HomeMy WebLinkAbout07061965`159 JULY 6th. 1965 The Board of Commissioners met in regular session on Tuesday, July 6th. at 9:00 a.m. with all members present. Also present were the County Attorney, the Auditor and the Clerk tothe Board. Commissioner Brock, Chairman, called the meeting to order and opened with prayer. The Following reports were approved and filed: Clerk Superior Court Register of Deeds Tax Collector Veterans Service Officer Clerk Recorders Court Sheriff County Electrical Inspector County Electrical Inspector The Following Road Petition Was Approved: (1) To add to State System that road known as Barefoot Road, Road No. 1805, in length. Petition mailed to Willard Mixon Elizabeth F. Matthews Inez Harrington Earl W. Jones Jean M. Irvin Kyle Harrington W H Stewart B H Sellers L. Perry Cameron in Averasboro Township which is 1 -9/10 miles for presentation. Mrs. Emma Lee West, Acting Director of Public Welfare, appeared before the Board and explained the work of the prograns of the Welfare Department. R. A. Gray, representing the school board, appeared before the Board and discussed the School Program for free lunches. Mr. Watson N. Sherral, Enfield, N. C., appeared before the Board in the interest of the tax valuation of a building in the town of Angier, Black River Township. No change was made in the valuation by the Board. Commissioner Mixon moved, seconded County make preparation for the distri basis. Such program to begin Septembe sohools. The Chairman of the Board wi nating and developing the program and six months. Motion carried. by Commissioner O'Quinn, that Harnett button of Surplus Commodities on a limited r 1st. and to coincide with the opening of 11 work with the Welfare Director in 000rdi- such program is to operate for a period of Commissioner O'Quinn moved, seconded by Commissioner Womble) that W. A. Warren be named Commodity Supervisor at a salary agreed upen by the Chairman of the Board and the Welfare Director. Motion carried. James Kweder, of the Institute of Government, University of North Carolina, appeared before the Board at th3 request of the Board and explained the suggested pay plan and the personnel resolution for Harnett County, as prepared by the Institute from the questionnaires which have been submitted by the County employees for the salary data and in constructing the pay plan. A Resolution Authorizing The Chairman To Appoint A Representative Of This County As A Commissioner Of The Eastern Carolina Regional Housing Authority. Whereas, the term of office of Mack M. Jernigan has been representing Harnett County on the Board of Commissioners of the Eastern Carolina Regional Housing Authority expires June 30th. 1965. Commissioner Mixon introduoted the following resolution: BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNETT COUNTY, NORTH CAROLINA That the Chairman of this Board is hereby authorized and directed to appoint a representative of this County to the Board of Commissioners of the Eastern Carolina Regional Housing Authority for a term of five years, beginning July 1st. 1965, and the Chairman is hereby directed to file in the office of the Board of Commissioners of Harnett County the necessary certificate evidencing the appointment 360 of a Commissioner pursuant to the "HousingAuthorities Law", as amended, of the State of North Carolina. The Motion to adopt said resolution was seconded by Commissioner O'Quinn and upon roll call the following Commissioners voted in favor of the Resolution: Ayes Nays Comm, Womble None Comm. OtQuinn Comm. Cotton, Jr. Comm. Mixon Thereupon the Chairman declared said resolution duly adopted and passed. CERTIFICATE OF APPOINTMENT I, M. H. Brock, Chairman of the Board of Commissioners of Harnett County, North Carolina, do hereby appoint Mack M. Jernigan to act as representative of Harnett County, North Carolina, upon the Board of Commissioner of the Eastern Carolina Regional Housing Authority. The term of office to be for a period of five years be ginning July 1st. 1965, This appointment is made pursuant to a resolution adopted by the Board of Commissioners of Harnett County, North Carolina, on the 6th. day of' July, 1965, and the Housing Authorities Law of North Carolina, as amended. Signed this the 6th. day of July, 1965. Comm.Mixon moved, seconded by Comm, O'Quinn that the following resolution be and the same is hereby adopted R E S O L U T I O N M. H. Brock, Chairman Board of Commissioners of is Harnett County, North Carolina, WHEREAS, the County of Harnett is served by Carolina Telephone Company with its main or principal local office in the City of Dunn, the Hines Telephone Company with its main or principal office in Sanford, North Carolina, and Central Carolina Telephone Company with its principal office in the City of °Fuquay- Varina, all three telephone companies with many miles of rural lines extending into the four corners of