The Board of Commissioners of Harnett County met in regular session on
Monday November 4, 1957 at 10:00 A.M. with all members present. Also present were
the County Attorney, theAuditor and the Clerk to the Board.
The following monthly reports were approved and placed on file.

It is ordered that Pedlers License be granted to Lundsay W. Lee of Duke
Township for year 1957 -58 on account of Physical disability
The following road petitions were presented:
1. To hard surface that road in Upper Little River which runs from
Tingen's Grocery to Leaflet Church, a distance of 3.6 miles (petition mailed)
2. To make passable that road in Averasboro Township, which runs from Pope
Road to Second Baptist Church, a distance of 2/10 miles (petition mailed)
3. To black top that road in Duke Township which runs from Old Post Road to
Old Dunn -Erwin Road a distance of 1 -1 /10 miles. (petition mailed)
L. To fill in a deep ravine in Duke Township, City of Erwin which runs from
south 17th. Street to connect with North 17th. Street. (Petition mailed)
5. To "black top that road in Averasboro Township which runs from Charlie
Parker to 301 4cccx l at DenningTs place, known as "The Denning Road, a distance
of 2 miles (petition mailed)
6. To hard surface thatroad in Upper LittleRiver Township, which runs from
J. P. O'Quinn to Bullard road a distance of 1 -8/10 miles. (petition mailed)
Upon motion of Commissioner Cameron, seconded by Commissioner Pleasant, the
Board ordered that the tobacco acreage allotment for the Cornelius Harnett Boarding
Home lands be placed to the Soil Bank for the year 1956.
Upon motion of Commissioner Pleasant, seconded by Commission Cameron, the
Board voted unanimously:
1. That Roy Godwin be appointed as Harnett County School Inspector at a
salary of $220.00 per month effective November 1, 1957 to serve at the pleasure
of the Board and that he be paid the sum of c3468.00 for services rendered in such
capacity during the months of September and October, 1957, and the said Roy Godwin
is herewith ordered and directed to perform such duties as are required under
Chapter 844 of the 1957 Session Laws, and,
2`. That Ben H. Sellers, one of the electrical Inspectors for Harnett County,
be and he is hereby given jurisdiction as County Electrical Inspector over all of
Harnett County except Duke and Averasboro Townships, ans as Duke and Averasboro
Townships the said Roy H. Godwin shall have jurisdiction as County-Electrical In-
spector, and to the extent herein ordered the area over which Roy H. Godwin was
given jurisdiction as one of the Connty Electrical Inspectors is diminished.
Upon motion of Commissioner Womble, seconded by Commissioner Cameron, the
following Resolution was adopted by unanimous vote:
WHEREAS, the 1957 General Assembly autharized that all delinquent taxes due
Harnett Count should,upon collection, be placed in a fund to be held and used for
the purpose of building a new courthouse or repairing the existing courthouse; and

WHEREAS, deiinqueftt taxes in a substantial:- _4MOUnt already /been collected since
the enactment of said legislatS' arid will continue to be collected, and it will
be a considerable period of time yet before sufficient funds are available to
undertake the erection of a new courthouse or additions to or the overall repair
of the existing courthouse, with the result that said delinquent tax funds can
not be used and will not be needed in the near future; and
WHEREAS, said delinquent tax funds should be invested in order to produce
interest income for the benefit of the County until such time as said funds are
needed for the purposes hereinabove mentioned, and the Board of Commissioners is
authorized by law to cause the same to be invested in United States Government
securities andit will be for the best interest of the County to so invest the 'same;
NOW, THEREFORE, 'BE IT RESOLVED that the
hereby authorized and directed to invest all

And bei it further resolved that this Resolution shall remain in full force
and effect until otherwise ordered by the Harnett County Board of Commissioners;
and during the effective term of this resolution the Harnett County Auditor shall
keep such records as may be necessry to accurately reflect all funds so invested
by him andthe interest earned thereon.
Upon motion of Commissioner Pleasant, seconded by Commissioner Cameron,
the Board voted unanimously to accept the proposal of R. M. Turlington to .make
certain repairs in the Harnett County GOourtroom at the cost of $2495.
Upon motion duly made and seconded, the Board ordered by unanimous vote
that the County offices be closed on Veterans Day, Monday, November llth. 1957,
and on November 28th.1957, Thanksgiving Day.
Upon motion of Commissioner Womble, seconded by Commissioner Cameron, the
following resolution was adopted by unanimous vote:
WHEREAS, at the time the accounting system for Harnett County was revised
in 1940 the sum of S1172.60 was set up as an account receivable in the Special
Road Bond Fund, said sum being allocated as follows: $751.85 to Averasboro Town-
ship; $120.00 to BarbecueTownship; and $300.75 to Black River Township; and
WHEREAS, the County Auditor does not now have any information as to how
said account receivable was determined or the , reason by which it exists, not-
withstanding the fact that the same has been brought forward in every succeeding
audit since 1940, and the Chase Bank of New York City, paying agent in connection
with said bonds, is unable to furnish any information with respect to said items;
and
WHEREAS, the Averasboro, Barbecue and Black River Townships road bonds have
now been fully paid off and the County, by act of the 1957 General Assembly, has
been authorized to pay the balance remaining on hand in each of said township,
funds into the Harnett County General Fund and it is necessary, before doing so,
to eliminate said three items designated as Accounts Receivables, and the County
Auditor has requested the Board of County Commissioners to authorize him to charge
the same off; and

