HomeMy WebLinkAbout02241966436 February 24th. 1966 The Board of Commissioners met in a call session February 24th. at 7 :30 p.m. with all members present. Also present was the County Attorney. Chairman Brock called the meeting to order and presided. Neill Ross, County Attorney, read the following letter: Mr. Neill MOE. Ross - Attorney for Harnett County Lillington, North Carolina Re: Harnett County 2,500.000 Proposed Hospital Bonds February 18, 1966 Dear Mr. Ross: We have your letter of February 15 enclosing a copy of the reso- lution adopted by the Board of Commissioners of Harnett County on Fe b ry ary 14. Our impression from this resolution is that the Board of Commis- sioners is obviously basing the financing of a proposed County Hospital on certain vague assumptions: that Hill- Burton funds in a substantial amount, approximately $1,485,000, will become available for application, with sale proceeds of $2,500,000 of the County's bonds, to cost of the County Hospital, notwithstanding that the County has made no forman presentation of a plan to the North Carolina Medical Care Commission for which it could have any grounds whatsoever to anticipate receipt of such funds; and that it is the prerogative of the Board of Commissioners to determining the needs for such a hospital in terms of number of beds without the survey and evaluation of those meeds, being a prere- quisite to any consideration by the Medical Care Commission. Possible the Board interprets Mr. Henderson's letter to us under date of February 8, 1966, a copy of which was -cat to you, provides the Board with adequate information to proceed with a $2,500,000 bond election, However, we,thinaa Mr. Henderson was sufficiently explicit in his letter that the information he gave was general and represents no commitment on the part of his Commission to any proposal coming from Harnett County or elsewhere. We have indicated to you that tte orderly procedure for financing a hospital, where Federal grant of Hill- Burton funds is contemplated, requires formal presentation of plans to the Medical Care Commission and a tentative commitment of allocation of such funds by that Commission be- fore proceedings toward authorization of bonds are commenced. That was exactly the procedure followed by the Town of Dunn in connection with $550,000 of bonds approved by the voters of the Town at an election on March 28,1964. We have reason to assume that Dunn will receive the Federal grant, because the Town has already incurred considerable expense in preparation for construction the new hospital. Under the circumstances, therefore, we are impelled to believe that the matter of submitting $2,500,000 Hospital Bonds of Harnett County to the voters is a useless procedure unless the matter is formally presented to the Medical Care Commission before the 'proposition is submitted to the voters and a commitment is had from that Commission of adequate Hill- Burton funds to defray the cost. Easterling Secretary 437 Neill Ross, County Attorney, also read the Press Release as follows: PRESS RELEASE The Board of County Commissioners, regretfully, announces that the Local Government Commission has declined to approve a referendum for the erection of a County Hospital. The Board of County Commissioner, through its County Attorney and Special Counsel, Honorable J. Melville Broughton, has presented to the Local Government Commission all of the facts associated with the proposal for the County Hospital, numerous conferences have been held with the Local Government Commission and the North Carolina Medical Care Commission, every effort has been made in the interest of seeking approval of the Local Government Commission to call an election to determine whether or not the voters of Harnett County would approve a $2,500,000 bond referencum. It is the opinion of the Local Government Commission that it is not feasible to present the proposition to the voters without a commitment from the North Carolina Medical Care Commission that Federal and State funds would be available to augment county funds, The Board of County Commissioners has used every legal means available to the County to seek a County Hospital for the people of Harnett County, however, due to the fact that the North Carolina Medical Care Commission has committed $1,137,000 to the Town of Dunn for the construction of a Munici- pal hospital, with the understanding that said hospital is for the benefit and will serve the people of Harnett County, there is no possibility of obtaining additional Federal funds for the construction of a County Hospital. It was hoped by the Board that some satisfactory conditions might be worked out between the Town of Dunn aid the County of Harnett for the construction of a County Hospital between Erwin and Buies Creek, and every effort has been made in the furtherance of such a project, but all have been in vain. The Board is satisfied from its investigation that the North Carolina Medical Care Commission and the Local Government Commission would prefer a CountyHospital, however, Medical Care Commission in the interest of pro- viding hospital facilities for the people of Harne tt County accepted the proposition proposed by the Town of Dunn without any knowledge or information that the County of Harnett was interested in sponsoring a County Hospital. The Proposal, on the part of the Town of Dunn, to the North Carolina Medical Care Commission, was for the construction of a hospital in the Town of Dunn, to be finanoed by a $550,000 bond issue, and a contribution by the Betsy Johnson Memorial Hospital the sum of $Li.50,000 to provide hospital facilities for the people of Harnett County. The view of the fact that the f acility proposed to be constructed in Dunn is for the entire county, the Board urgently recommends to all of the people of Harm tt County that it support the new hospital in Dunn and wishes for its sponsors every success in this very worthwhile project. The Board desires to espress to the various municipalities, civic groups and interested citizens Sf the County its apprciation for the efforts expended in promoting this project.
