The County Board of Commissioners convened and sat as a County Board of Equalization and Review for their First Meeting of 1958, on Monday, March 24, 1958 at 10:00 A. M. in the court house at Lillington, N. C. All members of the Board were present. Those present were: L. A. Tart, Chairman, J. E. Womble, Alex Cameron, Jot Currin, and Jarvis Pleaant. The meeting was called to order by Chairman, L.A. Tart. Before entering upon their duties all members of the Board subscribed to the following oath and filed with the clerk of the Board of County Commissioners. I do: solemnly swear that I will faithfully discharge my duties as a member of the Bbitrd of Equalization add Review of Harnett County, North Carolina, an that I will not allow my actions as a member Of said board to be influenced by a personal or political friendship or obligation. This the 24th. day of March 1958. March 24, 1958 The following townships were given an opportunity to come in before the Equalization Board and be heard: Only taxpayers who had their real estate values affected or disturbed as much as $100. during the year 1957 were entitled to appear before the Equalization Board: Buckhorn, Hector's Creek, Neil's Creek, Averasboro, Duke, and Grove. J. H. Creech from his business property appraisers were asked property the value of Wide Appraisers. Averasboro township appeared in interest of an improvement to located on S. Clinton Ave. in Dunn, N. C. The County Wide by the Board of Equalization and Review to recheck said the improvement was reduced from $500. to $300. by the County Ottis Godwin, 606 E. Duke St, asked that his property at above address be rechecked for a decrease in Value. The County Wide Appraisers. after having checked said property felt that the value was in line with other similar property. The Board recessed for the second meeting to be held April 21, 1958. April 21, 1958 The County Board of Commissioners convened as a board of Equalization and Review for their second meeting for 1958. The following townships were given the privilege of appearing before the Equaliza- tion Board: Black River, Stewart's Creek, Anderson Creek, Lillington, Upper Little River, Barbecue and Johnsonville. Mrs. Grover Henderson of Dunn, N C appeared before the Board in interest of property on W. Harnett Street being listed to Henderson Building Corporation. She requested for a reduction in value on said property. The Board of Equalization and Review asked that the County Wide Appraisal Board check this property and make a report to the Equalization Board. The Appraisal Board checked said property and considered the change in its usefullness. The Appraisal Committee recommended that no change in value be made in said property. Myers Tilghman appeared before the Equalization Board in interest of the various businesses operating cotton gins through out the county. Mr. 'Tilghman's feeling was due to the Soil Bank Program and big reduction in cotton acreage planted that the cotton gins were now doing very little business and that the operators need a reduction in their tax valuations on said property. The Board of Equalization and Review discussed the matter and felt very mtch in sympathy with the existing con- dition, but felt that the, law did not furnich or allow any relief for such cir- cumstances. H. M. O'Quinn, Gaston McPhail and Lonnie Cameron of Upper Little River Town- ship appeared in interest of improvement made on their property during 1957 and charged for the year 1955. They felt that values placed on said property by County Wide Appraisers were too high in compattson to other property in their area. The Equalization Board asked that the above mentioned improvements be rechecked by the County Wide Appraisers and report back to the County Commissioners, acting as a Board of Equalization and Review on May 5, 1958. The Board of Equaliztion and Review adjourned to reconvene for a short meeting on May 5, 1958. (over) - -- May 5, 1958 The Board of Equalization and Review convened on Monday, May 5, 1958, for its final meeting for the year. The Tax Supervisor, Berles C. Johnson, reported that the properties of H. M. O'Quinn, Gaston McPhail,. and Lonnie Cameron had been rechecked by the County Wide Appraisal Board and that said_Board recommended that t values that had been placed on said improvements by County Wide Appraisers were in line with other similar property. The Board of Equalization and Review voted un- animously -that values remain as had been placed on said property by the County Wide Appraisal Board. The Board of Equalization and Review adjourned for the year 1958 with all members present. Berles C. Johnson, Clerk
