AUGUST 2nd. 1965
The Board of Commissioners met it a regular session on Monday, August 2nd.
1965, at' ;9 :.00 A.M.., with Chairman Brock, Commissioner Womble, Commissioner .
0/Quinn and Commissioner Mixon present. Commissioner Cotton, Jr. was absent.
Also present were the County Attorney, the Auditor and the Clerk to the -
Board.
Chairman Brock called the meeting to order and Commissioner Mixon offered
the invocation. -

Commissioner Mixon moved seconded by,Commissioner- Womble that jail fees
be increased from $1.50 to $2.00 per day effective as of August 2nd.
Motion married.
Delegates from the Upper Little River Townsyip appeared before the Board.
Speaking for the delegation were Josephine P. Tankersley, Vivian Simpson of'
Lee County and Rev. Sam Stephenson, Pastor of Holly Springs Baptist Church,
in the interest of Law enforcement in that section of the county.
Commissioner Mixon moved, seconded by Commissioner OTQuinn, that attention
be brought to the law enforcement officials and to the court officials of the
county of the complaints of this delegation and other agencies to the end that
a study be made of the problem and recommendation be considered by the proper:'-
authority to the end that action can be taken.
Motion carried,
Commissioner Womble moved, seconded by Commissioner 0/Quinn, that
Ole following resolution be and the same le hereby adopted.
WHEREAS, it hasbeen made to appear to the Board of Commissioners
of Harnett County that Robert B. Morgan, Judge of Harm tt County
Recorder's Court, is no longer engaged in the private practice of
Law.
Now Therefore, be it resolved, that the Auditor is hereby
authorized to enter the smme Robert B. Morgan on the record at
a salary provided for the full time employment in accordance
with the act of the 1965 General Assembly.
The Following Road Petitions Were Approved:
(1) To hard surface that road in Stewart's Creek and Anderson Creek
Townships on the Old C. C. Road # 2039 a distance of 22 miles.
Petition mailed.
(2) To add to State System, East "K" Street and West "K" Street
in Duke Township.
Petition given to Mrs. Brock.
(3) To add to State System, East "C" Street in Duke Township
Petition given to Mr. Brock.
(4) To add to State System, West "F" Street and South 15th. Street in
Duke Township.
Petition given to Mr. Brock.
(5) To add to State System the Eastern end of Eastern half and Fairview
Street in Averasboro Township.

(6) To black top that rural road # 1293 which extends from N C.
Highway # 87 east to Highway No. 27 in Barbecue Township, (Buff aloeLakes)
Petition mailed.

Commissioner Mixon moved, seconded by Commissioner Womble, that the State
Highway be requested to install a Stop Light at the intersection of' Highway
# 55 and Highway 421 west of Erwin.
Motion carried.
W. A. Warren, Director of the Surplus Food Program, appeared before
the Board and advised the Board that Surplus Commodities would be ready for
distribution by September First.
Vernon Porter, community consultant of Economic Opportunity Act, appeared
before the Board to outline the activities of the anti - poverty program and
called a meeting of the N. C. Volunteers of Harnett to meet jointly with the
Board of Commissioners on Friday September 6th. at 8 :00 P.M., in Treat Hall,
Campbell College.
Commissioner Mixon moved, seconded by Commissioner O'Quinn, that Victor
Denton, Department of Conservation and Development, Raleigh, North Carolina, be
invited to be present at the Board of Commissioners meeting on Thursday, September
9th. to discuss a suggested zoning program for Harnett County.
Motion carried.
Colonel Alexander, director of the Agri- Business Development Committee,
appeared before the Board, to outline his plans for bringing industry into
Harnett County.

The Board agreed to participate with Erwin Mill obtaining a Rural Policeman
in Duke Township.
Commissioner O'Quinn moved, seconded by Commissioner Womble, that the
Sheriff be advised to authorize a Rural Policeman to daily patrol the roads in
Upper Little River Township,
Motion carried.
The Board ordered the County Offices closed on Monday, September, 6th. for
Labor Day.
The regular meeting of the Board will be held on Thursday September, 9th.
at 9 :00 A.M.
Commissioner Womble moved, seconded by Commissioner Mixon, that the following
Resolution be and the same is hereby adopted.
WHEREAS, the Board has heretofore authorized Commissioner
Womble and County Attorney Neill McKay Ross to negotiate with
the Spears heirs for the purchase of a lot 165 x 330 feet on
East Front Avenue and First Street in the town of Lillington
at a purchase price not to exceed TRanty Thousand :: Dollars,
($20,000,00) and;
WHEREAS, the Board has been advised that a deed to same
property is available for delivery upon the payment of the
sum of Twenty Thousand Dollars ($20,000.00);
WHEREAS, there is available in the general fund surplus
from non tax funds the sum of Twenty Thousand Dollars ($20,000.00);

NOW THEREFORE, be it resolved that the auditor is hereby
authorized and directed to issue to the county attorney a
voucher in the sum of Twenty Thousand Dollars ($20,000.00);
from surplus funds in the general fund to be distributed by
him to the respective heirs upon the delivery of the deed in
proper form.
