HomeMy WebLinkAbout08031959299 AUGUST 3rd. 1959 The Board of Commissioners met in regular session on Monday, August 3, 1959, with L. A. Tart, Chairman, and Commissioners W. A. 'Bill'Warrem, Worth Lee Byrd and Alex Cameron being present. Commissioner Currin was absent. Also present were the County Attorney, the Auditor and the Clerk to the Board. The Following Reports Were Approved: Elizabeth F. Matthews Inez Harrington Kyle Harrington D P Ray L. B. McLean A. Ray Thomas Roy Godwin B. H. Sellers Clerk Superior Court Register of Deeds Clerk Recorders Court Tax Collector Veterans Service Officer Dog Warden County Electrical Inspector County Electrical Inspector The Following Road Petitions Were Approved: (1) Hard surface or sand clay that road in Hectors Creek Twp. which runs from Oakridge- Christian Light Road to Old Duncan road leading to Fuquay Springs a distance of 1 mile. (Petition given to Mrs. Gilchrist for presentation) (2) To hard surface that road in Averasboro Township which runs from Jonesboro Road to Highway 301 (Petition mailed) (3) To gravel top that road in Duke Township which runs from Pauline's Grocery in S. Erwin to Highway # 217, a distance of 3/10 mile.. (Petition mailed) (4) To grade and drain that road in Barbecue Township, which runs from Johnsonville - Lillington Road at Olivia Presbyterian Church to hard surface at 0. C. Graham a distance of 8/10 mile. (Petition mailed) Commissioner Warren moved seconded by Commissioner Byrd that an Air Condition Unit be installed in the Welfare Department Building. Motion carried Commissioner Byrd moved, seconded by Commissioner Warren that Electrical Inspection for Harnett County Schools be paid on monthly basis. Motion carried Commissioner Byrd moved, seconded by Commissioner Warren that Mrs. Juanita Hight, Secretary to County Agent receive a raise of $5.00 per month increase in salary that was approved for Bobby Franklin, Assistant County Agent. Motion carried Commissioner Warren moved, seconded by Commissioner Cameron, that an attorney be appointed for the welfare Department. Motion carried. Commissioner Byrd moved, seconded by Commissioner Cameron, that Charlie Dean be and he is hereby appointed Staff Attorney for the Welfare Department. Motion carried. The Board ordered the County Offices /closed on September 7th., for. Labor Day. The Board of Commissioners upon motion of Commissioner Byrd, seconded by Commissioner Warren, and passed unanimously, after J. Shepard Bryan, Attorney, had requested that the dead body interred in an old and abandoned cemetery located on the E. C. Edgerton farm about 2 miles south of Dunn be re- interred in Greenwood Cemetery Dunn. And it was ordered E. C. Edgerton, Sr. be, and he is hereby authorized and directed to remove the dead Body interred in the old cemetery be given appropriate grave space in Greenwood Cemetery in Dunn at the expense of the said E. C. Edgerton, Sr. (Over) 300 The following resolution was offered by Commissioner Alex Cameron, and seconded by Commissioner W. A. Warren.` "Resolved by the Board of County Commissioners of Harnett County.. (1) That for properly maintaining a six monthst school term in District No. 3, Johnsonville •4'ownship,,Johnsonville School, Harnett County, as required by Article IX, Section 3,. of the Constitution of the State of North Carolina, it is necessary that certain improvements be made therein of the-following character: „ Home economics classroom and equipment, agriculture classroom, shop, office, toilet and equipment. (2) That in order to provide said improvements it is necessary that the sum of $60,000.00 Dollars ($60,000.00), be obtained by borrowing the same, to be used by the County Board of Education of Harnett County for said purpose. -(3) That the Board of County Commissioners of Harnett County does hereby approve of and authorize the application for, and procurement of, a loan for said purpose from the State Literary Fund of the State of North Carolina, es- tablished and operated under III. C.S. 5683 -5687, the same 'being Article 24, , Chapter 136, Public Laws, 1923, and Chapter 115, Public Laws, 1937, and 1955 Session Laws, Chapter 1372, Article II, and said Board does hereby authorize and direct that all necessary steps be taken to procure said loan under the terms of said statutes and the rules and regulations of the State Board of Education governing the making of loans from said fund, and the Chairman and Clerk to this Board are hereby authorized, empowered and directed dor and on behalf of this Board to join with the County Board of Education of Harnett County in making the necessary application therefor, and to take ,such action under this resolution and under said statutes, rules and regulations as may -be necessary for said pur- pose. The county accountant is hereby authorized andcdirected to make application to The Local Government Commission for approval of the issuance of such - notes. (4) That the Board of Commissioners of Harnett County hereby agrees to levy, at the appropriate tax levying-period in each and every year, upon all taxable property in said county, ad valorem taxes at a rate sufficient to meet the interest and principal payments on such part of the loan "requested herein as may be approved by theState Board of Education, and thereby provide the funds necessary each and every year to meet and repay the interest and principal payments due on such approval loan, under the terms of the statute by authority of which the est loan is made, andin accordance with the rules and regulations -of the State Board of Education governing such loans as found in Book 10, pages 340 and 368, of the minutes of the said State Board of Education." COMPANY BALTIMORE @ ontinuation Certificate Bond No. 92- 369623 P 0 In Consideration of the sum of Ten Dollars this bond, subject to all its covenants and conditions is hereby continued in force until on the lst. day of July, 1960, c6It Is Expressly Understood And Agreed that the attached bond and all renewal or continuation certificates attached thereto (including this one) are not cumula- tive, and that the total liability of the Maryland Casualty Company under the attached bdnd and all such renewal or continuation certificates shall not. exceed the penalty named in the attached bond, to wit: $2000.00 r ATTACHED to and forming part of the bond, in the amount of Two Thousand Dollars, heretofore issued from the lst day of Julym 1955 on behalf of Burnice F. Temple, Lillington, N. - -0. Rural Policeman and in favor of Harnett County, N . C. Grove Neills Creek Lillington Lillington 303 Upon Motion of Commissioner Byrd, seconded by Commission Warren, the following resolution was unanimously adopted: Whereas, the Tax Supervisor for Harnett County has advised that the tax books containing the tax levy for the year 1959 will be ready for delivery to the Tax Collector in approximately ten (10) days to the end that said Tax Collector may commence thecollection of the Taxes set forth and contained in said books: and, Whereas, Thurman C. Ennis & Co. G.P.A. has not completed the audit of the 1958 -1959 records of the county of the Harnett County Tax Collector and they report that it will take approximately two weeks from this date to complete the same; Whereas, Now, therefore, be it resolved by the Board of Commissioneos of Harnett Cpunty as follows: 1. That as soon as the said 'Thurman C. Ennis & Co. C.P.A. reports that all records are in proper order, and all funds handled and received by said Tax Collector have been properly accounted for that L. A. Tart, Chairman of the Board of Commissioners, for Harnett County, be and he is hereby authorized to direct the Tax Collector of Harnett County to immediately begin the collection of the Taxes set forth in the Tax Books.
