HomeMy WebLinkAbout07011963107 July 1st. 1963 The Board of Commissioners met in regular session on Monday, July 1st. 1963, at 10:00 A. M., with L. A. Tart, Chairman, Worth Lee Byrd, W. A. warren, Alex Cameron and A. C. Barefoot present. Also present with the Board were the County Attorney, the Auditor and the Clerk to the Board. The Following reports were approved and filed. Continuation certificate of Bond # S -473 -7183 with Alice Patterson as Principal was approved and filed with D. P. Ray, Tax Collector. • INTERIM APPROPRIATION RESOLUTION BE I. RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNEll' COUNTY Section 1. That in order to operate the county and its sub- divisions from July 1, 1963, to the date of the adoption of the 1963 -64 Budget Resolution, appropriations are hereby made for the purpose of paying salaries, the principal and interest on indebtedness, and the usual ordinary expenses of the county and its subdivisions at the same rate of expenditure as provided for in the budget for the 1962 -63 fiscal year. This resolution shall cease to be effective from and after the adoption of the 19'63 -64 Budget Resolution, and all expenditures made in accordance with this resolution shall be chargeable to appropriations made in the 1963 -64 Budget Resolution. Adopted this the lst day of July, 1963. Commissioner Cameron moved, seconded by Commissioner Byrd, that the following resolution presented by the Harnett County Board of Education be adopted by the Board of Commissioners and is as follows: NORTH CAROLINA HARNEST COUNTY Resolution By Harnett County Board Of Education Whereas, it appears to the satisfaction of the Harnett County Board of Education that for the proper conduct and maintenance of the public school system of the county, as requited by law, it is necessary to expend certain sums, not in excess of $ 4,000,000.00, for the erection of needed school buildings, additions to existing school buildings, to purchase sites to be used by the public school system and to provide needed equipment for said buildings; Whereas, it is the opinion of the said Harnett County Board of Education that for the proper improvement and development of the school system, that several of the high schools of the county should be consolidated to the end that a more balanced curriculum may be provided, as well as opportunities in vocational and industrial training; Whereas, it is the opinion of the said Board of Education that said funds might be advtitageou'sly obtained by a countywide bond issue for said purposes in lieu of attempting to raise such a large sum by direct and immediate taxatation during the ensuing fiscal year, or years; Whereas, it appears that a special election should be called for the purpose of submitting to the voters of Harnett County the question of issuing bonds in an amount not to exceed $ 4,000,000.00; 108 Now, Therefore, Be It Resolved by tie Harnett County Board of Education as follows: Section 1. That the Harnett County Board of Commissioners be, and they are hereby , requested to forthwith call an election of the voters of Harnett County to the end that the question of issuing bonds of the county, in an amount not to exceed $ 4,000,000,00, be submitted to the voters for their approval or rejection at a special election to be held for that purpose. Section 2; It is hereby declared necessary for the proper maintenance, conduct and improvement otthe public school system of Harnett County, as required by law, thkt a sum, not to exceed $ 4,000,000.00 be raised and ex- pended to provide the necessary land, erection of necessary school buildings, additions to school buildings, and equipment for same, in HarnettCounty. The foregoing resolution was offered by Dr. Corbett, seconded by Mr. Cameron. The motion was unanimously carried. The following Road Petition was approved and ordered forwarded to State Highway and Public Works Commission. 1. To pave that road in Duke Township which is No. 1232 a distance of l2 miles in length The 1963 -6L. Budget Resolution was presented to the Boar and accepted on tentative basis and a copy placed on file, With the Register of Deeds and a copy with each commissioner.
