REGULAR MEETING
SEPTEMBER 7, 1971 The regular meeting of the County Commissioners convened on Tuesday,
September 7, 1971 in the Commissioners Room, Courthouse, Lillington,
with the following present: Chairman M. H. Brock, V- Chairman D.P. Ray, Jr.
members C. E. McLamb and Gilbert Brown, H. D. Carson, Jr., Clerk to the Board and
Edward H. McCormick, County Attorney.
CALL TO ORDER
Chairman Brock called the meeting to order at 9:20 a.m. and Mr. Earl
Jones offered the morning prayer.
READING AND APPROVAL
OF MINUTES The minutes of the August 1971 meeting were read and approved.
ROAD PETITIONS
ORDER OF BUSINESS
The following road petition was approved by motion of Commissioner
Brown and a second by Commissioner Ray:
1.8 mile, Union Grove Church Road, 10 occupied homes and a church,
request for addition to secondary road system.
SAM WILSON, DISTRICT
ENGINEER Mr. Sam Wilson, District Engineer Secondary Road Commission came before
the Board. He informed the Board that Womack Estates road paving had
been begun as well as a project on I -95 in Dunn. The Board was at
liberty to discuss any problem.
Chairman Brock expressed appreciation for his appearance.

TAX & WELFARE LIEN
ATTORNEY
Mr. Thomas Allen, Tax Supervisor reported on the progress of the reval-
uation program and gave the total assessed valuation of the county,
excluding any discoveries and with the asumption that we will receive
as much as we did last year from the State Board of Assessments; the
figure $148,384,952. He said that it was an increase over last year's
assessed valuation in the amount of $4,755,044. He further stated
that the tax receipts were ready to deliver to the Tax Collector.
Mr. W. Earl Jones, Tax Collector, gave the report of his office.
Commissioner Ray moved to adopt the following resolution, Commissioner
McLamb seconded the move and it carried unanimously:
NORTH CAROLINA
HARNETT COUNTY 1971 TAXES
TO: W. EARL JONES, Harnett County Tax Collector
You are hereby authorized, empowered and commanded
to collect the taxes set forth in the tax books filed
in the office of the Harentt County Tax Supervisor and
in the receipts herewith delivered to you, and in the
amound and from the taxpayers therein set forth, (and
also, all other taxpayers and taxes represented by
official tax receipts for years other than the current
year) and such taxes are hereby declared to be a first
lien on all real property of the respective taxpayers
in Harnett County and this order shall be a full and
sufficient authority to direct, require and enable you
to levy on and sell any real or personal property of
said taxpayers, for and on account thereof in accord-
ance with law.

JOHN INGRAHAM REPORTS
R. A. GRAY, SCHOOL
SUPERINTENDENT
Mr. John Ingraham of Ingraham & Assosicates, Certified Public Accoun
ants, appeared before the Board in behalf of the auditing of the
records and files of the County for the year 1970 -71. He went over
his statements with the Board, offered no recommendations for
improvement in any department and informed the Board that in his
opinion, the records and files of the county were in excellent con-
dition.
Chairman Brock expressed appreciation for his appearance before the
Board and invited him to come again if he so desired.
R. A. Gray, Superintendent of Schools, appeared before the Board to
discuss two unofficial problems: The Trainable Children's Program
and the Adult Education.
JAMES GOFF, CHAIRMAN
EXTENSION DEPARTMENT
James E. Goff, Chairman of the Extension Department, appeared before
Board requesting that Roy Props be employed in the Extension Depart-
ment as 4 -H agent and Community Development Agent.
AIR COMPRESSOR
4- COUNTY FAIR
The Board tabled action on this request.
The Board permitted the Civil Defense Agency to purchase an Air
Compressor for use of the Fire Departments throughout the County,
this done by motion of Commissioner McLamb, seconded by Commissioneri
Ray and a unanimous vote.
The Board was invited to the 4- County Fair by special letter.
RESIGNATION OF DR.
MAYBERRY Mr. Brock passed to the Commissioners a letter relating the resig-
nation of Dr. A. R. Mayberry from Lee - Harnett Mental Health Center.

CEMETARY
The request from Mrs. Inez Harrington, Register of Deeds that Mrs.
Edwards be aiowedto remain in service was denied by action o#' t1ie
Board.
Commissioner Ray moved to allocate funds to pay for a fence to go around
the Chicora Cemetary, this request by the Daughters of American Revol-
ution, Chicora Chapter. CommissionerBrown seconded the move and it
carried unanimously.
TEMPORARY RELIEF
Commissioner Brown made a motion to allow $75.00 for Elizabeth Bare-
foot for temporary relief, and request the County Attorney to search the
title to see if she owns any property, and further to request the Social
Services Department to make a thorough report in writing. Commissioner
McLamb seconded the motion and it carried.
ADJOURNMENT The meeting adjourned at 12:30 p.m.
