REGULAR MEETING
June 7, 1971
CALL TO ORDER
Regular monthly meeting of the County Commissioners convened on Monday,
June 7, 1971 in the Commissioners Room, Courthouse, Lillington, N.C.
with the following present; Chairman M.H. Brock, Vice Chairman D.P. R.
members C. E. McLamb, Gilbert Brown and W. J. Cotton, Jr. Also, H.D.
Carson, Jr., Clerk to the Board and Rep. Gerald Arnold sitting in for
the County Attorney.
Chairman Brock called the meeting to order at 9:05 A.M. and Commission
er Brown offered the morning prayer.
READING AND APPROVAL
OF MINUTES The minutes of the May 1971 meeting were read and approved.

ROAD PETITIONS

Mr. W. Earl Jones, Tarce-s -or, presented the report of his department.
The following road petitions were presented for the pleasure of the
Board: ULR Township, #1417, .8 mile with 4 occupied homes, request
for black topping.
U1R Township, #1406, Duncan Road, 16 mile with 5 occupied homes.
ACTION: Commissioner Brown moved to approved the foregoing road
petitions, Commissioner Ray seconded the move and it carried.
JOHN E. INGRAHAM, AUDIT REQUEST
A request from John E. Ingraham $ Associates to audit the accounts and
records of Harnett County for the fiscal year 1970 -71, in an amount in
payment thereof not to exceed $1,300.00, was presented to the Board.
A request from John E. Ingraham $ Associates to audit the accounts and
records of the Lee - Harnett Mental Health Center for the Fiscal year
1970 -71,in an amount in payment thereof not to exceed $200.00, was als
presented to the Board.
ACTION: Commissioner Cotton moved to award the foregoing contracts
to John E. Ingraham F, Associates for the County of Harnett and for
Lee - Harnett Mental Health Center for the auditing of the fiscal year
1970 -71, Commissioner McLamb seconded the move and it carried unanimously.
APPOINTMENTS
Mr. Thomas Allen was issued a two -year appointment to serve as Harnett
County Tax Supervisor; Mr. W. Earl Jones was issued a one -year appoin
ment to serve as Harnett County Tax Collector, this done by motion of
Commissioner Cotton, second of Commissioner Ray and a unanimous vote.
Tax. Sup. oath recorded in Clerk's Office, year '71, film 4, item 1140
effective July 1, 1971.
APPOINTMENTS FOR AIRPORT
COMMITTEE The following list was presented to the Board for the possiblility
of their being appointed by the Board of Commissioners to compose the
Airport Committee:

Keith Finch
Ed Bain
Gene Stewart
Ed Walker
Robert "Bob" Leak
(The Director of Harnett Development Commission would be included in
this list; as there is no Director at this time, D. W. Denning will
be named to serve 'at the prese4(i time.)
ACTION: Commissioner Coton moved to accept the foregoing list to
compose the Airport Committee with the amendment that Gilbert Brown
be allowed to name ontmember more at a later date of his choosing.
Commissioner McLamb seconded the move and it carried unanimously.
ELECTRICAL INSPECTORS
L. Perry Cameron, Roy Byrd and Roy Godwin, County Electrical Inspector
appeared before the Board to request an increase in rates as follows:

ACTION: Commissioner Ray moved to accept the foregoing list of fates and fee
to be charged by the Electrical Inspectors with the stipulation that it becom
effective July 1, 1971. Commissioner Brown seconded the motion and it
carried unanimously.
FIRE CHIEF'S ASSOCIATION
CHARLES NORDAN
Charles Nordan of Harnett County Fire Chief's Association appeared before the
Board and presented a budget request from the Association. Commissioner Cotton
suggested that the matter of the request and budget be taken under consideratio
TAX REFUNDS
Thomas Allen appeared before the Board with the following request for refund
of taxes: Wilbur Brower, Johnsonville Twp., double listed tract of land, amoun
of refund requested $28.45.
ACTION: Commissioner Cotton moved that the refund be granted on the recommend-
ation of the Tax Supervisor, Commissioner Brown seconded the motion and it
carried.
Mr. Allen reported on the progress of the revaluation.
RESOLUTION FOR BUDGET
AMENDMENTS
Chairman Brock presented the following resolution for the pleasure of the
Board:
RESOLUTION
IN REFERENCE TO BUDGET AMENDMENTS:
WHEREAS, it appears that the several budgets of the General
County Fund will be over - expended during the budget year 1970-
71; and,
WHEREAS, it will be necessary to over =spend these budgets
in the due process of operation of the several departments;
THEREFORE, BE IT ORDERED by the Board of County Commissioners
that the County Auditor is hereby authorized to pay any and all
necessary expenses of the several departments in the operation of
their office.

ACTION: Commissioner Cotton moved to accept the foregoing resolution, Commiss-
ioner McLamb seconded the move and it carried.

UNITED DAUGHTERS OF THE CONFEDERACY
Mrs. Bryan and Mrs. Williams of Chicora Chapter United Daughters of the
Confederacy appeared before the Board in behalf of the Chicora Cemetary.
Their request was for additonal money this year in addition to the usual
$500. allocation. This money would go toward preservation and maintenance
of the Cemetary as a historical site in the County. Her report concluded
that a Anka Fence was needed, as well as $250. for brochures and leaflets
describing the events leading up to the cemetarys' origin. The additional
request was in the amount of $1,000.
Chairman Brock informed Mrs. Bryan and Mrs. Williams that the Board would
take the request under consideration and notify them accordingly.

SALE OF PROPERTY
Attorney Woodall reported the sale of County property obtained by tax fore-
closure sale to William Elmore and Steve Elmore - Price $250.00 attorney
fee = $50.00. (For further information, refer to page 479, Book 12.)
bail bonds Attorney Robert H. Jones, Board of Education Attorney was called before the
Board to discuss Bail Bonds, along with Attorney Marshall Woodall.
Commissioner Cotton suggested that the matter be tabled until further study
could be made.
JULY 4TH HOLIDAY
The Board declared July 5, 1971 as a legal holiday, and to hold the Comm-
issioners meeting which is set for the first Monday of each month, on the
following day, Tuesday, July 6, 1971. Adequate notice will be given of the
change of meeting date.
JURY COMMISSION COMPENSATION
ADJOURNMENT
Commissioner Ray moved to pay the members of the Jury Commission upon the
presentation of a reasonable statement for the work they had performed.
Commissioner McLamb seconded the motion and it carried unanimously.
The meeting adjourned at 12:00 Noon.
