JANUARY 6th. 1958
The Board of Commissioners met in regular session on Monday, January 6th.,
1958, with all members present except Commissioner Joe Currin. Also present
were the County Attorney and the Clerk to Board and the Auditor.

WHEREAS, the said Principal was duly elected or appointed to the office or

NOW, THEREFORE, THE CONDITION OF THE FOREGOING OBLIGATION IS SUCH that if the
said Principal shall well and truly perform all the duties of hts said office or
position, and shall pay over and account for all funds coming into his hands by
virtue of his said office or position as requited by law, then this obligation
shall be null and void, otherwise it shall be and remain in full force.
This Bond is executed and delivered to be effective only upm the following
express conditions, which shall be conditions precedent to the right of recovery
hereunder:
First: If the Surety shall so elect this bond may be cancelled by giving thirty
(30) days' notice in writing to the State of North Carolina and this bond shall be
deemed cancelled at the expriation of said thirty (30) days, the Surety remaining
liable for all acts covered by this bond, which may have been committed by the
Principal up to the effective date of such cancellation, subject to the terms,
conditions and provisions of this bond.
Second- The Surety shall not be liable hereunder for any loss sustained by
reason of the failure, suspension or restricted operation of any bank or banks,
depository or depositories in which public moneys are now on general or special
deposit or may hereafter be placed on general or special deposit by or on be-
half of the said Principal, any law, decision, statute or ordinance to the con-
trary notwithstanding.
Third- The liability under this band shall commence on the 14th day of Dec.
1957, and the Surety shall in no event be liable in respect to any act or acts
of the said Principal committed prior to the said date nor for any shortage ex-
isting prior to the said date, nor for funds or property used or applied towards
any such shortage.
Fourth - The Surety shall not be liable for any loss or losses resulting by
reason of the failure of the said Principal to collect any taxes with which he may
beochar able by reason of his election or appointment to the office or position

Commissioner Tart presented to the Board the written request of C. 0. and
Mamie J. Warren for a refund of taxes paid for the years 1956 and 1957 on a
lot in Dunn listed to said taxpayers in error. The Tax Supervisor verified the
fact that an over - charge had been made by reason of an error in listing said lot
and advised the Board that said over - charge amounted to $12.68.
Thereupon, on motion of Commissioner Pleasant, seconded by Commissionr
Cameron, the Board by unanimous vote ordered that the county refund to C. 0.
and Mamie J. Warren the sum of $12.68, the same being an over - charge in taxes
for the years 1956 and 1957 resulting from an error in listing to said taxpayers
a vacant lot on East Broad Street valued at $375 but not owned by said taxpayers.
Upon motion of Commissioner Pleasant, seconded by Commissioner Womble, the
Board adopted by unanimous vote the following resolution.
WHEREAS, by deed dated July 2, 1924 and recorded in Sheriffts Deed Book
at page 29, a 12 acre tract of land in Johnsonville Township was purportedly
conveyed to Harnett County; and
WHEREAS, Harnett County has never been in possession of said lands or
attempted to assert any rights in or control over the same and said lands have
at all times been in the possession and control of J. Woodard Gilmore, J. L.
(Bud) Buie and wife, Hattie Buie and their predecessors in interest and they
have listed said lands for texes and paid the taxes due thereon for all years
up to and including 1956; and
WHEREAS, said parties have requested the County to execute to them a
quitclaim deed for said lands in order to remove said cloud from their title
and it appears to theBoard of Commissioners that Harnett County has no valid
interest in or right to said lands and that said request should be honored;
NOW, THEREFORE, BE IT RESOLVED That upon the payment of the sum of Ten
Dollars to the County by said parties the County shall execute and deliver to
J. Woodard Gilmore, J. L. (Bud) Buie and wife, Hattie Buie, a quitclaim deed for
said lands and the Chairman is hereby authorized to execute said deed in the
name of the County and the Clerk directed to attest his signature.
Miss Lela Moore Hall, Superintendent of the County welfare Department, appeared
before theBoard and advised the Board that because of an unanticipated increase in
the number of children placed in boarding homes, primarily by the courts, the sum
of $12,500 appropriated by the County in the 1957 -58 budget had been largely ex-
pended and that it was necessary to have additional funds made available in order
to defray the necessary costs of maintaining said children in such boarding homes.
Miss Hall further advised the Board that the County had received to date
reimbursing funds from the State of North Carolina the amount of $2518.18, which
figure was confirmed by the auditor.
Thereupon, upon motion of Commissioner Cameron, seconded by Commissioner
Pleasant, the B rd by unanimous vote ordered that said reimbursing funds, as well
as such reimbursing funds as may hereafter be received from the State of North
Carolina for said purpose be appropriated to the budget item entitled "Boarding
Home Care for Children "; that the auditor be authorized and directed to use said
reimbursement funds for such purpose and that to said extent the 1957 -58 Budget
Resolution be and the same is here amended.
