'REGULAR MEETING
(OCTOBER 5, 1970
The regular monthly meeting of the Board of County Commissioners
convened on Monday, October 5, 1970 in the Commissioners' Room,
Courthouse, Lillington, N. C. Those present were Messrs: M. H. Bro
Chairman; D. P. Ray, Jr., Vice Chairman; W. J. Cotton, Jr., member'
C. E. McLamb, member and Gilbert Brown, member. Also present were
H. D. Carson, Jr., Clerk to the Board and Gerald Arnold, Attorney.
CALL TO ORDER Chairman Brock called the meeting to order at 9:20 A. M. and offere
the morning prayer.
READING AND APPROVAL
OF MINUTES The minutes of the regular meeting of September 6, 1970, were read
and approved.
ORDER OF BUSINESS
TAX COLLECTOR

Item 1.
Mr. Earl Jones, Tax Collector presented the report of his department.
ROAD PETITIONS Item 2.
Road #1139, Barbecue Township, 2.8 miles, 20 occupied homes for the
purpose of black topping.
Road in Anderson Creek Township, 1 mile, 9 homes, located in sub-
division named Anderson Creek Homes.
ACTION: Commissioner McLamb made the motion to approved the fore-
going road petitions. Commissioner Brown seconded the motion and
it carried.
SAM WILSON _ STATE HIGHWAY
'COMMISSION Item 3.
Mr. Ed Thomas and Mr. Wayne Champion appeared before the Board in
behalf of road #2036. They discussed with Mr. Wilson the condition
of the road. Mr. Wilson agreed that if the road was in the conditi
reported, he would check on the road and repair and improve it so
it would be safe for school buses.
ELECTRICAL
INSPECTOR

Carl M. Strickland, Mrs. Carl Whittington, Mr. and Mrs.JM Tew, Mrs.
Floyd Whittington and Graham Bass appeared before the Board in re- l
gard to a road in Averasboro Township that had been abondoned some
time ago. Mr. Wilson assured them he would check into the matter t9
see what could be done.

Item 4.
Mr. Jack Stewart, Grove Township requested that he be appointed as
an electrical inspector for the County. Mr. Brown suggested to they
Board that it would be beneficial to investigate the matter to dete * -
mine if it was possible to be an inspector without having state
electrical license. Mr. Stewart will be notified the outcome of hi
request.
HARNETT COUNTY FIREMEN'S
ASSOCIATION Item 5.
A delegation of nine, representing seven of the eight fire districtl
of Harnett County appeared before the Board. They were as follows:,
Eugene Stewart Coats Fire District
Joe Maxwell Buies Creek Fire District
Charles Nordan Angier Fire District
Ralph Hanna Dunn Fire District
Tommie Arnold Summerville Fire District
Emmel Coggins Summerville Fire District
Bradford Stewart Lillington Fire District
Kenneth Phelps Flatwoods Fire District
Dick Averitte Flatwoods Fire District
The topic of their discussion was "How Can We Better Protect Our
County from Fire Loss." It was suggested that a full -time or part -
time fire marshall be considered.
Chairman Brock commended the group for their presentation to the
Board. He then appointed a committee to study the problem of fire
prevention and then make a proposal to the Board. Those appointed
to serve on the Committee were: Commissioner W. J. Cotton, Jr.;
Attorney Gerald Arnold, Ralph Hanna, Charles Nordan, Eugene Stewart,
and Emmel Coggins.

Item 7.
Mr. Thomas Allen, Tax Supervisor, appeared to request a refund for
Jones, Neil's Creek Township for the year of 1969, - $19.92.

