SEPTEMBER 3rd. 1957
The Board of Commissioners met in -a regular session on Tuesday, September,
3rd. atI10:00 A. M. with all members present except Commissioner Joe- Curran who is
out of the State. Also present were theCounty Attorney the Auditor and the Clerk
to the Board. -
The minutes of the August meetings ;were read- and;?approved,

Commissioner Womble moved, seconded by Commissioner Pleasant that the fuel
oil tank at the Cornelius Harnett Boarding Home be furnished by eke County and
that bids be received from the ,Gail Companies to furnish fuel oil to the County

- Commissioner Womble moved, seconded by Commissioner Pleasant, that the
salary of Louvenia McLean the cook at the County jail be raised to 520.00 per
week. Motion carried.
The following road petitions were approved:
(1) To sand gravel that road in Upper Little River Township beginning at
a point at home of Mrs. John Harrington and running west -to a point on Rosser
Bridge Road at Womackts Cross, Road, a distance approximately 1 mile.
(petition given to Mrs. JohnHarrington and Mrs. John Sloan for presentation)
(2) To black top that road in Upper Little River Township which runs from
Lillington -Swann Station Road to Highway # 421 and known as Rosser Bridge road, a
distance of 4 miles. (petiton given to Ralph Buchanan for presentation).
Commissioner Pleasant moved, seconded by Commissioner Cameron, that the
resignation of Charles R.Williams, Solicitor,of Harnett. Recorders Court effective
as of August 31, 1957, be accepted. Motion carried.
Commissioner Pleasant moved, seconded by Commissioner Womble, that Tom
Pemberton be employed to make necessary changes in and additions to the electric
wiring systems in the courthouse, the same to be dorn under the supervision of
Commission Womble and the cost not to exceed $2500.00 for labor and material per-
formed andfurnished by the said Tom Pemberton. Motion carried.
Commissioner Cameron moved, seconded by Commission Pleasant, that the pur-
chasing agent be andhe is hereby instructed to purchase for the county supplies
to be -used in rewiring the courthouse, the total to be expended and therefore
not to exceed $1000.00. Motion carried.
Upon motion made andunanimously carried, it was ordered by theBoard of
Harnett County Commissioners that a parcel of land containing 6 acres listed for
1953 taxes by John Fleming Peede on March 19, 1953, in Grove Township, Harnett
County, valued at $330., be relieved of the apparent tax lien for that year inso-
far as John Fleming Peede in concerned, and that it be listed and taxes for 1953
on said 6 -acre tract of land charged to Valeria C. Adams a±d Marie E. Long, the
true owners of said land at tax - listing time, to -wit, January 1, 1953.

Upon motion of Commissioner Womble, seconded by Commissioner Pleasant,
the following resolution was unanimously adopted.
WHEREAS, the Tax Supervisor for Harnett County has advised the Board of County
Commissioners that the tax books containing the tax levy for the Tear 1957 are
now ready for delivery to the tax collector to the end that said tax collector may
commence the collection of the taxes set forth and contained in said books; and
WHEREAS, Thurman C. Ennis and Company, CPA, -has audited the'1956 -57 records -
of the Harnett County Tax Collector and reports said records to be in proper order
and all funds handled and received by said Tax Collector properly accounted for;
NOW THEREFORE, be it resolved by theBoard of Commissioners of Harnett
County as follows:
1. That the Tax Supervisor shall and he is hereby ordered and directed
to forthwith deliver to the Tax Collector the tax books for Harnett County for
the year 1957.
2. That the Tax Collector of Harnett County shall and he is hereby authorized,
empowered and commanded to immediately begin the collection of the taxes set forth
in the tax books.

HARNETT COUNTY NOTICE AND ORDER
TO D.P. RAY, JR. Harnett County Tax Collector:
You are hereby authorized, empowered and commanded to collect the taxes
set forth in the 1957 tax books filed in the office of the Harnett County
Tax Supervisor and the tax receipts herewith delivered to you in the amounts
and from the taxpayers likewise therein set forth, and such taxes are hereby
declared to be a first lien on all real property of the respective taxpayers
in Harnett County, and this order shall be a full and sufficient authority to
direct, require and enable you to levy upon and sell any real or personal property
of such taxpayers, for and on account thereof, in accordance with law.

