MINUTES OF REGULAR MEETING OF OCTOBER, 1971.
Regular Meeting
October, 1971 The regular meeting of the County Commissioners convened on Monday,
October 4, 1971 in the Commissioners Room, Courthouse, Lillington,
with the following present: Chairman M. H. Bock, V- Chairman D. P. Ray, Jr
members C. E. McLamb and Gilbert Brown. Also Present, H. D. Carson, Jr.
Clerk to the Board and County Attorney Edward H. McCormick.
CALL TO ORDER Chairman Brock called the meeting to order at 9:30 and Commissioner
Gilbert Brown offered the morning prayer.
READING AND APPROVAL
OF MINUTES The minutes of the September, 1971 meeting were read and approved.
ORDER OF BUSINESS
JOSEPH E. WILLISON
Mr. Joseph E. Willison appeared before the Board saying he had suffered
some loss from a road tilted toward his land, the road being state
maintained, but not black topped. Chairman Brock told him to present
the proper request for black topping, that he would ask Commissioner
McLamb and Sam Wilson to go to the site of the road for observation.
BANK OF NORTH CAROLINA
CELEBRATION
Charles D. Burnette, Vice President of Bank of North Carolina issued a
special invitation to the Commissioners to attend the celebration of the
bank's 19th birthday. The Commissioners recessed at 10:00 a.m. to attend
the celebration of the Bank of North Carolina.
EARL JONES, TAX
COLLECTOR Mr. Earl Jones, Tax Collector presented the report for his department.
AIRPORT COMMISSION
REPORT Mr. Guyton Smith of the Harnett Development Commission and Mr. Bob Leak
of the Airport Commission came before the Board and presented the
following resolution:
HARNETT COUNTY
NORTH CAROLINA RESOLUTION
WHEREAS, the Harnett County Airport Committee has accomplished the
prerequisites of the Federal Aviation Administration for the filing of
an Airport Master Planning Grant Application for an airport facility
in Harnett County, and;
WHEREAS, representatives of the Harnett County Airport Committee
attended a pre - application conference with Federal Aviation Administratio
officials in the Atlanta office, and;
WHEREAS, guidelines set forth at this conference require certification
of certain matters relative to the formal signing of the Airport Master
Planning Grant Application, including:
1) a certification by the County Attorney that the county is a
legal entity and has the authority to establish an airport,
2) a certified copy of an extract of the minutes of the County Board
of Commissioners authorizing the submission of the Airport Master Plannin
Grant Application,
3) a certification of the source and availability of local funds for
the project, and'
WHEREAS, the Grant Application states that the applicant has funds
on hand and in the amount of $4500, and;
WHEREAS, this amount exceeds the allocation of the County Board of
Commissioners in the sum of $1000., and;
WHEREAS, the option on the land expired in August.
NOW, THEREFORE, BE IT RESOLVED by the joint action of the Harnett
Development Commission and the Harnett County Airport Committee that
the Harnett County Board of Commissioners be requested to take the
following action:
1) That the Harnett County Airport Committee be granted an
additional sum of $1000 in order to complete the necessary funding
in order to apply for an Airport Master Planning Grant from the
Federal Aviation Administration.
2) That the sum of $1800 be allocated to purchase a option on
a 379.9 acre tract of land for a period of 18 months in order to
permit the completion of the securing of a grant from FAA and from
the State of North Carolina for the construction of a county airport

ACTION: The Board chose to take no action at this time because of the
absence of one of the Commissioners. Chairman Brock informed Mr. Smith
that he would bring it before each Commissioner—and would notify him of
the decision reached.

PROCLAMATION RE:
4 -H WEEK Mrs. Paulette Britt of the Extension Department, along with several of
the 4 -H'ers of the County, presented Mr. Brock and the Commissioners
with an emblem cake, representative of the National 4 -H Club Week. The
cake was baked and presented by Miss Robin Kinton of Lafayette School.
Chairman Brock issued the following proclamation, in accordance with a
move to adopt by Commissioner Ray and a s:cond by Commissioner Brown:

STATE OF NORTH CAROLINA
We, the County Commissioners of Harnett County, do hereby
proclaim the week of October 3rd through October 9th, 1971,
as National 4 -H Week, in respect and gratitude for the out-
standing accomplishments that are being, and have been, made
in the field of 4 -H work throughout our Country.

the Extension Department as Assistant Agent in the 4 -H Club Work.

end of minutes. consideration and notification would be made accordingly.

