NOVEMBER 17th. 1965
The Board of Commissioners met in a call session on Wednesday, November 17th.
at 7:00 P.M., with all members present. Also present were the County Attorney, the
Auditor and the Clark to the Board.
The Chairman called the meeting to order.
Appearing before the Board were Carl Mears, Commissioner of Sixth Division of
N. C. Highway Commission, with Sam Wilson, District Engineer, J. W. Spruill,
Division Engineer, and R. N. Weaver, Maintenance Supervisor, and discussed Road
Problems.
The following construction projects and allocations for 1965 -66 on Secondary
Road plan was approved:

Commissioner Mixon moved, seconded by Commissioner Cotton, that all hardship
cases that qualify under the net monthly income soale set forth by North Carolina
Department of Agriculture be eligible for certification for surplus food commodities
by the director of the Welfare Department of Harnett County.
Motion oarried.
The following Resolution was presented:
WHEREAS, a delegation of citizens from the body of the County has appeared
before the Board of Commissioners and requested that the Board make a determination
as to whether or not the electorate of the County desires to participate in the oon-
struotion of a county -wide hospital and have filed with the Board petitions in
support of same; and
WHEREAS, a number of interested oivio organizations and the governing bodies of
municipalities other than Dunn have appeared in persons and by resolution in support
of a oounty -wide hospital and numerous residents residing within the body of the
County have expressed themselves in support of a county -wide hospital; and
WHEREAS, the Town of Dunn is now formulating plans for the construction of a
new Betsy Johnson Memottal Hospital to be located within the City limits of the Town
of Dunn and supported by a bond issue and tax levy againstthe property within the
boundaries of said Town; and

WHEREAS, the Trustees of the Betsy Johnson Memorial Hospital, Incorporated and
the Mayor of the Town of Dunn and other interested residents of said Town have
appeared before the Board and explained their plans and purposes; and
WHEREAS, it has been made to appear to the Board of Commissioners that in the
event the Town of Dunn and the Betsy Johnson Memorial Hospital, Incorporated should
proceed with the construction of a new Hospital and acquire from the North Carolina
Medical Care Commission an allocation of funds to be used in the construction of
said hospital by the participation of the North Carolina Medical Care Commission
with federal and state funds in the construction of a new Betsy Johnson Memorial
Hospital in the Town of Dunn the County of Harnett would be thereby precluded from,
acquiring funds It the future for the construction of a county hospital and it
appears that any future additions to or bed capacity for the county would necessarily
be an addition to the new Betsy Johnson Memorial Hospital; and
WHEREAS, it is the opinion of the Board of County Commissioners of Harnett
County that it is for the best interest of the County that any tax burden for the
maintenance and support of hospital facilities for the people of Harnett County be
distributed over the entire county and that a more central location of the hospital
would be to the advantage of all of the citizenry of the County and that in order to
determine the feasibility of the construction of a hospital, it will be necessary
to submit to the voters of Harnett County a referedum or bond election; and
WHEREAS, the Trustees of the Betsy Johnson Memorial Hospital and the Town
officials of the Town of Dunn have indicated their unwillingness to, voluntarily,
delay the plans for the construction of the said new hospital pending said referendum
and it, therefore, becomes necessary that legal action be taken to restrain or enjoin
said Trustees -and the officials of the Town of Dunn from proceeding any further
with their plan;
NOW, THEREFORE, BE IT RESOLVED That the County Attorney is hereby directed to
institute such legal action as'he may deem necesaary to restrain or enjoin the
Betsy Johnson-Memorial Hospital, Incorporated and the Town of Dunn from proceeding
further in connection with the construction of said hospital;
BE IT »URTHER RESOLVED That the County Attorney and the Auditor are hereby
authorized an.d directed to proceed immediately,with the prep aration,of the necess-
ary machinery for the submission of the question of the bond election or referen-
dum in support of a county - wide - hospital to the people of Harnett Oounty.
The adoption of the foregoing resolution was moved by Commissioner Womble,
seconded by Commissioner Cotton. -.

