REGULAR MEETING
SEPT. 8, 1970 The regular monthly meeting of the Board of County Commissioners
convened on Tuesday, September 8, 1970, in the Commissioner's Room,
Courthouse, Lillington, N. C. Those present were: Messrs. M. H.
Brock, Chairman; D. P. Ray, Jr., Vice Chairman; C. E. McLamb, member
and Gilbert Brown, member. Also present; Gerald Arnold, County Attorne
and H. D. Carson, Jr., Clerk to the Board.
CALL TO ORDER Chairman Brock called the meeting to order at 9:15 A. M. and Commission
er Brown offered the morning prayer.
READING AND APPROVAL
OF MINUTES The minutes of the regular meeting beginning on August 10, 1970 were
read and approved.
ORDER OF BUSINESS
ROAD PETITIONS
'TAX COLLECTOR
Item 1.
The following road petition was presented:
Road from Olivia Pres. Church to home of D. E. Graham - .5 mi.- 5 homes
Upper Little River Township.
ACTION: Commissioner Ray made a motion to approve the foregoing road
petition, Commissioner Brown seconded the motion and it carried.
Item 2.
Mr. Earl Jones, Tax Collector presented the report of his department.
Attorney Arnold brought to the attention of the Board a request from
Dora McMillan, palmist, to secure priviledge license in Harnett County,
waiving the usual 6 months period of residence within the County.
The Board indicated their willingness to comply with County Statutes
controlling issuance of license to palm readers.

SEDC The following resolution was read to the Board:
HARNETT DEV.
COMMISSION
WHEREAS, THE Southeastern Economic Development Commission
(SEDC) is an organization which was created as a
joint effort among member counties to promote eco-
nomic development, and
WHEREAS, THE State Program of Regions placed Harnett County
in Region "M" along with SEDC member counties of
Cumberland and Sampson, and;
WHEREAS, Harnett County is desirous of affiliation with the
SEDC, and;
WHEREAS, The boundary of the Southeastern Economic Develop-
ment District (SEDD) excludes Harnett County, now
THEREFORE BE IT RESOLVED that the State Planning Division
of the Department of Administration be requested
to extend the boundary of the SEDD to include
Harnett County, and ;
BE IT FURTHER RESOLVED that the SEDC shall be additionally
designated, by this County, as the overall planning
agency for Harnett County.
ACTION: Commissioner McLamb made the motion that we reject the
foregoing Resolution Number 71 -002 from the Southeastern Economic
Development Commission. Commissioner Ray seconded the motion and
it carried.
Item 3.
Mr. Mitch Wooten appeared before the Board in regard to a labor survey
necessary to the industrial considerations of the County. He requested
the Board to authorize a bill in the amount of $113.92, for the paper
which the survey questionaire was to be printed on.
ACTION: After tabling the motion for a short time, Commissioner McLamb
made a motion to authorize the expenditure, Commissioner Brown seconded
the motion and it carried. Mr. Wooten also informed the Board as to th
progress made towards the County Airport. The Board authorized Mr.
Wooten to secure approved sites and option amounts andreport back to th
Boa
rd.

HOUSING AUTHORITY Item 4.
See 8 -3 -70 The following resolution was read to the Board regarding the Eastern
Carolina Housing Authority:
WHEREAS, The Board of County Commissioners feels that
it is in the best interest of the people of the
County, and
SOCIAL SERVICES
WHEREAS, It is the desire of this Board to expedite the
elimination of insanitary and unsafe dwellings
within the County, now therefore
BE IT RESOLVED, That Harnett County withdraw from the East-
ern Carolina Regional Housing Authority and create a
housing authority within the County of Harnett.
DULY ADOPTED THIS 3RD DAY OF AUGUST, 1970.

ACTION: Commissioner McLamb made a motion to accept the foregoing
resolution to withdraw from Eastern Carolina Housing Authority.
Commissioner Brown seconded the motion and it carried unanimously.
Chairman Brock then directed the Secretary to record the foregoing
resolution and action and refer its entry back to the meeting of
August 3rd, 1970. The resolution will then be mailed to the proper
organization.
Item S.
F. C. Hubbard, Social Services Director appeared before the Board.
He requested permission from the Board to delete certain items from
the interior decorators list, such as a table and chairs, wall placques
etc, and for permission to install a PA system in the new building.
Permission was granted by the Board.

HOUSING AUTHORITY
Item 6.
The following people were nominated to serve on the Board of the
Harnett County Housing Authority:

Commissioner Cotton nominated Loyce Smith, Kipling, N. C.
Ray nominated Dr. J. k. Williford, Lillington, N. C.
McLamb nominated Hoover Adams, Dunn. N. C.
Brown nominated Kendall Stewart, Route 1, Broadway, N.C.
McLamb nominated James West, Lillington, N. C.
Chairman Brock nominated Carson Gregory, Route 1, Angier, N. C.
ACTION: Commissioner Brown moved to accept the foregoing nominations
as stated to serve on the Board of the Harnett County Housing Authority
Commissioner Ray seconded the move and it carried with 4 ayes and no
objection.
Chairman Brock, by power invested, appointed the members to serve as
hereby indicated: after naming Hoover Adams as First Chairman.
Loyce Smith to serve One year
James West One year.
Kendall Stewart Two years.
Carson Gregory m Three Years.
Dr. J.K. Williford " Four years.
Hoover Adams " Five years.
Item 7.
Chairman Brock read a letter of resignation from Howard Hodges, who
resigned from Harnett County Recreational Parks Committee.
ACTION: Commissioner Brown moved to accept the resignation, Comm-
issioner McLamb seconded the move and it carried.
Item 8.
Outstanding bills regarding the Raven Rock project were brought to the
attention of the Board.
ACTION: Commissioner McLamb made a motion to a llocate to the project,
$1,000.00 and inform the proper leaders by letter that this amount woul
be the limit of funds allocated to the project during the fiscal year
1970 -71. Chairman Brock amended the motion to include that this alloc-

Item 9.
A request from the Town of Erwin relative to the appointment of an out
of town member to the Zoning Board of Ordinance was introduced by
letter from J. Ed. Williams, Town Manager.
ACTION: Commissioner Brown made a motion to appoint Donald S. Davis o
Route 1, Erwin to the Zoning Board of Adjustment. Commissioner McLamb
seconded motion and it carried.'
Reference is made to a letter from Shepherd Rice, CCTI, expressing
appreciation to the County for assistance given.
Appreciation was expressed to the leaders of the Four County Fair
for their invitation to attend the fair, September 14, 1970, Dunn
N. C. at 6:00 P. M.
Item 10.
Chairman Brock informed the Board that we were requesting federal fund
in the amount of $60,000. for carrying on the work of the garbage
program. No objections from Board.
It was brought to the attention of the Board by letter from Carver
Equipment Company, that the County would save money by leasing equip-
ment to do work in the garbage program. This topic was tabled until
the next meeting.
No further business topics were introduced, Chairman Brock adjourned
the meeting at 12:00 Noon. All Commissioners were invited to lunch at
Adams - Kinton Rest Home at 12:15.
