COUNTY OF HARNETT
STATEMENT CONCERNING "SCHOOL "INDEBTEDNESS
I, H. D. Carson, Jr. County Accountant of the County of Harnett, North
Carolina, do make and file the following statement of the financial condition of
said County, having been designated by the Board of Commissioners for that purpose.
Said statement included a statement of debt incurred and to be incurred for school
purposes under orders either introduced or passed, whether evidenced by bonds,
notes or otherwise, and whether incurred by original creation of the ,debt or by
assumption of debt, including debt incurred by the ,County Board of Education , and
including debt -to the State or any department thereof, but not including olbiga-
tions incurred to meet appropriations in anticipationuef revenues to an amount
not exceeding the amount of the last preceding tax levy for school purposes:

(b) Outstanding debt for school
purposes $ 1,958,000.00

incurred under orders
either passed or introduced:

An adjourned regular meeting of the Board of Commissioners for the County
of Harnett, North Carolina, was held at the Courthouse in Lillington, North
Carolina, its usual place of meeting, at 10 :00 o'olock, A. M., on August 26, 1963.
Present: Chairman, L. A. Tart and Commissioners Worth Lee Byrd, Alex M.
Cameron, A. C. Barefoot and W. A. Warren.
Absent: None
Also present: H. D. Carson, Jr. County Accountant, and Inez Harrington,
Register of Deeds and ex officio Clerk of the Board of Commissioners;

Commissioner Worth Lee Byrd introduced the following order authorizing
bonds which was read:
ORDER AUTHORIZING $ 4,000,000
SCHOOL BUILDING BONDS
WHEREAS, the Harnett County Board of Education has certified to this Board a
resolution passed on July 1, 1963, showing that adequate school facilities are
not now available in Harnett County as required by law, and that it is necessary
for the proper maintenance, conduct and improvement of the public school system
in Harnett County to erect additional school buildings, enlarge existing school
buildings and acquire necessary land and equipment therefor to provide additional
school facilities in said county, the estimated cost of which is $ 4,000,000; and
WHEREAS, said resolution requests the Board of Commissioners to take all
necessary steps in order that funds may be provided for such school facilities; and
WHEREAS, the Board of Commissioners has carefully examined the facts and has
determined and does hereby find as a fact that said statements of said resolution
are true and that it has become the duty of said Board of Commissioners, acting as
an administrative agent of the State in providing a State system of public schools,
to order the issuance of bonds of the County of Harnett so that the school facilities
mentioned in paragraph 1 of this order may be provided in order to maintain the six
months' school term in the County of Harnett as required by Seotion 3 of Article
IX of the Constitution; now, therefore,
BE IT ORDERED AND RESOLVED by the Board of Commissioners for the County of
Harnett:
1. That, pruauant to Chapter 695 of the Session Laws of the General Assembly
of 1963 and The County Finance Act, as amended, and in order to maintain the six
months' school term in said County of Harnett as required by Section 3 of Article
IX of the Constitution, the County of Harnett, North Carolina, is hereby authorized
to contract a debt, in addition to any and all other debt whioh said County may now
or hereafter have power or authority to contract, and in evidence thereof to issue
School Bpnds of said County in an aggregate principal amount not exceeding $4,000,000
for the purpose of providing funds, with any other available funds, for erecting
additional school buildings and other school plant facilities, remodeling, enlarging
and reconstructing existing school buildings and other school plant facilities and
acquiring necessary land and equipment therefor in order to provide additional school
facilities in the County of Harnett.
2. That a tax sufficient to pay the principal of and the interest on said
bonds when due shall be annually levied and collected.
3. That a statement of the debt of the County for school purposes has been
filed with the Clerk and is open to public inspection.
4. That this order shall take effect when approved by the voters of the County
at an election as provided in said Act.
Thereupon, on motion duly made, seconded end unanimously carried, the Board
designated the County Accountant as the offioer to make and file with the clerk the
sworn statement of debt and assessed valuation of the County which is required by
The County Fiaance Act, as amended, to be filed before the final passage of the
order which was introduced at this meeting.
Thereupon the County Accountant filed with the Clerk, in the presence of the
Board, the sworn statement of debt and assessed valuation as so required.
Thereupon the order entitled: "ORDER AUTHORIZING $ 4,000,000 SCHOOL
BUILDING BONDS" was passed on first reading.

On motion duly made, seconded and unanimously carried the Board fixed
10 o'clock A. M., September 9, 19634 as the hour and day for the public hearing
upon -the foregoing order,.and directed the clerk to publish said order, together
with the appended note as required by The County Finance Act, as amended, in
The Daily Record, not later than the tenth day before said date.
The Board accepted the resignation of W. A. (Bill) Warren as County
Commissioner to take effect August 27th. 1963.
Dr. Doffermyre appeared before the Board and introduced James C. Harper,
#eseareh Assistant of the Institute of- Government, who explained the. duties
of the Coroner and the duties of a Medical Examiner.
The Board of Commissioners voted,unanimously to- appoint W. A. (Bill).
Warren to serve,Coroner for Harnett County and he is hereby appointed until
the next general election in 1964.
The meeting adjourned to meet on Tuesday, September 3rd at .10:00 A. M.
