HomeMy WebLinkAbout08031970Regular Meeting - August 3, 1970 REGULAR MEETING AUGUST 3, 1970 The regular monthly meeting of the Board of County Commissioners convened on Monday, August 3, 1970, in the Commissioners' Room, Courthouse, Lillington, N. C. Those present were: Messrs. M. H. Brock, Chairman; D. P. Ray, Jr., Vice Chairman; C. E. McLamb, member and Gilbert Brown, member. Also present, H. D. Carson, Jr. Clerk to the Board and Gerald Arnold, County Attorney. CALL TO ORDER Chairman Brock called the meeting to order at 9:15 A. M. and Commissioner Brown offered the morning prayer. READING AND APPROVAL OF MINUTES The minutes of the regular meeting of July 7, 1970 were read and approved. ORDER OF BUSINESS ROAD PETITIONS HIGHWAY COMM. TAX COLLECTOR SALE OF LAND Item 1. The following road petition was presented: SR #2040 -41 Hectors Creek Township, 1.1 miles - 9 homes. ACTION: Upon a motion by Commissioner Ray, seconded by Commiss- ioner McLamb, the above petition was approved. Item 2. Mrs. James Carter, , Mrs. Carlton Robertson, Mrs. Joseph Wall, G. J. Hooper, Fred Taylor and Margaret Hooper appeared before the Board in regards to Road #1111. D. L. Cooper and H. K. Autry from the Highway Commission appeared in place of Sam Wilson of the Highway Commission and agreed to make temporary repairs to Road #1111 until such time as permanent repairs could be made. Item 3. Mr. Earl Jones, Tax Collector presented the report of his department. Item 4. Attorney Marshall Woodall presented a request from Morris Andrews of Upper Little River Township to purchase approximately 1. acre of land, Hall property, presently owned by the County. ACTION: Commissioner Ray moved that a quit -claim deed be made to Morris Andrews for 1. acre (approximately) of Hall property, upon payment of back taxes and costs. Motion was seconded by Comm- issioner Brown, and it carried. TAX AND WELFARE LIEN ATTORNEY Item 5 Marshall Woodall, Tax and Welfare Lien Attorney, presented this report REPORT: TAX AND WELFARE LIEN ATTORNEY August 3, 1970 COLLECTION ON TAXES: NAME TOWNSHIP CASE No. AMT. COLL. ATTY FEE Ella H.McLaughlin U. L. River 68CVD898 $81.40 $20.00 We are in the process of getting new tax suits filed. WELFARE Collection of Ernest F. Surles lien -- $149.31 (Attorney fee $22.40) REGIONAL COUNCIL OF GOVERNMENT Item 6. The Board agreed to call a special meeting of all the mayors and officers of the cities in Harnett County for the purpose of establish- ing a Regional Council of Government. BUILDING & GROUNDS Item 7. Commissioners Ray and Brown reported to the Board that the sidewalk adjacent to the Courthouse from the parking lot was nearing completion COUNTY ATTORNEY Gerald Arnold Item 8. Mr. Gerald Arnold, County Attorney, reported to the Board that the ambulance case was now ready for trial also the deed to the Johnsonville Community Building was ready for signing. County Attorney Arnold put the Board on notice of his intent to resign as County Attorney, but would continue the completion of such matters as necessary. j 422 SOCIAL SERVICES ACTION COMMITTEE Item 9. Commissioner Gilbert Brown was nominated to serve on the Social Servi es Action Committee at the meeting on August 12, 1970, 12:00 Noon in Raleigh, N. C. ACTION: The nomination was made by Commissioner Ray, seconded by Commissioner McLamb, carried. HARNETT COUNTY SHELTERED WORKSHOP Item 10. Chairman Brock read to the Board the resolution of the Harnett County Sheltered Workshop. CAROLINA POWER & LIGHT COMPANY Electric Supply App. Item 11. An application for Supply of Electricty was presented to the Board for the benefit of the new County Building which is under construction ACTION: Commissioner McLamb made a motion to accept the application and enter into a contract with Carolina Power & Light Company for the supply of electricty, Commissioner Ray seconded the motion and it car ied with 4 votes for and none against. REVALUATION ANNUAL PICNIC RECESS Item 12. A recessed meeting was called for August 6, 1970 at 7:30 P. M. in the Commissioners Room for the purpose of discussing and finalizing plans for the revaluation of property values- Item 13. The Board of Commissioners, Attorney Arnold and Clerk H. D. Carson, Jr. were invited to an annual picnic at the County Library at 12:15. The Board elected to recess the meeting until August 6, 1970, at whic time, the Board will gather for a special session with Dunn City Officials and Dunn Chamber of Commerce at 6:00 P. M. and with the Allen Appraisal Company at 7:30 P.M. The Regular Meeting of August 3, 1970, resumed again on August 6, 1970 RECESSED MEETING AUGUST 6, 1970 CALL TO ORDER ORDER OF BUSINESS A recessed meeting, being a part of the regular meeting of August 3, 1970, convened on Thursday, August 6, 1970, in the Commissioners' Room. Those present were: Messrs. M. H. Brock, Chairman; D. P. Ray, Jr., Vice Chairman; C. E. McLamb, member, Gilbert Brown, member and W. J. Cotton, Jr., member. Also present, H. D. Carson, Jr. Clerk to the Board, Gerald Arnold, County Attorney and Mitch Wooten of the Harnett Devolopment Commission. Meeting with the Board were the following: C. L. Tart, Jr. Commissioner at Large of the City of Dunn; Paul Perry, Commissioner Ward 1; William C. Marshburn, Mayor; W. Ray Daniels of Carolina Power & Light Company; Wiley Bowen, Attorney; Crafton Tart; Mayo Smith; T. P. Harrall, City Clerk; Patrick H. Pope, of Doffermyre & Pope, City Attorneys; Howard Hardy and Arvle Tart. Chairman Brock called the meeting to order at 6:00 P. M. for the purpose of having a special session with the City Officials of Dunn, jointly with the Dunn Chamber of Commerce, to discuss a utility line in Dunn City limits and Averasboro Township. Mayor William Marshburn offered the evening prayer. PROPOSAL Mr. Wiley Bowen, Attorney, made a proposal, as follows: STATE OF NORTH CAROLINA COUNTY OF HARNETT WHEREAS, the Dunn Area Chamber of Commerce and the city govern- ment for the City of Dunn and county government for the County of harnett have in the past worked together to promote quality industrial growth in Harnett County; and J otemasetr-