ACTION: Commissioner Cotton made a motion to refund Levi Jones the
amount of $19.92 as described, Commissioner McLamb seconded the motion
and it carried unanimously.
In the course of the meeting, Chairman Brock appointed Attorneys Gerald
Arnold, Marshall Woodall and Wiley Bowen to serve as a committee to
evaluate the indexing needs of the records and report back to the Board.
REGIONAL COUNCIL
OF GOVERNMENT Item 8.
The following resolution was presented to the Board:
RESOLUTION PROVIDING FOR THE CREATION OF A REGIONAL COUNCIL
OF LOCAL OFFICIALS, TO BE COMPOSED OF ELECTED REPRESENTATIVES
FROM THE FOLLOWING GOVERNMENTAL UNITS: THE COUNTIES OF SAMP-
SON AND CUMBERLAND AND THE INCORPORATED CITIES AND TOWNS OF
LILLINGTON, FAYETTEVILLE, CLINTON; DUNN, ANGIER, ERWIN AND
COATS.
WHEREAS, the North Carolina General Assembly, pursuaht to
G.S. 160 -77.1 through 160 -77.6, has authorized any two or more
municipalities and counties to create a regional council of
local officials with such powers as are specified in the
creating resolution or any amendments thereto; AND
WHEREAS, the governing bodies of the counties of Sampson
and Cumberland and the cities and towns of Lillington, Fayette-
ville, Clinton, Dunn, Angier, Erwin and Coats have expressed
an interest in the creation of a regional council of local
officials; and the Board of Commissioners of Harnett County
finds that it would be in the best interest of the citizens of
this County of Harnett, Lillington, North Carolina, to join in
the creationof such regional council of local officials; AND
WHEREAS, a regional council of local officials would benefit
the governmental units participating in such a council, would
provide a forum in which the participating officials might
study and discuss community problems of mutual interest and con-
cern, and could lead to the making of recommendations for con-
sideration by the participating governing bodies;
NOW THEREFORE, BE IT RESOLVED by the Board of County Comm-
issioners of Harnett County that Harnett County joins with the
counties of Sampson and Cumberland and the cities and towns of
Lillington, Fayetteville, Clinton, Dunn, Angier, Erwin and Coats
in the formation and establishment of a regional council of local
officials, with the bylaws of said council being set forth below
which are hereby made a part of this resolution.

ACTION: Commissioner Ray moved to adopt the foregoing resolution,

report.

Special Meeting of October 8, 1970.
Chairman M. H. Brock called a special session of the Board of County Commissioners on
Thursday, October 8, 1970 at 2:00 P. M, in the Commissioners Room, Courthouse, Lillingtor
North Carolina.
Those attending the meeting were Messrs. M. H. Brock, Chairman:
D. P. Ray, Jr., Vice Chairman: C. E. McLamb, member: W. J. Cotton, Jr
member: Thomas Allen, Tax Supervisor and William H. Allen of the
Allen Appraisal Company. The purpose of this meeting was to discuss
adopt, if feasible, the pricing manual and land schedule, prepared by
Allen Appraisal Company, to be used in the revaluation.

Upon a motion made by Commissioner McLamb and seconded by Commissionei
Cotton, the "Pricing Mahual and Land Schedule" was unanimously adopted
to be used in appraising values of property in the County of Harnett,)
revaluation to be gin on or about the 15th of November, 1970.
The Board then gave authority to Chairman Brock and Thomas Allen to
hire efficient and qualified personnel to work during the revaluation.)
The meeting adjourned at 4:00 P. M.

Special Meeting of October 21, 1970.

Chairman Brock called a special session of the Board on October 21, 1970
The meeting convened at 7:30 P. M. in the Commissioners Room, Courthouse, Lill -
ington, N. C. Those present were: Chairman M. H. Brock; Vice Chairman D. P.
Ray, Jr.,; W. J. Cotton, Jr.; member; C. E. McLamb, member; and Gilbert Brown,
member. Also present were Gerald Arnold, County Attorney and H. D. Carson, Jr.
Clerk to the Board. Others attending were Hoover Adams, Billy Bostic, David L
Ward, Jr., Pete Winfrey, Lawson Withers, George Morris and Ralph H. Lassen.
The purpose of the meeting was to discuss the withdrawal of Harnett County
from the Eastern Carolina Regional Housing Authority.
After some discussion, Mr. Ward, Attorney for the Authority, informed the
group that it was not possible for Harnett County to withdraw from the
Authority, because the Authority had outstanding bonds in the amount of
$1,928,000. payable in varying increments to Bearer, and are not in receipt
of knowledge who the Bearer might be. According to the N. C. General Assembly
Statutes, therefore, Harnett County would have to obtain permission from each
bond holder to withdraw. After a lengthy discussion, the Board decided to
make attempts to get a listing of all bond holders and discuss the issue at a
later date with the County Attorney, Gerald Arnold.
