HomeMy WebLinkAbout05061957MAY 6th. 1957 The Board of Commissioners met in regular session on Monday, May 6th., 1957 with all members present. Also present were the County Attorney and the Clerk to the Board. The report of Elizabeth F. Matthews, Clerk Superior Court, was approved and filed. The report of Kyle Harrington, Clerk Recorders Court was approved and filed. The report of L. B. McLean, Veterans Service Officer, was approved and filed. The report of D. P. Ray, Tax Collector, was approved and filed. The reports of B. H. Sellars and Roy Godwin, Electrical Inspectors, were approved and filed. The report of Earl H. Wells, Harnett County Dog Warden, was approved and filed. The report of Inez Harrington, Register of Deeds, was approved and filed. Commissioner J. E. Womble moved, seconded by Commissioner Pleasant, that Miss Thelma Hinson, Home Demonstration Agent, be given a leave of absence from June 10th. to July 12th. to attend the University of ,Tennessee. Motion carried. Commissioner Pleasant Moved, seconded by Commissioner Womble, that allthe county offices be closed on Saturday mornings, beginning June 1st. 1957. Motion carried. Commissioner Cameron moved, seconded by Commissioner Pleasant, that John M. Roberts, Barbecue Township, be refunded $26.66, Tax revaluation on acoount of error in listing property. Motion carried. (Statement of writing was presented by Mr. Roberts) Commissioner Currin moved, seconded by Commissioner Pleasant, that Carson Gregory, State Representative,be asked to enact legislation to give the County Commissioners authority to donate $20,000.00, for the W. C. Lee Memorial to be built in the town of Dunn. (Motion carried) The following Road Petitions were approved: 1. To pull up and sand gravel that road in Lillington Township, which runs from Shawtown Presbyterian Churcn to Charlie Yarborough's home, a distance of i mile. (Petition sailed) 2. To straighten and pull up that road in Johnsonville Township, which runs from Old Highway near George Allen's residence to Highway at Jessie Ayers place known as Murchison road a distance of 1.6 miles. (Petition mailed) 3. To pull up, gravel and cut ditches in that road in Averasboro Township, which runs from Highway 301 west (according to map attached) a distance of 450 or 500 yerds. (Petition mailed) 4. To hard surface that sand clay road in Johnsonville Township leading from the junction of Highway #27 at the community center to Lee - Harnett line adjacent to the Black Top local highway leading from Swann Station to Lemon Springs a distance of 6 -8/10 miles. Commissioner Cameron introduced the following resolution: WHEREAS, a corporation has been organized under the name of General William C. Lee Memorial, Inc., for thepurpose of causing to be erected in Harnett County a suitable public structure as a memorial to General Lee, and the Harnett County Board of Commissioners, being of the opinion tha said project to honor and per- petuate the memory of this outstanding citizen and resident of Harnett County should receive the endorsement and interest of all citizens of Harnett County, as well as the State of North Carolina; and WHEREAS' the Board of Commissioners of Harnett County has been requested to appropriate funds to be used in the construction and erection of said proposed memorial building but does not now have the legal authority to do so, the said Board, being of the opinion that Harnett County should participate in said worth while project and desires the enactment of legislation authorizing and per- mitting County funds to be appropriated for such purpose; NOW, THEREFORE, Be it resolved by the Board of Commissioners of Harnett County: 1. That said Board hereby endorses the proposed erection of a suitable structure to honor and perpetuate the memory of General William C. Lee, and urges and requests the citizens of Harnett County to lend their support to this undertaking. 2. That the North Carolina General Assembly be and it is hereby urged and requested to appropriate funds to be used for said proposed memorial. 3. That Honorable Carson Gregory, Harnett County Representative in the North Carolina General Assembly be and he is hereby requested to obtain the enactment of such legislation as will authorize and empower the Board of Commissioners of Harnett County to legally and validly appropriate from County funds a sum not in excess of $20,000 to be used in the construction and erection of said proposed memorial. Upon motion of Commissioner Cameron, seconded by Commissioner Womble, the foregoing resolution was adopted by unanimous vote. Upon motion of Commissioner Cameron, seconded by Commissioner Womble, the Board, by unanimous vote, adopted the following resolution: WHEREAS, it appears that the twenty cent tax levy authorized by law for general funds purposes will not be adequate to meet and defray all general fund expenses which will be necessarily incurred by Harnett County for the coming fiscal year; and WHEREAS, by reason of the substantial increase in recent yearsLinfthflmouht • required to be appropriated to defray the necessary expense of operating the Sherriff's office and Rural PoliceE,of Harnett County, it is necessary to supple- ment by special levy the funds available for appropriation for the operation of said Sheriffla office and Rural Police and it is the opinion of the Board of Commisal.ps-that a special levy of not in excess of eight cents on each $100 Of-propattyivaluation should be authorized by the Ganaral'Assembly pf North Carolina;taibrder to assure that adequate funds for the operation of said Sheriff's office-andTRural Police Force will be available. NOW, THEREFORE, be it resolved by the Board of Commissioners of Harnett County that Honorable Carson Gregory be and he is hereby requested to obtain enactment by the 1957 North Carolina General Assembly of legislation authorizing the Harnett County Board of Commissioners to make a special levy not in excess of eight cents on each $100 of property valuation in said County in order to pro- vide funds with which to defray the proper and necessary costs and expense of maintaining and operating the Harnett County Sheriff's office and the Harnett County Rural Police Force. The Board recessed to reconvene at the call of the Chairman.
