Commissioners met in a call session on Tuesday, October 22nd.
with Alex Cameron, Vice - Chairman, Worth Lee Byrd, A. C.
H. Brock present. L. A. Tart, Chairman, was absent on account
Also present were the County Attorney, the Auditor and the Clerk to the
Board.
The Harnett County Board of Elections reported that the vote on the School
Bond referendum failed to carry by a vote of 3241 against to 1419 for.
Commissioner Barefoot moved, seconded by Commissioner Byrd, that tte report
of the Board of Election be filed and that the Auditor be directed to pay
from appropriated funds the cost 'incident ito same,referendum or election.
Commissioner Byrd moved, seconded by Commissioner Barefoot, that the
following resolution be adopted; and the motion was carried.
"Be it resolved that the Harnett County Board of Commissioners approved the
within change of Harnett County Extension Budget within the scope bf budget
present figures for 1963 -64; That $ 1161.00 from the county salary of Mrs.
Ruby I, Parker, along with S 1000. from the salary of Mrs. Etta C. Harrington, be
transferred to the present S 1170. of County funds which will go to make up
the total salary for Extension Secretary, Mrs. Virginia Simmons ". -
The Board appointed Wilbur R. Gregory as Constable in Neill's Creek,Township,
to serve the term, ending at the next general election and to begin his duties
upon presenting bond in amount of $ 1000.00

That Wilbur R. Gregory, of Coats State of North Carolina, hereinafter
called the Principal, and The Fidelity And Casualty Company of New York, herein-
after called theSurety, a corporation organised under the laws of the State of
New York, with its home office in the City of New York, in the said State, are
held and firmly bound unto County of Harnett State of
North Carolina, hereinafter called the Obligee, in the sum of OneThousand
and no /100 ($1,000.00) Dollars for
the payment whereof to the Obligee the Principal binds himself, his heirs, ex-
exutors, administrators, and assigns and the Surety binds itself, its successors
and assigns, jointly and severally firmly by these presents.
Signed, sealed, and dated this 25th day of September, 1963.
Whereas, the above -named principal has been duly appointed or elected to the
office of Constable of the County of Harnett State of North Carolina for the
term of office beginning on September 25, 1963, and ending on September 25,
1964.
Now, therefore the Condition of the foregoing obligation is such that if the
Principal shall faithfully perform such duties as may be imposed on him by law and
shall honestly account for all money that may oome into his own hands in his
official capacity during the said term, then this obligation shall be voi€;
otherwise it shall remain in force.

Upon recommendation of Mr. Stewart, Director of Public Welfare, Commissioner
Byrd moved, seconded by Commissioner Barefoot, that Odell Faircloth and
Carmella Avery be reclassified for the work they are now doing in the Public
Welfare Department,as follows:
Odell Faircloth raised to $ 386.00, beginning October 1963
Carmella Avery raised to $ 261.00, and the motion was carried.

Heating with an Air Conditioner for the Health Building in
Dunn. Motion carried.
The following Road Petition was presented and approved:
(1) To add to the State maintained secondary road system that road in
Fairview Village which is 4 mile, in length.
