HomeMy WebLinkAbout12151964DECEMBER 15th. 1964 The Board of Commissioners met in a called session onJ :Tuesday, December 15th. at 7:00 P.M., with Chairman M. H. Brock, Commissioner O'Quinn, Commissioner Womble, Commissioner Mixon and Commissioner Cotton. Also present were the County Attorney, the Auditor and the Clerk to the Board. Chairman Brock called the meeting to order and Commissioner Mixon opened the meeting with a prayer. Chairman Brock introduced Mrs. Rachel Spears, Chairman and her committee of the North Carolina Fund Committee for Harnett County. Mrs. Spears, Chairman asked C. R. Ammons, Farm Agent, to present the over all plan for the program of the Economic Opportunity Act. He read the minutes of a special meeting of the Harnett County Community Committee which was held in the Agricultural Building in Lillington on December 1st. at 3:00 P.M., and the following resolu- tions were unanimously adopted by this committee. No. 1 WHEREAS, this committee was formed for a specific purpose, which now has been accomplished, and MBE AS, it is apparent that a continuing need exists for an organization, representative of the entire community to: determine the scope and development of poverty; find effective solutions to identified problems; provide direction and coordination for the unified efforts exerted by the whole community to eradicate poverty and deprivation and provide opportunities for all peoples to enjoy a better life, and WHEREAS, additional resources are now available to communities willing to undertaleconcerted action in a war against poverty under the provisions of the Federal Economics Opportunity Act, it is therefore RESOLVED THAT: 1. This Committee be reorganized as the Harnett County Community Action Program and be incorporated as a non- profit organization. 2. The incorporated organization be expanded to the degree that it will comprehensively represent the people, government, and organization of Harnett' County. 3. The present committee shall: a. Draw a charter setting forth the purposes, functions, and personnel of the new organization; together with such By -Laws as are considered appropriate. b.' Submit the charter to the appropriate authorities to effect incorporation as a non - profit organization. c. Select and invite participation of those persons deemed necessry to obtain a fully representative organization. d. Continue to function, in an interim capacity, in all areas to combat poverty, until such time as the permanent organization is constituted. 4. The new orgnaization shall be deemed to be fully constttuted when all persons, determined in paragraph 3 c. above, have indicated a willingness to serve. As soon thereafter as practical, the organization shall meet and hold an election of officers. Upon election of officers, the present committee shall be considered to be dissolved and hhe new organization shall assume all functions italaccordance with the charter to be adopted. No. 2 WHEREAS, the supply of food to needy and deserving individuals and families is considered a basic and humanitarian objective, and WHEREAS, it has been determinded that a need exists in this county for the supply of food to those living in poverty, as evidenced by the welfare rolls and the numbers of children going to school without brealdfast and those being provided for under the free lunch program, and WHEREAS, the Federal Government will provide surplus commodities to the county without cosh othe.rrthan, that necessary for distribution within the county, and it is also noted that 65 counties within North Carolina have availed themselves of this program, demonstrating its value, and WHEREAS, conditions resulting in a provious cancellation of this program were not given sufficient study to effect corrections, and inquiry revels; that the Welfare Department has developed suitable restrictions to curb . abuses; that the Home Economics Department of the Agriculture Extension Division will cooperate to train recipients in the proper use of the commodities; and that all other participating counties have found that the few adverse aspect's 289 TS of the program are amenable to solution and are far outweighed by the benefits, it is therefore Resolved, That the Board of Commissioners of Harnett County be requested to re- institute the Federal Surplus Commodities program at tte earliest possible date, and that this committee work closely with the Commissioners to insure that the program is supervised and administered to insure its success, and that its benefits accrue to those truly in need. Re Rssolution No. 1, to work with Mr. Ross, On motion duly made and appointed committee to same to the appropriate the Chairman stated that a committee would be appointed the County Attorney, to draft a charter of incorporation. seconded, it was unanimously agreed to empower the approve the drafted charter, and for Mr. Ross to submit authorities as expeditiously as possible. Re Resolution No. 1, the chairman stated that a committee would be formed to study expansion of the present Committee and requested that all members submit recommendations to Mr. Porter so that he and the study committee could compile a composite list for review at tie next meeting. Re Resolution No. 2, on motion duly made and seconded, it was unanimously agreed that the Chairman request an appointment with the Board of Commissioners so that the contents of Resolution No. 2 can be explained to them and that action can be requested. Further, that the meeting also be used to acquaint the new Commissioner with the purposes of this Committee and the new organization to be fontied. G. T. Health, Farmers program Proffitt, Superintendent of Schools, Dr. Eyerman, Director of Board of Robert Stewart, Director of Welfare, and Howard Watkins, Supervisor of Home Administration, as heads of these County Agencies summarized the for each particular agency. Vernon D. Porter, Community Service Consultant, was present and showed a film, and explained that he would be the consultant on the county level. Thogas Allen, Tax Supervisor, presented the Total Tobacco Allotment in Harnett County in 1963; discussed assessed value as set by the Beard of Equali- zation and Review. Commissioner Womble moved, seconded by Commissioner Mixon, that H.D. Carson, Jr. Auditor, be authorized to write the December salary checks on December 18th/ Mot ion c arrie d. H. D. Carson, Jr. Auditor, discussed with the Board the quarterly financial statement as of September 30th. 1964. The Board adjourned.