THOMAS ALLEN TAX
SUPERVISOR Mr. Thomas Allen, Tax Supervisor presented the following request for re
lease of penalty: C.T. Smith Heirs, c/o Mrs. Ethel Smith, H.Creek Town-
ship. Property said to have been properly listed on January 5, 1971 by
J . E. Wester. Commissioner Ray moved to allow the release of the pen-
alty, Commissioner Brown seconded the move and it carried unanimously.
He presented the following requests for refunds on fire district tax
charged in error: Mrs. Lessie Suggs $6.46: Johnnie Suggs $4.75: John
W $ Wilson Suggs $7.25.
Commissioner Brown moved to allow the refunds, Commissioner McLamb
seconded the motion and it carried unanimously.

TAX SUPERVISOR
con't. Mr. Allen reported on the progress of the revaluation program.
Commissioner Ray moved that Mr. Allen and Miss Patterson and the County
Attorney be allowed to attend the schooling regarding the Machinery Act.
This schooling will be held in Chapel Hill beginning October 11.
Commissioner Brown seconded the motion and it carried.
ROAD PETITION
The following road petition was presented:
Johnsonville, Township, 1.5 miles, 9 occupied homes, located between SR
#1108 and SR #1111, request for building a new road.
Commissioner McLamb moved to approve the request, Commissioner Ray second
the move and it carried unanimously.
REGION M BUDGET
The budget of Region M Council of Governments (COG) was presented for the
pleasure of the Board. The budget was approved by a motion by Commission
Brown, second by Commissioner Ray and a unanimous vote.
ADJOURNMENT The meeting adjourned at 11:30 a.m.

REGULAR MEETING
The regular monthly meeting of the Board of County Commissioners
convened on November 1, 1971 with the following present: Chairman
M. H. Brock, Vice Chairman D. P. Ray, Jr., members C. E. McLamb, W. J.
Cotton, Jr. and Gilbert Brown. Also present: County Attorney Edward
McCormick and H. D. Carson, Jr., Clerk to the Board.
CALL TO ORDER Chairman Brock called the meeting to order at 9:30 a.m. and Commission$r
Brown offered the morning prayer.
MINUTES The minutes of the last meeting were read and approved.

Mr. R. A. Gray, Superintendent of Schools, appeared before the Board.
Commissioner Ray excused himself from the meeting, and Mr. Gray read
the following letter to the Board:

Dear Mr. Brock:
The State Board of Education has allotted funds to the
Harnett County Board of Education to employ a school lunchr -om
supervisor. This person will have the responsibility of coordinating
and improving the lunch program in each of the nineteen Harnett
County Schools. She will also have the responsibility for contract
buying of food stuff for these lunchrooms. In order to completely
utilize this service, there must be a central storage area for some
of these items.
The burned out grocery store, the former Piggly Wiggly
Store, is available for purchase now. It has been determined that
the Board of Education maintenance staff can install a new roof and
brick up the front of the store and make an excellent warehouse space
to meet the needs of the lunchroom program and other storage needs
of the Board of Education.
An option has been obtained to purchase this building and
land as described on the option for a sum of $18,000.00. This property
has been appraised to be valued at $18,425.00 by Mr. D. B. Dean and
Mr. Casey Fowler of Lillington who appraised it for the Board of
Education. Appraisers for the owners appraised this property to be
valued at just over $18,000.00, also.
The Board of Education proposes to pay for this property
from the following sources:
Sale of Bunnlevel School
Sale of Harnett School Teacherage
Sale of Shawtown Teacherage

Last year approximately $10,000.00 of income was received
by the Board of Education above the amount estimated in the budget.
This surplus was derived primarily from the collection of a greater
percentage of taxes than was estimated and budgeted. The sum of the
sale of surplus property and surplus funds in the Capital Outlay Budget
amounts to more than the $18,000.00 needed to purchase the property
in question.
