NOVEMBER 7th. 1966
The Board of Commissioners met in regular session on Monday, November 7th.
at 10:00 A.M., with all members present. Also present were the County Attorney,
the Auditor and the Clerk to the Board.
Chairman Brook called the meeting to order and Commissioner Mixon offered
the invocation.
Minutes of the October meeting were read and approved.
The Board welcomed Mr. McLamb and Mr. Brown the incoming Commissioners to this
meeting.

Electrical Inspector
Earl Jones, Tax Collector, gave a report of the Tax Collections in detail
for the month and comparison was made of the same period as of last year.
Thomas Allen, Supervisor of Tax Office, appeared before the Board and
gave report of tax matters.
C. R. Ammons, Supervisor of State Extension Department, appeared and
advised the Board that the farmers are now making application in the ASC office
for Surplus Grain from the Commodity Credit Corporation which is used to supple-
ment the loss by drought in Harnett County add this grain will be delivered to
the feed mills for the farmers in the county.

R. L. Gray and1. E. Jones of the Board of Education appeared and discussed
with the Board the purposed plan for the consolidation of the School System
in the county.
Frank Lewis, Assistant Director of Civil Defense, appeared with -a
delegation and discussed with the Board the need tor a fire district in the
Mary Stewart Area and requested the Board to call an election for this purpose.
R E S O L U T I 0 N
WHEREAS, eertabn resident freeholders living in Lillington, Averasboro and
Grove Townships, Harnett County, North Carolina, have presented to the Board of
Commissioners of Harnett County a Petition requesting said Board of Commissioners
to call an election, as provided in Article 3A of Chapter 69 if the General Statutes
of North Carolina, as amended, for-the purpose of submitting to the qualified
voters living within the area described and defined in said Petition the question
of whether or not a special tax on all taxable property in said district, of not
exceeding Fifteen Cents ($.15) on the One Hundred Dollars, ($100.00)" valuation of
property, shall be levied for the purpose of providing fire protection in said
district; and,
WHEREAS, said Board of Commissioners of Harnett County has examined said
Petition and finds the same to be in due form and according to law, and further
finds as a fact that the same contains the signatures of more than fifteen per
cent (15 %) of the resident freeholders living in t he area described in said pet-
ition; And,
WHEREAS, the Board of Commissioners of Harnett County desire, as required by
law, to call an election in said Mary Stewart Fire District for the purpose of
submitting to the qualified voters therein the question of whether or not a tax
shall be levied upon the taxable property therein for the purpose of providing
rural fire protection in sold district as provided by law:
NOW, THEREFORE, be it ordered and resolved by this Board of Commissioners
for the County of Harnett;
1. That, pursant to the provisions of Article 3A of Chapter 69 of the
General Statutes of North Carolina, as amended, an election is hereby galled

to be held in that area designated and above described as "Mary Stewart Fire
Disbiot ", for the purpose of submitting to the qualified voters therein the
question of levying and collecting a special tax on all taxable property in said
district, not exceeding Fifteen Cents ($.15) on the One Hundred Dollars ($100.00)
valuation of property, for the purpose of providing fire protection in said dis-
trict.
2. That said election is hereby called to be held Saturday, February 4, 1967,
between 6:30 A.M. and 6:30 P.M., Eastern Standard Time, at which time there shall
be submitted to the qualified voters in said district the following questions:
"In favor of tax for fire protection in Mary Stewart Fire District"
"Against tax for fire protection in Mary Stewart Fire District ".
3. That for said election there shall be a new registration of the qualified
voters living within said district, and for the registration of such voters, the
registration book shall be opened from 9:00 A.M. until sunset on each day,
beginning Saturday, January 7, 1967, and closing on January 21, 1967, On each
Saturday during suoh registration period such books shall be open at the polling
place. Saturday, January 28, 1967, shall be challenge day.
4. That the polling plaoe for said election shall be Mary Stewart Community
Building. The Registrar for said election shall be Mrs. J. T. Neighbors, and the
judges for such election shall be Arthur Tripp and Shelton Weeks.
5. That the form of the ballot to be used at said election shall be sub-
stantially as follows:

