MINUTES OF THE REGULAR MONTHLY MEETING OF JANUARY 3, 1472.
REGULAR MEETING
The regular monthly meeting of the Board of County Commissioners
convened on January 3, 1972 with the following present: Chairman
M. H. Brock, Vice Chairman D.P.Ray, Jr., members C. E. McLamb, W. J.
Cotton, Jr. and Gilbert Brown. Also present was County Attorney, Ed-
ward H. McCormick and H. D. Carson, Jr., Clerk to the Board.
CALL TO ORDER Chairman Brock called the meeting to order at 9:00 a.m. and offered
the morning prayer.
MINUTES The minutes of the December meeting were read and approved.
ORDER OF BUSINESS
i APPOINTED TO COMP.
HEALTH Rev. G. D. McNeill, Jr. and Carson Gregory were •appointed to the
Mid Central Carolina Comprehensive Health Planning Board by a motion
of Commissioner Cotton, a second by Commissioner Ray and a unanimous
vote.
LANDON BAREFOOT
Landon Barefoot, Dunn, N.C., appeared before the Board. He informed
the Board that last year during tax listing time, he was involved in
three unfortunate occasions and therefore was unable to list taxes wit
in the given listing time. He requested the Board to view his sit-
uation and relieve the 10% penalty charge against him.
On the advice of the County Attorney, Commissioner Cotton made a motio
that the Board authorize the tax supervisor to relieve Mr. Barefoot
of the 10% penalty, pursuant to GS 105 -312 (k). Commissioner Ray
seconded the motion and it carried unanimously.
TAX REFUNDS Thomas Allen, Tax Supervisor, requested a refund in the amount of
$6.02 for R. B. Wright because of an adjustment in property lines.
Commissioner Cotton moved that the refund be allowed on the recomm-
endation of the Tax Supervisor, Commissioner McLamb seconded the move
and it carried.
ABSTRACTS TO BE
DESTROYED Mr. Allen requested permission to destroy abstracts contained in the
1955 -56 tax books. This move necessary to make room for current books
Commissioner Cotton moved that permission be given pursuant to the
regulations contained in the County Records Manual, 1970 Edition, and
that these records be destroyed on January 4, 1972. Commissioner McLa
seconded the motion and it carried unanimously.
LISTING DATE OF CONFIDENTIAL
INVENTORIES Commissioner McLamb made a motion that the listing date for the Con-
fidential Inventories be extended through April 1, 1972. Commissioner
Ray seconded the motion and it carried.
Chairman Brock urged the Tax Supervisor to publish adequate notice of
the Boards action. Mr. Allen informed the Board that individual
notices would be mailed with each form and that the accountants would
be duly notified of this action.
LISTING OF PERSONAL AND
REAL PROPERTY Commissioner McLamb moved to extend the listing date of real and
personal property through February 15, 1972. Commissioner Ray seconde
the move and it carried.
WAGES FOR LISTTAKERS
December of 1970, the Commissioners asked the Tax Supervisor to sugges
at this time a better method of payment for the listtakers. Mr. Allen
therefore requested that 5 % of the total amount of salaries be dis-
tributed evenly to the listtakers, thereby allowing each person to get
the same amount of increase. Commissioner Brown made a motion the
request be granted, Commissioner McLamb seconded and it carried.

TAX COLLECTOR Mr. W. Earl Jones, Tax Collector, presented the report of his office.

SOC. SERV. DEPT. Mrs. Helen Crews and Mrs. Emma West appeared before the Board. Mrs.
crews stated that if it was in order to do so, she would accept the
position of Director of Social Services Department and that Mrs. Emma
West would accept the position of an assistant in the supervisory
capacity.

The Chairman informed Mrs. Crews that the decision would rest pri-
marily in the hands of the Board of Social Services, but that the
County Board would make a recommendation.
Commissioner Ray moved that the Board make a recommendation to the
Board of Social Services to wit: that Mrs. Crews be named Director
of Social Services and Mrs. West be named an assistant in the super
visory capacity, Commissioner Cotton seconded the move and it
carried.
Commissioner Brown, speaking for the Board of Social Services,
accepted the recommendation and assured the County Board that it
would be taken under consideration.

MRS. JAMES F. DAVIS Mrs. James F. Davis came before the Board to express concern about
a traffic hazard on Highway 421 West of Lillington at the entrance
to the Piggly Wiggly Store. Mr. Brock informed Mrs. Davis he would
notify the traffic engineer about this matter
ROAD PETITIONS The following road petition was approved by motion of Commissioner
McLamb, second by Commissioner Ray and unanimous vote:
Stewarts Creek Township, the surrounding of Road #2039, 1/2 mile,
7 occupied homes.
RESOLUTION IN APPRECIATION
MRS. VELMA EDWARDS

NAMED
The staff of the Register of Deeds Office accompanied Mrs. Velma
Edwards to the meeting. Chairman Brock presented Mrs. Edwards with
the following resolution in appreciation:
Be it known, that Mrs. Velma Edwards of Lillington,
North Carolina, has diligently and conscien-
tiously served in the employ of Harnett County more
specifically in the register of Deeds Office from
January, 1945 through December 1971; and
Whereas, Mrs. Edwards did, during her entire
employment dedicate herself fully and faithfully to
the responsibilities of her position; and
Further be it acknowledged, that Mrs. Edwards
has acquitted herself with honor, loyalty and integrity
and further that she has portrayed inspiring qualities
of proficiency and ethical Christian morality;
Therefore be it resolved that, we, the govern-
ing body of Harnett County and the undersigned, do
hereby set forth for all to see, this expression of our
appreciation of these qualities and for the valuable
contribution which Mrs. Edwards has made to the County
of Harnett; and furthermore, that this indication of our
respect, esteem and admiration be spread upon the min-
utes of this Board ofCommissioners, this the third day
of January, Nineteen Hundred Seventy Two.

Commissioner Ray, second by Commissioner McLamb and a unanimous vot

TRACTOR DOZER FOR
GARBAGE PROGRAM The Board discussed the garbage program. Chairman Brock informed
the Board of the necessity of obtaining a machine tractor dozer
to operate only in the area of the Dunn -Erwin Garbage area and that
he had seen a suitable machine that could serve the situation, a used
IH TD 18.
Commissioner Ray moved to purchase the tractor dozer, International
Harvester, Serial No. 579 5166 for an amount up to but not to exceed
$3,000. -0, commissioner Brown seconded the move and it carried
unanimously.
ADJOURNMENT The meeting adjourned 11:30 a.m.
