HomeMy WebLinkAbout06011970402 Regular Meeting_ June 1, 1970 — Regular Meeting The Harnett County Board of Commissioners met in regular session'' Monday, June 1, 1970 at 9:00 p.m. in the Commissioners' Room, Court - house, Lillington, North Cantina. Those present were: M. H. Brock, Chairman; D. P. Ray, Jr., Vice Chairman; W. J. Cotton, Jr. member and C. E. McLamb, member. Also present, Mr. Edward H. McCormick re- presenting County Attorney Gerald Arnold. Absent: Commissioner Gilbert Brown. CALL TO ORDER ORDER OF BUSINESS Tax Collector Mr. Mitch Wooten Director, Harnett Agri- Business Commission TAX & WELFARE LIEN ATTORNEY RESOLUTION: Re Tax Balances 1927 -1959 Chairman Brock called the meeting to order and Reverend Clyde Shepherd, Pastor of the Advent Christian Church in Erwin delivered the morning prayer. Item 1. Mr. Earl Jones, Tax Collector, rendered the report of his depart- ment. Item 2. Mr. D. W. Denning, Jr. Chairman of the Harnett Agri - Business Development Commission introduced Mr. Mitch Wooten to the Board. Mr. Wooten is the new director of the commission and assumes his duties this date, June 1, 1970. Item 3. COLLECTED $35.23 102.50 184.71 67.52 395.71 77.30 148.04 $1,011.01 ATTY.FEE $10.00 20.00 10.00 10.00 30.00 20.00 30.00 130.00 NORTH CAROLINA HARNETT COUNTY R E S O L U T I O N That Whereas, it appears to the County Board of Commissioners that the uncollected tax account due to the County of Harnett include cer- tain remaining tax balances for the years 1927 through 1959; and Whereas, upon advice of the Tax and Welfare Lien Attorney and other various county officials, it has been made to appear that the taxes shown for the years 1927 through 1959 are uncollectable with exception of a small amount of taxes under suit which may be recovered in the future, and, Whereas, it has been made to appear that it would be in the best interest of the County to authorize the County Auditor to write these tax balances off as uncollectable for accounting reasons and for the purpose of disclosing a true picture of the County's assets of taxes receivable, and Whereas, much of the property listed for the years 1927 - 1959 are listed erroneously and, in addition, taxes on same are uncollectable for the reason that the statute of limitations on tax suits can be pleaded in bar of recovery. Now, Therefore, be it resolved that the County Auditor be and he is hereby authorized as of June 30, 1970 to write off as uncollectable all tax balances shown for the years 1927 through 1959. Motion carried unanimously. OHNSONVILLE COMMUNITY UILDING (Property) Item 4. Representatives of the Johnsonville community appeared before the board concerning the property known as the Johnsonville Community Building. A permanent Board of Trustees was presented including the following slate of officers: Albert Stutts, Chairman; Billy Cochran, Vice Chairman; Fred Cameron, Treasurer; Louise Cameron, Secretary; Johnny Chalmers, member and R. E. Wooten, member. It was suggested that Mr. Stutts, Chairman of the Board of Trustees meet with the County Attorney and make the proper arrange- ments relative to the constitution for the organization and the drawing of the deed for the conveying of the property to the Board of Trustees. OAD PETITIONS Item 5. The following road petition was submitted: SR #2019 on NC401 south of Lillington for paving ACTION: Upon a motion by Commissioner Ray, seconded by Commissioner Cotton, above petition was approved ORTH CAROLINA YMPHONY, INC. Item 6. Contribution to the North Carolina Symphony, Inc. CENTRAL CAROLINA EXTENSION: MAPLE :ROVE SCHOOL ACTION: Commissioner Ray moved that Harnett County become a cooperative patron of the North Carolina Symphony and as such contribute $25.00 to the organization. Motion was seconded by Commissioner Cotton and carried unanimous Item 7. Mr. Shepherd Rice, Director Adult Education in Harnett County, requested that the Extension School at Maple Grove be allowed to purchase two air conditioning units for a class room. ACTION: Commissioner Ray moved, seconded by Commissioner McLamb, that the school be allowed to purchase the two air condi- tioning units. Motion carried unanimously. RITTEN REPORTS Item 8. Written reports of the departments were submitted HELTERED WORKSHOP JULY 4 HOLIDAY (Change in date) Item 9. Mr. Marvin Marshall, Chairman of a committee to set up a Sheltered Workshop program in Harnett County appeared before the Board an outlined the project. Mr. Marshall requested county participation in order to get the workshop started. He explained that the project would become self- supporting eventually and that other monies would be available to them. Chairman Brock advised Mr. Marshall that the Board favors the workshop and that it will take under consideration an appropriation for this project. Item 10. Commissioner'moved that the county observe the 4th of July holiday on Monday, July 6, instead of Friday, July 3rd. Commissioner Ray seconded the motion.