6. That said election shall be according to the provisions and
laws cowing general elections so far as the same may be applicable, and
that Dougald McRae, George W. Williams and Harvey Raynor, Jr., the present
members of the Harnett County Board of Elections, are hereby designated to
arrange for holding said election under the terms and conditions of this re-
solution and in a000rdanoe with the General Statutes.
7. That the above designated members of the Board of Elections of Harnett
County shall cause to be published in the Harnett County News, a newspaper
published in Lillington, North Carolina, at least once a week for seven

successive weeks next preceding the date on which said election is to be held a
notice reading as follows:
NOTICE OF SPECITAL ELECTION AND NEW REGISTRATION IN THE
Mary Stewart Fire District, County of Harnett, North Carolina:
A special election will be held in the Mary Stewart'Fire District between
6:30 a.m. and 6 :30 p.m., Eastern Standard Time, on Saturday, February 4, 1967, at
which time the qualified voters in said Mary Stewart District shall be entitled
to vote upon the question of Levying and collecting a special tax on all taxable
property in said district, of not exceeding Fifteen Cents ($.15) on the One
Hundred Dollars ($100.00) valuation of the property, for the purpose of providing
fire protection -in said district. If said election is carried, the Board of County
Commissioners of Harnett County shall be authorized and directed to levy and collect
in said disttiet a tax in such an amount as it may deem necessary, not exceeding
Fifteen Cents ($.15) on the One Hudred Dollars ($100.00) valuation of property in
said district from year to year to be used only for furnishing fire protection
within said district.
For said election a new registration of all qualified voters residing with-
in said district shall be had, and the books for the registration of voters :will
be open from 9 :00 a.m. until sunset on each day beginning, Saturday, January 7,
1967 and closing Saturday, January 21, 1967. On each Saturday during such reg-
istration period said books will be open at the polling place. Saturday, January
28, 1967, shall be challenge day.
The polling plane for said election shall be Mary Stewart- Commnijty Building,
the Registrar for said election is Mrs. J. T. Neighbors, and the Judges are Arthur
Tripp and Shelton Weeks.
All qualified voters residing in said district shall be entitled to register
and vote in said election and said Mary Stewart Fire District is described and
defined as follows:
BEGINNING at a point (1) at the intersection of N. C. Highway # 27 and
Fairground Road ( #1705); thence in an east erly direction to a point (2) on
N. C. Highway at the Harnett - Johnston County line; thence in a southeasterly
direction following the Harnett- Johnston County Line to a. point (3) on Road
# 1812; thence in a southeasterly direction to a point (4) on Road $ 1809, 1.1
mile southeast of its intersection with Road # 1812; thence in a southeasterly
direction to a point (5) at the intersection of Road # 1809 and Jonesboro Road
( #1808), excluding all property on Road # 1809 between this and the preceding point;
thence in a southwesterly direction to a point (6) on Road # 1789, 0.7 mile south
of its intersection with Jonesboro Road (#1808); thence in a southwesterly direction
to a point (7) on Road # 1799, 0.5 mile east of its intersection with Jonesboro
Road ( #1808); thence in a southwesterly distention to a point (8) on Road # 1806,
0.9 mile south of its intersection with Jonesboro Road ( #1808); thence'' in a west-
erly direction to a point (9) on I -95 eastern service road, 1.1 mile south of its
intersection with Jonesboro Road ( #1808); thence in a southwesterly direction to
a point (10) on I -95 western service road at the Dunn, N. C. city limits; thence
following the northerly, city limits of Dunn, N. C._ina northerly , weaterly,and sout
erly direction to a point (11) on U. S. 421. at the city limits; thence a north-
westerly direction to a point (12) on Old Coats Road ( #1725), 0.9 mile west of the

The Board of Commissioners with all members present met jointly with
Fletcher Hubbard, Director of Public Welfare, and the Welfare Board, on November
28th. at 7:30 p.m.
Chairman Brock called the meeting to order and presided:
Mr. Hubbard discussed the plans, construction and Financing of the Court
House Annex which will be used for the Welfare Department.
Commissioner Cotton moved, seconded by Commissioner O'Quinn, that a Committee
be named to investigate the avenues available for the construction of a Court
House Annex on the property now owned by the County.
Motion carried
The Chairman appointed Neill MoK. Ross, Fletcher Hubbard and Commissioner
Cotton to serve on this committee.

released of Fire District Tax in the amount of $8.10
