FEBRUARY 6th. 1967
The Board of Commissioners met In regular session on Monday, February 6th.
at 10:00 A.M., with all members present. The County Attorney, the Auditor and the
Clerk to the Board were also present.
Chairman Brock called the meeting to order and presided.
W. Earl Jones, Tax Collector, offered the invocation.

W. Earl Jones, Tax Collector, appeared before the Board and
report of Tax Collections as of January 31st. 1967.
Thomas Allen, 'Pax Supervisor, appeared before the Board and
listing of property in the county.
The Board ordered that Howard Hudson, 1301, W. Divine Stree
Averasboro Twp. be refunded $11.83 on account of error in list
for year 1966.
The Board of Commissioners accepted an invitation from T.F.
N. C. a former member of the Harnett Agri- Business Commission,

Dr. Morter, Dr. Blackmon, Dr. Eyerman and Bob King of the Mental Health
Clinic appeared before the Board and discussed the Mental Health problems and
presented a proposed Budget for year 1967 -68 for Harnett County Mental Health
center at Butes Creek. Dr. Blackmon advised the Board that if the Harnett County
Unit would join the Lee County Unit it would increase the population and this
would enable the program to receive government funds .
Vernon Porter, Consultant of the Economic Opportunity Program, appeared
before the Board and advised the progress of the Technical Institutes, the
Head Start program and the the Unemployment Security, and other programs under
his direction.

Commissioner Cotton. moved, seconded by Commissioner Womble, that the
following Resolution be and the same is hereby adopted:
R E S O L T I T I O N
WHEREAS, it appears that the population of the townships in
Harnett County.on the north and East side of Cape Fear River as
of 1961 was 32,119; and that the population in said area, exclusive
of Averasboro and Duke townships (17,334) was 14,785; and that the
present conservatively estimated population of the aforesaid town-
ships, exclusive of Duke and Averasboro townships, is ten per cent
greater and it was in 1961, and approximately 14,932, and,
WHEREAS, the area comprising said population of 14,932 are a
group of townships consisting of Blank River, Buckhorn, Hector's
Creek, Neill's Creek and Grove, and the Town of Angier is second
in population to the largest municipality in Harnett County and has
recently constructed a modern municipal building including a Court
Room and pertinent and needed facilities for the proper conduct of a
District Court, which could and should serve the population of said
Townships with adequate and proper Court facilities at minimum ex-
penses;
NOW THEREFORE, be it resolved by the Board of Commissioners of
Harnett County that it is the sense of this Board that a District
Court under the provisions of the laws of North Carolina should be
established in the Town of Angier, and that those representing the
people of Harnett County in the 1967 Legislature be requested to
initiate and follow through to conclusion such procedure as will re-
sult in the authorization and establishment of said Court, and to
sponsor the enactment into law of authority which may be needed to
accomplish this result.
The following Road described was requested to be deleted from the State
Highway System.
(1) A part of that road known as SR # 1246 in Upper Little River Township
for reason that this road serves no homes.

The Following Road Petition was approved:
To improve that road known as Ernest Brown Road SR # 1252 in Upper
Little River Township a distance of 2 -2/10 miles.

Colonel David Alexander, Director of Harnett_Agri- Business Commission, with
V. W. Chase, Telephone Engineer, of the Utility Commission, discussed with
the county Commissioners the Telephone area service and facilities county
wide
Sam Wilson, District Engineer of State Highway Commission, met with the
Board and discussed the road projects in the county.
Frank Lewis, Assistant Director of Civil Defense, appeared before the Board
and discussed Fire Prevention and other hazards which should be controlled in
the county.
The Board recessed to reconvene in a called session on Thursday
February 23rd. at 7:30 P.M.

The Board of. County Commissioners met in a called meeting Monday February
13th. 1967 at 7:30 P.M. in Lillington. Present were W. H. Brock, Chairman,
W. J. Cotton, Jr. J. E. Womble, Gilbert Brown and C. E. McLamb. Also present
were Neill MoK. Ross, County Attorney, and Fletcher Hubbard, Welfare Director,
Chairman Brock called the meeting to order and presided.
Welfare projects and tax liens were discussed with the Welfare Director.
The following Road Petition was approved:
To add to the State maintained Secondary Road System that road in
Grove Township, Town of Coats, which will be an access to industry and
is 0.15 miles in length and on which the industry will be located.
The Board accepted an invitation for lunch at the, Harnett County Prison
Number 700 on Monday, March 6th. at 12 :00 Noon