the County; and WHEREAS, Communication from one rural area to another over these various exchanges is deplorable; that in practically all instances when a rural customer attempts to communicate with a rural customer on another telephone service, it is impossible to hear and understand clearly the conversation; and WHEREAS, all three companies are public utilities and instrumentalities of' the Utilities Commission governed under rules and regulations promulgated by said Commission; and WHEREAS, it is the practice to service telephones at their normal working day the type of any other public utility under Commission; and of these public utilities pleasure and only during the service that is not enjoyed by the direction of the Utilities WHEREAS, the major interruptions of service occur in the late afternoon or evening or during the night time and in many instances customers are without service for a considerable length of time; and WHEREAS, in maw instances telephones are considered by people lirving alone and elderly couples as their line of communicattons with the outside public and by their very nature have become to them a necessity of the way of life; :'61 NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Harnett County that it does hereby call the above matters to the attention of the North Carolina Utilities Commission to the end that satisfactory service may be provided for the people of this County and that provisions be made for a continuous service to the customers of these public utilities. R E S O L U T I O N WHEREAS, the Board of County Commissioners of Harnett County has accepted with deepest regret the resignation of Miss Lola O +Quinn, a member of the staff of the Tax Department for more than a quarter of a century; and WHEREAS, Miss O'Quinn during her long tenure of service has been a loyal and self- sacrificing public servant and during the course of her employment has at all times exemplified a devotion to duty and to the public that places her in that category of people that while earning a modest living devote their talents most graciously to serving others; and WHEREAS, in furtherance of her life -long devotion to her aging father, she now desires to terminate her employment with the County in order that she may spend additional time with her father during the twilight years of his life; NOW, THEREFORE, BE IT RESOLVED by the Bored of County Commission- ers of Harnett County that it does hereby express to Miss Lola O'Quinn, on behalf of all the people of Harnett County, its appre- ciation for her loyal and devoted service to the government of this County; and BE IT FURTHER RESOLVED that said Board does hereby express to her its best wishes accompanied by a fervent prayer that she and her gracious father may enjoy many more years of their de- voted relationship; and BE IT FURTHER RESOLVED that the Clerk to the Board id hereby authorized to certify this resolution as having been unanimously passed and affix the common seal of the County of Harnett thereto and deliver the same to Miss O'Quinn and spread the same upon the minutes in order that the same may serve as a living memorial to this life of duty and public service. Thomas Allen was duly appointed Tax Supervisor by the Board to serve Harnett County for two years (1967) and W. S. 153 -135 that Bank of Lillington, Lillington, North Carolina, is hereby declared the official depository of the County of Harnett; and BE IT FURTHER RESOLVED that the Commercial Bank of Dunn, North Carolina, is hereby designated as the depository for OAA and APTD funds; The First - Citizens Bank and Trust Company, Dunn, North Carolina, is hereby declared depository for AFDC Funds and Dunn Special School District Fund; The Central Carolina Bank and Trust Company, Erwin, North Carolina, is hereby declared depository for the Harnett County School fund; The Southern National Bank, Lillington, North Carolina, is hereby declared depository for Harnett Agri - Business Development Commission, and all special tax funds, exclusive of the General Fund, which shall remain in the Bank of Lillington; BE IT FURTHER RESOLVED that periodic transfers from the Cenral Depository, Bank'of Lillington, to the Commercial Bank of Dunn, First Citizens Bank and Trust Company of Dunn, Central Carolina Bank and Trust Company of Erwin, Southern National Bank of Lillington, be made by the Auditor; BE IT FURTHER RESOLVED that the above enumerated banks shall deposit in escrow bonds, acceptable to the Auditor, in compliance with G.S. 159 -28; AND BE IT FURTHER RESOLVED that the failure of any one of the above enumerated banks to comply with G.S. 159 -28, shall immediately terminate said depository; BE IT FURTER RESOLVED that tie transfer of the above funds in accordance with this resolution shall be complied with as of July 15, 1965, or as soon thereafter as fiscal and banking policies will allow.
