HomeMy WebLinkAbout05021966463 MAY 2nd. 1966 The Board of Commissioners met in regular session on Monday. May 2nd. 1966, at 9:00 a.m., with all members present. Also present were the County Attorney, the Auditor and the Clerk to the Board. Chairman Brock called the meeting to order and Commissioner Womble offered the invocation. Matthews Kyle Harrington W. Earl Jones Inez Harrington Jean M. Irvin L. Perry Cameron B. H. Sellers W. H. Stewart Vernon Porter, Consultant of the Economic Opportunity Program in Harriett County, appeared before the Board and discussed plans for the program. W. Earl Jones, Tax Collector, appeared before the Board and discussed a detailed report of the tax collections as of April 29, 1966. Commissioner Mixon moved, seconded by Commissioner Cotton, that the recently appointed Cape Fear Planning Board, among other things, make application to the Farmers Home Administration for a grant to have a Comprehensive Area Plan for water and sewer prepared for Harnett County. Motion oarried The Board voted unanimously to give to the firm of John E. Ingraham, C.P.A. the auditing of the accounts and records of Harnett County for year 1965 -66 at per diem rates not to exceed the maximum of $1600.00. Commissioner Mixon moved, seconded by Commissioner Cotton, that the Harnett Agri - Business Commission organize and establish an advisory committee of One hundred men and women who will be selected from the county. This membership to be selected so as to allow twenty persons from each of the five districts. This said committee to serve the Agri - Business Commission in an advisory capacity. Williford Chairman of the Harnett Mental Health - Association to succeed Robert A. Gray who resigned,. .Raymond Codrington and J. S. Spivey were also named to the Mental Health Group. over) 465 The Following Resolution Was Unanimously Adopted; R E S O L U T I O N WHEREAS, the Board of County Commissioners of Harnett County learned through the press that the Honorable Jack Spruill, Division Engineer of the Sixth Division of the State Highway Commission is retiring as of July 1, 1966; and WHEREAS, during the time that Mr. Spruill has served as Assistant Division Engineer and Division Engineer of the Sixth District he has at all times discharged his duties with a keen sense of responsibility and the needs of' the people of Harnett County, his acute knowledge of the roads, conditions and problems with respect to the territory under his jurisdiction has made him an invaluable public servant; and WHEREAS, the retirement of the Honorable Jack Spruill from the active participation in the affairs of' the people of this County terminates a long and cordial relationship between the officials of Harnett County and the State Highway Commission, and his absence from the scene will be gre atly missed; NOW, THEREFORE, BE IT RESOLVED by theBoard of County Commissioners of Harnett County that it does hereby commend the Honorable Jack Spruill for his long period of devoted service to the people of the State and particularly to the residents of Harnett County, and by this resolution the Board does express its appreciation to him as a devoted public servant axle wish for him a fruitful and enjoyable period of retirement; BE IT FURTHER RESOLVED That the original of this resolution be certified to the Honorable Jack Spruill, Division Engineer of the Sixth Division, Fayetteville, North Carolina, and the same be spread upon the minutes and copies released to the press. The Board of Commissioners in regular session adopted the following Resolution: For the aid and help extended by the Sanford Industrial Education Center in organizing the adult educational center in Dunn and Lillington through the untiring efforts of Mr. W. A. Martin, Director, and Colonel George I. Resseguie, Assistant Director, in conveying the much needed instructions and guidance to the people in Harnett area. We are highly greatful. The Following Road Petitions were approved and mailed to State office Fayetteville. (1) To widen that dirt road # 1403 in Hector's Creek Township a distance of 1 mile (2) to add to the State System that road which runs from Highway # 27 two miles southwest of Lillington intersection of Shawtown Road to N. C. Highway 27 a distance of 9/10 miles. Commissioner Womble moved, seconded by Commissioner Mixon that the county make application for Food Stamp Programs to be used by the welfare for Harnett County. Motion carried The Board inspected the Womble Warehouse in Lillington which is to be used for the Industrial Educational Training Program and found that repairs were being made which would make the building satisfactory for this purpose. The Board of Commissioners will sit as a Board of' Equalization and Review on Monday, May 9th. at 10:00 A.M., and on Monday May 16th. at 10:00 A.M. The Board recessed to Board Chairman
