December 14th. 1965
The Board of Commissioners met in a call session on Tuesday, December 14th.
at 7:30 p.m. with all members present. Also present were the County Attorney, the
Auditor and the Clerk to the Board.
Chairman Brook presided and called the meeting to order.
A delegation composed of Dr. Blackmon, Dr. Wilson, Horace Quilsley, Jaok
Marley, Haywood Hall, J. R. Hood and J. T. Vail appeared before the Board and
urged the Board to proceed with plans to call an election for a bond issue to
build a County Hospital.
Commissioner Cotton.moved, seconded by Commissioner Womble, that an election
be called to give the voters an opportunity to vote on a bond issue for a county
hospital.
Voting for: Commissioners OtQuinn, Womble and Cotton
Voting against: Commissioner Mixon
The Board ordered the county payroll checks to be issued on December 20th.
by the Auditor.
The following Resolution was duly adopted by the Board of Commissioners
RESOLUTION
WHEREAS, N. C. Highway 210 from Lillington to Fort Bragg was constructed
more than thirty -five years ago as a county road from county funds at a time
when automobiles traveled at a speed of about thirty -five miles per hour and
were few in number; and
WHEREAS, at the time this road was built Fort Bragg was the largest
military infantry base in the United States with a compliment of 2700 men and
officers, being almost entirely foot soldiers; and
WHEREAS,

today N. C. Highway 210 is the most direct route from Fort Bragg,
military base in the world, to Raleigh and points northeast to
D. C. and other major cities and is of vital interest to State and
major traffic artery and a vital link in the defense of the Nation;
WHEREAS, the existing highway is antiquated, its numerous horizontal and vertical
curves present innumerable hazards and have in recent years made it one of the
most dangerous seventeen miles of road on the Eastern Seaboard; and
WHEREAS, it is the opinion of the Board of Commissioners that this vital
highway should be modernized, improved to the end that death traps and hazards
be eliminated; and
WHEREAS, it is the opinion of the Board of County Commissioners that the con-
ditions of this vital link in our highway and national defense system extends
beyond the boundaries of the county to the State and Nation, being of vital con-
cern to all citizens;
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Commissioners
that it does hereby petition the State Highway Commission, the Bureau of Public
Roads and all State and National Officers connected with our Road Program to
immediately initiate plans for the improvement of N. C. Highway 210 from Lillington
to the Cumberland County line;
BE IT FURTHER RESOLVED that copy of this resolution be forwarded to the
Honorable Joseph M. Hunt, Jr., Chairman of the State Highway Commission, copy to
Honorable David N. Henderson, United States Congressman, copy to Honorable Sam J.
Ervin, Jr., United States Senator, copy to Honorable B. Everett Jordan, United
States Senator and a copy distributed to the Press.
