AUGUST 3rd. 1964
The Board of Commissioners met in regular session on Monday August 3rd.
1964, at 10:00 A.M. with all members present. Also present were the County
Attorney, the Auditor and the Clerk to the Board.
Chairman Alex Cameron presided and called the meeting to order and Rev.
Carl Calloway, Minister of the Methodist Church in Erwin, offered the invocation.
The reports of the various County Officers were presented, approved and
ordered filed.

John E. Ingraham, certified Public Accountant, examined the funds and
accounts of D. P. Ray, Jr. Harnett County Tax Collector, up to July 31st.
1964 and such accounts were found correct, and that the funds on hand were
sufficient in amount and consistent with the accounts
Commissioner Brock moved, seconded by Commissioner Barefoot, that the
following resolution be adopted and the motion was carried.
WHEREAS, D. P. Ray, Jr. was appointed and duly qualified as Harnett County
Tax Collector for the year 1963 levy of County taxes and was charged with the
duty of collecting all current and delinquent taxes and revenues due the county
of Harnett for the period beginning July 1, 1963, and ending June 30, 1964;
and the additional period from July 1, 1964 to July 31, 1964; And
WHEREAS, the said D. P. Ray, Jr., Harnett County Tax Collector for the
year 1963 levy has made settlement as provided by law for all items with which
he was charged in connection with said 1963 levy; And,
WHEREAS, Vhe records of the said D. P. Ray, Jr., Harnett County Tax
Collector, covering the collection of all taxes and revenues he was charged
with the duty of collecting during said term have been audited by John E.
Ingraham, Certified PublicAccountant, and found to be correct;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Harnett County that the final settlment of D. P. Ray, Jr., Tax Collector for
the year 1963 County levy by, and the same is hereby accepted and approved and
the said D. P. Ray, Jr., Tax Collector, together with the surety on his official
bond covering the 1963 levy and the collection of delinquent taxes for the
period between July 1, 1963 and June 30, 1964, and the additional period from
July 1, 1964 to July 31, 1964, be, and they are, subject to the provisions of
law, hereby relieved of liability during said period.

You are hereby authorized, empowered and commanded to collect
the taxes set forth in the tax books filed in the office of the
Harnett County Tax Supervisor and in the receipts herewith delivered
to you, and in the amount aid from the taxpayers therein set forth,
(and also, all other taxpayers and taxes represented by official
tax receipts for years other than the current year) and such taxes
are hereby declared to be a first lien on all real property of the
respective taxpayers in Harnett County and this order shall be a
full and sufficient authority to direct, require and enable you to
levy on and sell any real or personal property of said taxpayers,
for and on account thereof in accordance with law.
Commissioner Byrd moved, seconded by Commissioner Byerly, that the following
Resolution be adopted and the motion was carried.

HARNETT COUNTY R E S O L U T I O N
WHEREAS, D. P. Ray, Jr. has tendered his resignation as Tax Collector
of Harnett County effective July 31, 1964, and said resignation has been
duly accepted; and
WHEREAS, Mr. Ray entered employment with Harnett County October 2,
1939, as Deputy Clerk of the Superior Court, which said duties he, performed
honorably and efficiently, resigning from said postion to accept the
appointment of Tax Collector for Harnett County August 30, 1949, and that
since that time he has served the people of Harnett County diligently and
faithfully in the performance of his duties;. over a period of fifteen
years, he has annually, on the first Monday in July for each successive
year, filed with the various Boards of County Commissioners a complete
and accurate stewardship of his officer and
WHEREAS, it is reasonably estimated that Mr. Ray has accounted, to
the various Boards of County Commissioners, over a period of fifteen
years for funds in excess of 30 million dollars, a record that would
surpass all of his predecessors in Office; and
WHEREAS, the Board of County Commissioners of Harnett County for
itself and the people of Harnett County desires to express to Mr. Ray
its sincere appreciation for a job well done;
NOW, THEREFORE, BE IT RESOLVED BY the Board of Coanty Commissioners
of Harnett County that it does on this the 1st day of August, 1964,
commend Duncan P. Ray, Jr. most highly for his untiring efforts and
devotion to duty as a public servant of this county and extend to him
the appreciation and graditude of all of the people of Harnett County
for the very fine record of service that he has achieved in a quarter of a
century as an official of Harnett County;
BE IT FURTHER RESOLVED That this resolution be incorporated in the
official minutes of Harnett County, in order that those who follow may seek,
to achieve a similar record, but that few, if any, will ever surpass;
Bond in the amount of $35,000.00 with W. Earl Jones as Principal
and appointed to the office of Tax .Collector was approved and filed with
the Clerk Superior Court

property received by virtue thereof, then the above obligation to be void;