Commissioner M. H. Brock offered the following resolution:
WHEREAS, certain resident freeholders living in Duke and Grove Townships,
Harnett County, North Carolina, have presented to the Board of Commissioners
of Harnett County a Petition requesting said Board of Commissioners to pall an
election, as provided in Article 3A of Chapter 69 of the General Statutes of North
Carolina, as amended, for the purpose of submitting to the qualified voters liv-
ing within the area described and defined in said Petition the question of whether
or not a special tax on all taxable property in said district, of not exceeding
Fifteen Cents ($.15) on the One Hundred Dollars ($100.00) valuation of property,
shall be levied for the purpose of providing fire protection in said district; and,
WHEREAS, said Board of Commissioners of Harnett County has examined said
Petition and finds the same to be in due form and according to law, and further
finds as a foot that the same contains the signatures of more then fifteen per cent
(15 %) of the resident freeholders living in the area described in said Petition;
And,
WHEREAS, the Board of Commissioners of Harnett County desire, as required by law,
to call an election in said Erwin Fire District for the purpose of submitting to
the qualified voters therein the question of whether or not a tax shall be levied
upon the taxable property therein for the purpose of providing rural fire protection
in said district as provided by law;
NOW, THEREFORE, be it ordered and resolved by this Board of Commissioners for
the County of Harnett:
1. That, pursuant to the provisions of Article 3A of Chapter 69 of the General
Statutes of North Carolina, as amended, an election is hereby called to be held
in that area designated and above described as "Erwin Fire District." for the pur-
pose of submitting to the qualified voters therein the question of levying and coll-
ecting a special tax on all taxable property in said district, not exceeding Fifteen
Cents ($.15) on the One Hundred Dollars ($100.00) valuation of property, for the pur-
pose of providing fire protection in said district.
2. That said election is hereby called to be held on Saturday, January 29,
1966, between 6:30 A.M. and 6:30 P.M. eastern Standard Time, at which there shall be
submitted to the qualified voters in said distriot the following questions:
"In favor of tax for fire protection in Erwin Fire District."
"Against tax for fire protection in Erwin Fire District."
3. That for said election there shall be a new registration of the qualified
voters living within said district, and for the registration of such voters, the
registration book shall be opened from 9:00 A.M. until sunset on each day, beginning
Saturday, January 1, 1966, and closing on January 15, 1966. On each Saturday during

general election so far as the same may be applicable, and that Dougald
McRae, George W. Williams and Harvey Raynor, Jr. the present members of the
Harnett County Board of Elections, are hereby designated to arrange for
holding said election under the terms and conditions of this tesolution and in
accordance with the General Statutes.
7. That the above designated members of the Board of Elections of Harnett County
shall cause to be published in the Daily Record, a newspaper published in Dunn,
North Carolina, at least once each week for seven successive weeks next pre-

A special election will be held in theEfiwin Fire Fir-e District between
6:30 a.m. and 6:30 p.m. Eastern standard Time, on Saturday, January 29, 1966,
at which time the qualified voters in said Erwin Fire District shall be entitled
to vote upon the question of levying and collecting a special tax on all taxable
property in said district, of not exceeding Fifteen Cents ($.15) on the One
Hundred Dollars ($100.00) valuation of the property, for the purpose of providing
fire protection in said district. If said election is carried, the Board of
County Commissioners of Harnett County shall b e authorized and directed to levy
and collect in said district a tax in such an amount as it may deem necessary, not
exceeding Fifteen Cents ($.15) on the One Hundred Dollars ($100.00) valuation of
property in said district from year to year to be used only for furnishing fire
protection within said district.
For said election a new registration of all qualified voters residing
within said district shall be had, and the books for the reoistration of voters
will be open from 9 :00 a.m. until sunset on each day beginning Saturday; January
1, 1966 and closing on Saturday, January 15, 1966. On each Saturday during such
