The Board of Commissioners met in regular session on Tuesday, September 8th.,
at 10:00 A. M. with A. C. Barefoot, Vice - Chairman, Commissioner Byrd, Commissioner
Byerly and Commissioner Brock present. Also present were the County Attorney, the
Auditor and the Clerk to the Board. Commissioner Cameron joined the Board at
Noon.
A. C. Barefoot, Vice Chairman presided and called the meeting to order.
D. W. Denning, Jr. was present and offered the invocation.

the report of the examination of accounts of the county offices for the year
which ended June 30, 1964.

($1,000.00) on behalf of Carson Hall of Dunn, North Carolina, in favor or '-
Harnett County Board of Commissioners of North Carolina, for the period be-
ginning the 20th day of July 1964, and ending on the 20th day of July, 1965,
subject to all covenants and conditions as set forth and expressed in said bond
heretofore issued on the 20th day of July, 1963. This Continuation Certificate
is executed upon the express conditions that the Company's liability under the
said bond and this arx9 all Continuation Certificates issued in connection there-
with shall not be cumulative and shall not in any event exceed the amount of
said bond as hereinbefore set forth.

Delinquent taxes since the yeer 1954 as appears on the Audit
the year 'ending June 30, 1964, on Page 26, be charged off in
the statute except the tax certificates on which litigation

In accordance with the Statute G. S. # 105 -530 and sub- sections
therein be it resolved by the Board of Commissioners that the Tax
Supervisor is hereby authorized to make such corrections as may be
necessary in the vaious tax records resulting from the recent tax
revaluation program and to show the correct listing and assessment
of theindividual tax payer.

WHEREAS, the Gefepal Assembly of 1963 enacted Chapter 1079 of public laws
providing for a School Construction Bond Issue referendum; and
WHEREAS, the Governor of North Carolina, Honorable Terry Sanford, p
to said act, has called an election for November 3, 1964, for the purp
submitting to the voters of North Carolina for approval or disapproval
of $1,000.000.00 in bonds for a construction, reconstruction, enlarg'em
provement and renovation of public school facilities; and
WHEREAS, HarnettCounty share in the distribution of the funds from the said
bond election is $1,120,608.21 (figure set by statute) or approximately S90.00
per child in average daily attendance in the public schools of Harnett County;

WHEREAS, the Board of County Commissioners of Harnett County recognizes the ins
adequacy of existing school facilities in the County and is of the opinion that
passage of said bond referendum would provideda portion of the funds needed for
the modernization of the school system.
NOW, THERIj,'N'ORE, BE IT RESOLVED, by the Board of County Commissioners of
Harnett County that it does hereby endorse the pooposal and urgently recommends
to the voters of Harnett County that they lend their support to this forward
movement that will result in untold benefits for the young people of our County;
and
BE IT FURTHER RESOLVED, theBbard of County Commissioners of Harnett County
does hereby solicit the support;: of all organized groups to use their influence
in the support of this said referendum.
Dr, Bruce Blackmon, Buses Creek, appeared before the Board and discussed the
mental health program for Harnett County. Commissioner Byerly moved, seconded
by Commissioner Barefoot, that the Harnett County Board of Commissioners be
designated as the Mental Health Authority.
