Special Meeting May 7,19-79
The Harnett County Board of Commissioners convened in special session
Thursday, May 7, 1970 in the Superior Courtroom, Courthouse, Lillington,
North Carolina. Members present were Messrs. M. H. Brock, Chairman, 15. P.
Ray, Jr., Vice Chairman; W. J. Cotton, Jr., C. E. McLamb and Gilbert Brown.
Also present, H. D. Carson, Jr., Clerk to the Board.
Purpose of Meeting The meeting was called to hold the bid opening for the Harnett
County Office Budding. Croft, Inc. conducted the bid opening.
Chairman Brock called the Board into special session at 10:30 a.m.
The following low bids were submitted:

The Board of Harnett County Commissioners convened in special session
Monday, May 18, 1970 in the Coats High School, Coats, North Carolina.
Members present were: Messrs. M. H. Brock, Chairman; D. P. Ray, Jr., Vice
Chairman; W. J. Cotton, Jr., C. E. McLamb and Gilbert Brown. Also present,
Messrs. H. D. Carson, Clerk to the Board and County Attorney Gerald Arnold.
The Board appeared at the school on special invitation of the Freshman
American Government Class for the presentation of the Harnett County Govern-
mental Manual published by the class under the supervision of Mrs. Marie
Salmon, teacher.
ACTION: Chairman Brock called the Board into special session and
presented and read the following resolution:
NORTH CAROLINA
HARNETT COUNTY R E S O L U T I O N
WHEREAS, in the school year of 1969 -1970, Mrs. Marie Salmon and the
Ninth Grade American Government Class of Coats High School did undertake
and prepare a Harnett County Governmental Manual; and
WHEREAS, on the 18th day of May 1970 an offical presentation of
said manual was made to the Harnett County Board of Commissioners;
THEREFORE, BE IT RESOLVED That the Harnett County Board of Commissioners
hereby orders that a copy of this manual be placed in the Office of the
Register of Deeds of Harnett County for safekeeping forever.
LET IT BE RESOLVED, That the following shall receive copies:
the Governor of the State of North Carolina, the Honorable Robert W. Scott;
United States Senators, the Honorable Sam J. Ervin, Jr., and the Honorable
Everett B. Jordan; the United States Representative, Third District, the
Honorable David N. Henderson; the Institute of Government, University of
North Carolina at Chapel Hill; the North Carolina Association of County
Commissioners and all county departments of local government; and
RESOLVED FURTHER, That the future civics classes in the Coats
High SChool shall have the responsibility of upgrading this manual in
future years; and

FIRST such manual for the Harnett County Governmental Unit.
