HomeMy WebLinkAbout12061965407 DECEMBER 6th. 1965 The Board of Commissioners of Harnett County met in regular session on Monday, December 6th. at 9:00 a.m., with all members present. Also present with the Board were the County Attorney, the Clerk to the Board and the Auditor. Chairman Brook called the meeting to order and Commissioner Womble offered the invocation. Perry Cameron W H Stewart Commissioner O'Quinn moved, seconded by Commissioner Mixon, that the jury box now in possession of the Clerk to the Board of Commissioners be made available to the Clerk of Recorders Court for the drawing of Jurors for cases in Recorders Court. The names to be drawn from Box No. 1 and placed in Box No. 2 in the office of Register of Deeds by the Clerk of Recorders Court. Motion carried. RESOLUTION BE IT RESOLVED, the Board of Cpunty Commissioners of Harnett County recommend the appropriate organizations and officials designate Route U. S. 311 in the State of North Carolina as follows: The U. S. 31 N. C., and then be continued as with N. C. 705; section with N. Fayetteville, C Jacksonville, N 70 to terminate 1 route, which presently connects with moves to U. S. 220 just south of Rand follows: Over U. S. 220 to Seagroves, thence over N. C. 705 through Robbins C. 24; over N. C. 24 through Carthage linton, Kenansville, (N C) to the juno C., and continue over existing N. C. at this point. Brock Chairman 408 NORTH CAROLINA HARNETT', COUNTY This Contract, made and executed this 18th. day of November, 1965, by and between Harnett County, hereinafter designated as the County, and the Town of Dunn, a municipal corporation of North Carolina, hereinafter designated as the Town. WITNESSETH: That in considerationof the covenants and premises hereinafter set forth, the parties to this contract agree as follows. 1. That the County will upon completion of the project, pay the cost of all materials required for installing the wate and /or sewer mains for the project described below, (Estimated amount, Water Main $5000.00, Sewer Main $1800.00 Total water and sewer mains $6800.00; this is an estimate of materials cost and is not guaranteed to be exact.) If the County prefers to do so it may purchase all of the water and sewer materials to meet specifications of the Town of Dunn. 2. That in consideration of the said payment, the Town of Dunn agrees to lay and construct the water and /or sewer mains described and specified as to location, size, distance, appurtenances, etc. as shown on the accompanying map or sketch and as given in the following descriptions Beginning at the Cumberland Street Mrs. Flora McKay -thence eleng the wardly to the Old intersection of W. East - Coats Road (Ashe Ave. extended) 3, (a) No water or sewer connections shall be made to any of the lots abutting this water and /or sewer line until the owner of the lot has paid in addition to regular water and sewer tapping fees, to the Town of Dunn hts pro -rata part of the cost of the water and /or sewer materials and also his pro -rata part of the cost of the labor and equipment required to install the said water and /or sewer mains. All portion of the costs of materials so collected by the Town in this manner shall be paid immediately to the governing body of Harnett County, with- out interest. (b) An Owner's pro -rata part of the cost of materials shall be arrived at by multiplying the cost of materials per foot of abutting property to be served by the total abutting footage of the owner'slot; and the owner's pro -rate part of the cost of' labor 'shall be arrived at by multiplying the cost of labor per foot - to be served by the water and /or sewer lines by the total abutting footage of the owner's lot. A statement of actual costs of materials and of labor and the actual costs of water and /or sewer materials and labor per foot of abutting property to be served by the water and /or sewer mains, will be furnished to the Governing body of Harnett County upon completion of th&project. 5. That the water and/or sewer mains constructed, laid, and extended under the terms of this contract shall be the sole and exclusive property of the Town of Dunn, without any further cost to the Town of Dunn, when the area in which these water and/ or sewer mains are located is annexed to the Town of Dunn. The Following Road Petitions Were Approved: (1) To hard surface that road # 1512 (or Mangum Road) which is in Nellie Creek Township, a distance of' 1 mile. Petition given to Bobby Austin. (2) To make all weaterh road of that road in Upper Little River Township Which runs between Holly Springs Church and Juniper Spring Church a distance of 1 mile. Petition presented to W. J. Wilson, Broadway N C. (3) To improve that road #1270 in Upper Little River Township which is 1 mile in distance. Petition mailed to W.J. Wilson, Broadway # 1. To improve that road #1565 in Grove Township, a distance of 7/10 mile Petition mailed to W. P. Pope, Sr. To Black Top that road # 1549 in Harnett and Lee Counties a distance of 1.8 miles. Petition mailed to State Highway Commission. (4) (5) Commissioner Cotton moved, seconded by Commissioner Mixon that an invitation be given District Engineer (Col. Snow) to appear before the Board and discuss with the Board the plan and development along Cape Fear River on Jan. 10th. or on a date more convenient to him. Motion carried. Mr. Hubbard, Welfare Director, appeared before the Board and discussed the work load in the county. Commissioner Cotton mowed, seconded by Commissioner Womble, that the position of Supervisor of' Case Workers in the welfare Department of Harnett County be created and Mr. Hubbard be authorized to fill this position. Motion carried. W. Earl Jones, Tax Collector, appeared before the Board and gave a detailed report of colleotions and comparisons for delinquents collections from year 1955. The Board ordered that salary of Health Director be set at two steps below Merit System Scale, retroactive to July 1, 1965. The Board ordered that $10.00 be used for Christmas Decorations for the Courthouse. Thomas Allen, Tax Supervisor, appeared before the Board and discussed tax matters concerning his office.
