The Board, of County Commissioners met in the Commissioners' Room in adjourned
session at 10:00 a.m. on February 8, 1957, with the following- members present:
Commissionrfleasant, Commissioner Womble,: Commissioner Currin and Commissioner
Cameron. The Clerk to the Board and the County Attorney were also present and
the meeting was presided over by Vice- Chairman Pleasant in the absence of Chair -
man L. A. Tart, who was unable to attend the meeting because of illness.
After considerable discussion by the Board relative to the Rabies Control
Program for Harnett County, Commissioner Cameron introduced the following reso-
lution, which was read :.
WHEREAS, the laws of North C- rolina require that the annual campaign for the
vaccination of dogs shall commence on February 1 of each year and be concluded
within ninety (90) days thereafter, and said date of February 1 has already pass-
ed and the County Health Officer has not up until this time submitted to theBoard
of County Commissioners for approval, as required by law, his - appointments or
recommendations for Rabies Inspectors to carry out said vaccination campaign;
and
WHEREAS the Board of Commissioners heretofore and -at its regular Jandary,
1957 meeting, believing that such would improve the Rabies Control Program in
Harnett County, requested the Harnett County Health Officer to appoint the County
Dog Warden and his Assistant as Rabies Inspectors and said Health Officer stated
at said time that he would make such appointments; and
WHEREAS, said Health Officer has failed to make such appointments and the
Harnett County Board of Health has instructed said County Health Officer not to
make such appointments and has further instructed said Health Officer to appoint
Dr. Belmont Kittrell as he Rabies Inspector for Harnett County, but said appoint-
ment, if made, has not ye-T$bmitted to the Harnett County Board of Commissioners
for consideration, as requited by law; and
WHEREAS, the Harnett County Board of Commissioners if of the opinion that
it is necessary that adequate Rabies inspectors be appointed at once to assure
that said Rabies Vaee9ination Campaign will be carried out forthwith and in such .
manner as to control rabies and protect the property, health and welfare of the
citizens of Harnett County; and
WHEREAS, this Board is of the opinion that t best interest of the citizens
of Harnett County requires the appointment of more than one Rabies Inspector for
said County and that the Dog Warden and his Assistant are the individuals in the
best position to act as Rabies Inspector along with Dr. Kittrell, and said Board
is of the opinion that the Rabies Control Program can be best carried out by the
Dog Warden and his Assistant acting as Rabies Inspector to work with Dr. Belmont
Kittrell in the manner hereinafter set forth; and
WHEREAS, the,Board is of the opinion that the welfare of the County and
the necessity for a good Rabies Control Program require that said Dog Warden
and his Assistant be authorized to maccinate dogs after the vaccination clinic
period;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNETT
COUNTY that the Harnett County Board of Health and the County Health Officer
be and they are hereby requested:
1. To appoint Dr. Belmont Kittrell-, Earl H. Wells, County Dog Warden
and Ray Thomas, Assistant County Dog Warden, as Rabies Inspectors for Harnett
County.
2. To authorize and instruct Dr. Belmont Kittrell to set up a rabies
vaccination schedule for Harnett County with the approval of the Harnett County
Dog Warden and the County Health Officer.
3. To cause and direct the County Dog Warden andhis Assistant to advertise
said clinics adequately and properly and that the cost of such advertising be
paid by .Harnett County, and that said Dog Warden and hisAssistant assist Dr.
3elmont Kittrell with said clinics, and that all vanninations during such clinic
Periods be administered by the said Dr. Kittrell.
4. To authorize and empower the Harnett County Dog Warden and his
Assistant to administer rabies vaccinations'to dogs at all times after the close
of the clinic period:
And be it further resolved by the Board of Commissioners of Harnett County
that in the event the County Board of Health andthe County Health Officer shall
comply with the above set forth requests the fees for vaccination shall be as
follows:
1. That a fee- of 01.00 shall be charged for each dog vaccinated during
clinic periods, wf'which sum the County shall receive twenty -five cents
(0.25Y to cover the cost of advertising such clinics and the assistance ren-
dered by the County Dog Warden and his Assistant in connection therewith, and
that Dr. Kittrell shall receive the remaining seventy -five cents I$.75) out of
which he shall pay all expenses incurred by him for vaccine, supplies or other-
wise in connection with conducting such clinics and administering said vaccine.
2. That a ree of 02.00 shall be charged for all vaccinations administered
after-the close of the clinic period, that all fees collected by the Dog
Warden and his Assistant for administering vaccines after the clinic shall be
paid to Harnett County and that the County shall bear the cost of all vaccine
and supplies used by theDog Warden andhis Assistant.
And be it further resolved that Dr. Belmont Kittrell, the County Dog
Warden and the Assistant County Dog Warden be and they are each requested and
urged to cooperate fully with each ether and with the County Board of Health and
the County Board of Commissioners to provide for Harnett County the best Rabies
Control Program possible, and that a copy of this resolution be furnished to
the Harnett County Health Officer and likewise to the Chairman of the Harnett
County Board of health.
Upon motion of Commissioner Cameron, seconded by Commissioner Womble,
the foregoing resolution was adopted by unanimous vote.