The written request of M. E. Wade for a refund of an overpayment in the
amount of $65.25 on his 1955 County taxes was presented to the Board. Said claim_
was based upon the fact that the bookkeeper for the said M. E. Wade in listing said
1955 taxes inadvertently used the figure representing the total purchasers et said
business for the year 1954 as the merchandise inventory for said business, thereby,
resulting in an incorrect value for said business and an over - assessment of taxes
in said amount of S65.25. The Tax Supervisor advised the Board that he has investi-
gated said matter aid, that the facts as alleged in said claim were correct. There
upon, upon motion duly made and seconded, the Board voted unanimously to grant said
claim for refund(and ordered the Auditor to issue check in the amount of S65.25 to
the said M. E. Wade to cover said refund.
The Tax Collector appeared before theBoard with respect to the dispute between
Harnett County and S. S. Adcock relating to personal property taxes for the year
1553 listed to the said S S "dcock under 1953 Discovery No. 130. The Tax Collector_
advised the Board that the said S. S. Adcock has agreed to pay said taxes without
penalty and the Tax Collector desired authority to settle said disputed account on
such basis. After fully discussing and considering said matter, and upon concluding
that it appeared that there was a valid question as to whether or not the said S. S.
Adcock had any liability for said taxes, the Board, upon motion of Commissioner Gamer
seconded by Commission Pleasant, voted unanimously to release the penalties on s aid
taxes and authorize the Tax Collector to accept the actual amount of taxes due in ful
settlement of said matter.

A delegation of approximately forty citizens from Dunn, North Carolina,
appeared before the Board of Commissioners with respect to the proposed plan of
the North Carolina Highway Commission to -open to traffic that portionof new
Highway No. 301 which extends across Harnett County to the Town of Benson. Said
delegation requested that theBoard ofCounty Commissioners go on record as opposing
the opening of such portion of said Highway No. 301 until such time as the same can
be opened for the entire distance between Fayetteville and Smithfield, North Carolina
After fully discussing said matter Commissioner Pleaant offered the following resolu-
tion:
WHEREAS, it has come to the attention of the Harnett County Board of Commiss-
ioners that the N. C. Highway Commission proposes to open that section of new High-
way No. 301 which extends across Harnett County to or near theTown of Benson, North
Carolina at an early date, and before all of the new portion of Highway 301 between
Fayetteville and Smithfield will be ready for opening to traffic; and
WHEREAS, the total length of the section which the Commission now proposes
to open is only approximately nine miles and that to open such a short section
will not result in any appreciable benefit to the traveling public, whereas such
opening will, under the circumstances, work an undue and unfair hardship upon
the merchants and business houses in and near the Town ofDunn, and will place
the Town of Dunn in an unfair competitive condition with respect to such traveling
public, and by reason thereof it is the opinion of theBoard of Commissioners of
Harnett County that such would constitute unfair and discriminatory action without
just excuse or cause, and that the opening of said new Highway No. 301 in Harnett
County should be deferred and delayed until such time as the entire portion there-
of between Fayetteville and Smithfield can be opened.
NOW, THEREFORE, be it resolved by the Board of Commissioners of Harnett
County that saidBoard does hereby oppose the opening of the new portion of U. S.
Highway No. 301 in Harnett County until such tin: as said highway, as reconstructed,
can be opened for the entire distance between Fayetteville and Smithfield, North
Carolina, and that the North Carolina Highway and Public Works Commission be and it
is hereby requested to defer the proposed opening of such portion of said highway
until said time; and
Be it further resolved that a copy of this resolution be furnished to the
North Carolina Highway Commission, Raleigh, North C °rolina, and to the District
Engineer at Fayetteville, North Carolina.
Upon motion of Commissioner Cameron, seconded by Commissioner Wonble, the
foregoing resolution was adopted by unanimous vote.
The Board recessed to reconvene on Monday, September 16th. at 2:30 P.M.
