HomeMy WebLinkAbout09091963132 SEPTEMBER 9th. 1963 An adjourned regular meeting of the Board of Commissioners for the County.of . Harnett, North Carolina, was held at the Courthouse in Lillington, North Catalina,- its usual place of meeting, at 10 o'clock A. M., on September 9, 1963. Present: Chairman L. A. Tart, and Commissioners Byrd, Cameron, Barefoot and Brock. Absent: None * * .. * * it The Chairman announced that this was the date and hour fixed by the Board for the public - hearing upon the order entitled: " ORDER AUTHORIZING $ 4,000;000 School Building Bonds" and that the Board would immediately hear any and all citizens and taxpayers who might desire to protest against the issuance of said bonds. No citizen or taxpayer of the County appeared, either in person or by attorney, to protest against the issuance of any of said bonds, and the Clerk announced that no protest in writing, signed by any citizen or taxpayer had been presented: Except George Franklin Blalock, who stated that he spoke for himself as a resident of Dunn, Averasboro Township. Carl Fitchett, Jr. who stated that he spoke for himself as a resident of Dunn, Averasboro Township The foregoing proteslP were duly considered by the Board. Thereupon, upon motion of Commissioner Byrd,rseconded by Commissioner Barefoot and carried, the order introduced and p<gpsed on first reading on August 26, 1963, entitled: "ORDER AUTHORIZING $ 4,000,000 SCHOOL BfUILDING BONDS" , was read a second time and placed upon its final passage. The vote upon the final passage of said order was: Ayes: Commissioners Tart, Barefoot, Byrd, Cameron and Brock Noes: None. The Chairman then announced that the order entitled: "ORDER AUTHORIZING $ 4,000,000 SCHOOL BUILDING 'BONDS", has passed. The Clerk was thereupon directed to publish said order in The Daily Record, once in each of two successive weeks, and to publish at the foot of said order the appended note as required by The County Finance Act, as amended. . Thereupon Commissioner' Barefoot introduced the following resolution which was read: RESOLUTION CALLING A SPECIAL BOND ELECTION BE IT RESOLVED by the Board of Commissioners for the County of Harnett: Section 1. A special bond election is hereby called to be held on Saturday, October 19th. 1963, between 6 :30 A M. and 6 :30 P. M., Eastern Standard Time, at which there shall be submitted to the qualified voters of the County of Harnett the following questions: Shall an order finally passed on September 9, 1963, authorizing the County of Harnett, North Carolina, to contract a debt, in addition to any and all other debt which said County may now or hereafter have power or authority to contract, and in evidence thereof to issue School Building Bonds in an aggre- gate principal amount not exceeding $ 4,000,000 for the purpose of providing funds, with any other funds available for such purpose, for erecting additional school buildings and other school plant facilities, remodeling, enlarging and reconstructing existing school buildings and other school plant facilities, and acquiring necessary land and equipment therefor in order to provide additional school facilities In said County to maintain the six months' s =chhol? term as required by Section 3 of Article IX of the Consti- tution, and authorizing the levy and collection of a sufficient tax for the payment of the principal of and the interest on said bonds, be approved? 133 Section 2: For said election the regular registration books for elections in said County shall be used and such books shall be open for the registration of voters not theretofore registered from 9 A. M. until sunset on each day, beginning Saturday, September 21, 1963 and closing Saturday, October 5, 1963. On each Saturday during such registration period said books shall be open at the polling places. Saturday, October 12, 1963 shall be Challenge Day. Section 3: The Clerk of theBoard of Commissioners shall cause a notice to be published in The Dairy Record, at least thirty days before the election, and thereafter twice before the election at intervale of at least one week be- tween publications, reading substantially as follows: NOTICE OF SPECIAL BOND ELECTION AND SUPPLEMENTAL REGISTRATION in the COUNTY OF HARNETT, NORTH CAROLINA A special bond election will be held throughout Harnett County, North Carolina, between 6:30 A. M. and 6:30 P. The question hereinabove set forth contains a statement of the purpose for which the bonds are authorized by the ordinance referred to in such question. If said bonds are issued a tax will be levied upon all taxable property in the County of Harnett for the payment of the principal of and the interest on said bonds. For said election the regular registration books for elections in said County will be used and such books will be open for the registration of voters not theretofore registered from 9 A.M. until sunset on each day beginning Saturday, September 21, 1963 and closing Saturday, October 5, 1963. 04 each Saturday during said period said books will be open at the polling plaoes. The location of the precincts and polling places and the names of the registrars and judges set forth inthe foregoing form of election notice are the preoincts and polling places fixed by, and the registrars and judges appointed by, the County Board of Elections of Harnett County, and such precincts and polling places and such registrars and judges shall be the precincts, polling places and the registrars and judges for said election. Section 5. The form of the ballot to be used at said election shall be substantially as follows: OFFICIAL BALLOT SPECIAL BOND ELECTION COUNTY OF HARNEPT, North Carolina October 15, 1963 Instructions 1. To vote "FOR" the question make a cross (x) mark in the square to the left of the word "FOR ". 2. To vote "AGAINST" the question make a cross (X) mark in the square to the left of the word "AGAINST ". 3. If you tear or deface or wrongly mark this ballot return it and get another. AGAINST the order finally passed on September 9, 1963, authorizing not exceeding $ 4,000,000 School Building Bonds of the County of Harnett, North Carolina, for the purpose of providing funds, with any other funds available for such purpose, for erecting additional school buildings and other school plant facilities, remodeling, enlarging and reconstructing existing school build- ings and other school plant facilities, and acquiring necessary land and equipment therefor in order to provide additional school facilities in said County to maintain the six months' school term as required by Section 3 of Article IX of the Constitution, and a tax therefor.