And be it further resolved that this resolution and the charging off of
said items shall not in any way release the person or persons owing the same from
the Payment thereof if the County shall at any time thereafter be able to deter-
mine the person or persons owing said sum or any part thereof to Harnett County.
Lena Clark appeared before the Board on behalf of her son, James C. McKay,
and requested that she be permitted to redeem, on behalf of her son, the property
foreclosed for the non - payment of taxes in S. D. # 2822, Judgment No. A -1788.
The Tax Collector advised the Board that the sum of $140.48 would be required to
cover all taxes; penalties and costs due on the lands in question for all years
including 1957 and further stated that Lena Clark had deposited this amount with
him.

Thereupon, on motion of Commissioner Womble, seconded by Commissioner
Pleasants, the Board voted unanimously to convey its interest insaid land acquired
under tax foreclosure Judg. No. A -1786 to James C. McKay and authorized the
Chairman to execute deed, attested by the Clerk, covering the county's interest
in said land upon receipt of said sum.
The tax collector presented to the Board the written proposition of Preston
Burns to purchase the interest of Harnett County in the lands required by Harnett
County in Tax Foreclosure Suit S. D. No. 2731, Judgment No. A -1716. Said lands
were formerly owned by Lucy Elliott, sister of Preston Burns, and theBoard was
advised that the said Lucy Elliott, as such former owner, desired that said lands
be conveyed to her brother. The Tax Collector advised theBoard that the offer of
the said Preston Burns in the amount of $156.89 represented the full amount of
taxes, penalties and costs due on said lands for all years including 1957.
Thereupon, on motion..of Commissioner Womble, seconded by Commissioner Pleasant,
the Board voted unanimously to convey its interest in said land acquired under
tax foreclosure Judgment No. A -1716 to Preston Burns and authorized the Chairman
to execute deed, attested by the Clerk, covering the county's interest in said
land upon receipt of said sum.
Commissioner Womble advised the Board that the roof on the Cornelius Harnett
Boarding Home was in poor condition and leaking badly. He further advised the
Board that unless said roof was immediately fixed considerable damage would re-
sult to the interior of the buildin.
After considerable discussion as to the best and most economical method
of getting the roof repaired, the Board, upai motion of Commissioner Cameron,
seconded by Commissioner Pleasant, voted unanimously to authorize Commissioner
Womble to employ the necessary help and purchase the materials necessary to forth-
with cover the Cornelius Harnett Boarding Hoene and make all repairs necessary in
connection therewith.
Commissioner Pleasant introduced the following resolution which was read:
WHEREAS , THE 1957 General Assembly enacted legislation requiring the
electrical facilities in public school buildings to be inspected monthly, which
legislation the Harnett County Board of Commissioners was not advertent to at
the time the 1957 -58 Budget was prepared and adopted, with the result that no
funds were appropriated to defray the cost of such inspection; and
WHEREAS, it is now necessary to amend the 1057 -58 Budget Resolution to
appropriate funds to defray the expense of making such inspections and complying
with the law as enact,4ed by the General Assembly; and
WHEREAS, It appears that the sum of $2250.66 will be required during the
1957 -58 fiscal year to defray the expense of complying with said legislation, and
the County has on hand in the General Fund an unappropriated and unencumbered sur-
plus in excess of said amount;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNETT
COUNTY:
1. That the sum of (32250.00 be and the same is hereby appropriated from
the General Fund Surplus to be used for the purpose of defraying the necessary
expense of having the school buildings in Harnett County inspected in the manner
required by law.
2. That the Harnett County Auditor be and he is hereby authorized and
directed to transfer said sum from the General Fund Surplus to said new appropria-
tion and to disburse the same in the manner directed by this Board for the payment
of all expenses necessarily incurred in complying with said 1957 legislation.
3. That the 1957 -55 Budget Resolution be and the same is hereby amended
and increased in the amount of $2250.00 said increase to be financed by surplus
funds on hand July 1, 1957 and not used in the original Budget Resolution to meet
expenses for the currect fiscal year.
Upon motion of Commissioner Pleasants, seconded by Commissioner Cameron, the
foregoing resolution was unanimously adopted.
