andThe American Insurance Company, a corporation organized and existing under the
laws of the State of New Jersey, as Surety, are held and firmly bound unto
Duncan Ray Patterson, Jr., Tax Collector, Harnett County, N C. as
Obligee, in the penal sum of
Five Thousand and no /100 Dollars,
lawful money at the United States of America, for the payment of which, well and
truly to be made, we bind ourselves, our heirs, executors, administrators, success-
ors and assigns, jointly and severally, firmly by these presents.
WHEREAS, the said Principal has been duly appointed to the office of Deputy Tax
Collector in and for the County of Harnett, Lillington, North Carolina,
Now, Therefore, the condition of this obligation is such that if the above
bounden Principal shall, from September 15, 1961, to September 15, 1962
faithfully perform the dutis of his said office and properly account for all
moneys and property received by virtue thereof then the above obligation to be
void; otherwise it shall remain in force.

Commissioner Byrd moved, seconded by Commissioner Warren, that $100.00 be
advanced to Home Demonstration Agent forthe expenses of the Four County
Agricultural Fair for the exhibits to be held in Dunn.
Motion carried.
Commissioner Byrd moved, seconded by Commission Warren, that the Surplus Food
Program be further discontinued until December 1st. 1961, at which time the program
will be discussed again to determine whether it shall be reinstated in the future;
that the county shall continue to lease the building formerly used for surplus Food
and that the salary of the Food Administrator be discontinued, until such time as
the program may or may not be reinstated.
Motion carried.
Upon motion of Commissioner Cameron and seconded by Commissioner Barefoot the
following resolution was adopted as of this date.

RESOLUTION
A RESOLUTION EY THE BOARD OF COMMISSIONERS' OF THR,COU iTY0OF :HARNETT` TO "
PROVIDE FOR A REFERENDUM BY, THE COUNTY'S ELIGIBLE. EMPLOYEES UNDER PROVISIONS
OF ARTICLE 2 OF CHAPTER 135 OF THE GENERAL STATUTES OF NORTH CAROLINA AND UNDER
PROVISIONS OF THE GOVERNOR'S EXECUTIVE ORDER OF DECEMBER 17, 1956.
Be It And It Is hereby Resolved by the Board of Commission's of the County
of Harnett as follows:
SECTION 1. That the Board of Commissioners of the County of Harnett
County hereby applies to the Agent designated in the Executive Order, dated
December 17, 1956, by the Governor of North Carolina, to hold on October 25,
1961, a referendum to determine whether or not the North Carolina Local Govern-
mental Employees' Retirement System, as it applies to eligible law enforcement
officers as members of this governmental unit, shall be coordinated with the
Old -Age and Survivors Insurance provisions of the Federal Social Security Act.
Coverage under the Social Security Act will become effective on the 1st day of
January, 1962, for all such law enforcement officers in service of the oounty of
Harnett on the date that the agreement is, executed by the Secretary of Health,
Education, and welfare.
SECTION 2. That the Board of Commissioners of the County of Harnett has in
consideration of the acceptance of this application, designated H. D. Carson,
Jr., whose title is County auditor, as the referendum officer to serve as such
without compensation under the supervision of anfltraccordance with instructions
of the Agent of the Governor and that it will notify the eligible voters not later
than ninety days prior to the date of referendum.
