Petition filed)
R. L. Pate moved seconded by Worth Lee Byrd that James 0. Moore, Dunn, N. C.
#4, Averasboro Township, a veteran of World War #II be released permanently of
poll tax on account of physical disability. Motion carried.
A,renewal certificate on Bcnd No. 2224530 in the amount of $5000.00 in
behalf of William E. Salmon, Sheriff of Harnett County was approved and ordered
filed.

Takers for the various Townships making up Harnett County for the year 1951.
The Board also unanimously agreed that the same amount of money be paid per
township as was paid for the year 1950:

Commissioner, E.. 41. Pate, was appointed to be in charge of the Farm Census
Program for the year 1951.
Commissioner B. P. Ingram introduced the following resolution which was
read:
WHEREAS, the voters of Barbecue Township failed to elect a constable for
said township for the two year term beginning on December 4, 1950, in accordance
with the provisions of Section 151 -1 of the General Statutes of North Carolina,
with the result that no one is peresently qualified to serve as constable for
said township; and
WHEREAS, the Board of Commissioners has been requested to appoint some
suitable person to fill the vacancy so existing in accordance with the provisionn
of Section 151 -6 of the General Statutes of North Carolina, and the Board of
Commissioners is of the opinion that some person should be appointed as constable
for Barbecue Township and William B. Castleberry has applied to said Board of
Commissioners for appointment as constable for Barbecue Township for the term
beginning December 4, 1950, and said Board is of the opinion that said William B.
Castleberry is a fit, suitable and competent person to serve as constable in said
township;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Harnett
County that William B. Castleberry be and he is hereby appointed as constable
for Barbecue Township to serve for the two year term beginning December 4, 1950;
provided however, that said William B. Castleberry shall not attempt to perform
any of the duties of constable until he shall have furnished the bond and taken
the oath as by law required.
Upon motion of Commissioner C. G. Fields, duly seconded by Commissioner
Pate, the foregoing resolution was unanimously adopted.
The following resolution was introduced and readbby Commissioner Ingram:
WHEREAS, the term of office of Honorable L. M. Chaffin, Clerk of the Superior
Court of Harnett County, has thts day expired by limitation and Robert B. Morgan
is to succeed Honorable L. M. Chaffin as said Clerk of the Superior Court of
Harnett County; and
WHEREAS, Thurman C. Ennis, C. P. A., of Dunn, North Carolina, was heretofore
requested by the Board of County Commissioners to make a full and complete audit
of the accounts in the office of the Clerk of Superior Court from July 1, 1950,
to the expiration of the term of Honorable L. M. Chaffin as Clerk on December
4, 1950; and
WHEREAS, the said Thurman C. Ennis, C.P.A., has made said audit and has filed
his "Report of Audit" with the Board of Commissioners this day, which report
shows that the accounts of said office, and the records pertaining thereto, are
in due and proper form and regular in every respect, and further shows that all
receipts and disbursements of said office from July 1, 1950, to the expiration
of the term of the said L. M. Chaffin on December 4, 1950, have been properly
accounted for;
NOW, THEREFORE, BE IT RESOLVED that the said L. M. Chaffin and the surety
on his bond be discharged and released from any liability thereunder; and
BE IT FURTHER RESOLVED, and it is hereby ordered that the records and accounts
of said office be transferred to Honorable Robert B. Morgan, Clerk of the Superior
Court of Harnett County, and it is further ordered that all funds belonging to
the office of Clerk of the Superior Court of Harnett County, whether on deposit
or not be transferred forthwith to the account of Robert B. Morgan, as Clerk of
the Superior Court of Harnett County.
Upon motion of Commissioners Byrd, seconded by Commissioner Ingram, said
resolution was unanimously adopted.

Seven Thousand, Six Hundred Thirty Three and 65/100 Dollars ($67,633.65) represented
by funds on deposit in Bank of Lillington, Lillington, North Carolina; The
Commercial Bank, Dunn, North Carolina; and First Citizens Bank and Trust Co.,
Dunn, North uarolina, as said sum is classified and set out and reflected in the
audit report submitted to Hon. L. A. Tart, Sr., Chairman of the Board of

The said sum referred to herein is accepted by the undersigned as final

effects which have come or may come into his hands, by virtue or color of his
office, or under an order or decree of a judge, even"thnugh such order or decree
be. void for want of jurisdiction or other irregularities, and shall diligently
preserve and take care of all books, records, papers and property which have
come or may come into his possession, by virtue or color of his office, and shall
in all things faithfully perform the duties of his office as they are or here-
after shall be prescribed by law then this obligation shall be void, otherwise .
to remain in full force and effect.
The parties hereto mutually agree that the Surety may cancel this bond by
giving thirty (30) days'notice in writing to the Obligee. Such cancelation shall
be effective only as to acts committed by the Principal after the expiration of
said thirty (30) day period. The Surety shall, upon surrender of this bond and
its release from all liability thereunder, refund the premium paid, less a pro
rata part thereof, for the time this bond shall have been in force.

lkmited, and honestly account for all moneys coming into his hand, according to
law, then this obligation shall be null and void; it is otherwise to be and
remain in full force and virtue.
This Bond is executed by the Surety upon the following express condition,
Which shall be a condition precedent to the right of recovery hereunder;
It is mutually understood and agreed between all parties hereto that if
the surety shall so elect, this bond may be cancelled by giving thirty (30)
days' notice in writing to the said Obligee and this bond shall be deemed
cancelled at the expiration of said thirty (30) days, the said Surety remaining
liable for all or any act or acts covered by this bond, which may have been
committed by the Principal up to the date of such cancellation, under the terms,

proper discharge of the duties of the office Of Clerk of the Superior Court renders
the appointment of a Deputy Clerk a public necessity for the_cmmmon good; and it
further appearing after due inquiry and consideration that Elizabeth F. Matthews is
a discreet and competent person to discharge the duties of the office.of Deputy
Clerk and is a fit and proper person to occupy said office;

of the State of North Carolina as set forth in Sections 935 and 936 of the
