HomeMy WebLinkAbout11041963153 NOVEMBER 4th. 1963 The Board of Commissioners met in regular session on Monday, November 4.th., at 10:00 A. M. with all members present. Also present were the Auditor, County Attorney and the Clerk to the Board. Fred M. Byerly, appointed Commissioner from Averasboro Township to fill the unexpired term of the late Chairman, L. A. Tart, appeared knd after taking the oath of office, the Board is as of now composed of Alex M. Cameron, Worth Lee Byrd, A. C. Barefoot, M. H. Brock and Fred M. Byerly. Alex M. Cameron resigned as a member of the welfare board and his resignation was accepted effective as of this date. The Board reorganized as follows: Alex Cameron Worth Lee Byrd Worth Lee Byrd A. C. Brock Chairman Vice Chairman Purchasing Agent Building and Ground Committee Personnel Committee Still Committee Farm Census Welfare Board The following reports from the County Offices were approved.and filed: Register of Deeds Clerk Superior Court Clerk Recorders Court Tax Collector Dog Warden Veterans Service Officer Electrical Inspector Inez Harrington Elizabeth Matthews Kyle Harrington D P Ray, Jr. Ken Black Jean Maness Roy Godwin Commissioner Barefoot moved, seconded by Commissioner Byrd, that the following resolution be adopted: Be It Resolved that for the remainder of this year effective October 1, that the increase in salary granted Mrs. Fannie G. Byrd which is $ 16.66, per month, be equally divided between Juanita S. Hight and C. R. Ammons amounting to $ 8.33, each, per month Motion carried. steComwtsahaonerr Byrd moved, seconded by Commissioner Byerly�uthatnthe necessnecessary early resurvey made or the unemplo ent s County to see if the county comes under the classification of a depressed area. Motion carried. Commissioner Brock moved, seconded hy Commissioner Barefoot, that the County Offices be closed on November 2t1th. and November 29th, for the Thanksgiving Holiday. Motion carried. Commissioner Barefoot moved, seconded by Commissioner Byrd, that Harvey G. Godfrey, Case Worker, in the Welfare Department, of Harnett County be raised in salary to $405.00 per month, effective November 1st, 1963. Motion carried. Thomas Allen, Tax Supervisor, and Ottis E. Harve11, appeared before the Board and advised the progress that has been made in the Tax Revaluation of the property in Hamett County. Commissioner Barefoot,moved, seconded by Commissioner Byerly, that the tax ratio be tentatively set at 60 per cent for 1964. Motion carried. Commissioner Barefoot moved, seconded by Commissioner Byrd, that in order to adjust the expense increase by the Local Appraisers the auditor is hereby authorized to compensate each appraises in the sum of 5 per cent of his base pay from July 1st. 1963 to date of temmination of his services. Motion carried. 154 The Following Road Petitions were approved: (1) To place drainage pipes, grade and gravel and add to State maintained system that road in Averasboro Township, known as Butler Road or Fairground a distance of approximately 600 yards (Petition Mailed) (2) To add to the State System that road which extends from Y. S. Highway # 421 to Cedar Grove Colored Church at the intersection with N. C. Rural Road # 1513. (Petition mailed) R E S O L U T I O N WHEREAS, Almighty God in his infinite wisdom has seen fit to call to His Heavenly Reward, after a long and fruitful life,. the Honorable Loften Arthur Tart, for many years Chairman of the Board of County Commissioners of Harnett County; and WHEREAS, we, the surviving members of the Board of County Commissioners of Harnett County are grateful to Almighty God for having spared this, loyal and devoted public servant from the inevitable call to serve his fellow man here on earth with his wise and Christian counsel; and WHEREAS, we, members of tte Harnett County Board of Commissioners on the part of ourselves and on the part of all the people of Harnett County and the people of eastern North Carolina, will ever be grateful for his sojourn on earth: NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY ON THIS THE FIRST MONDAY IN NOVEMBER IN THE YEAR OF OUR LORD, 1963, humbly submitting to the will of the Almighty to commend his example, his achievements and his untiring devotion to the County that he loved so well to all of those who shall follow; BE IT FURTHER RESOLVED That we and those who loved him dearly, shall be ever grateful for his long, active sojourn on this earth.
