HomeMy WebLinkAbout05041970Regular Meeting: May 4,1970 3:' ay 4, 1970 CALL TO ORDER MINUTES ORDER OF BUSINESS Report: Tax Dollector Palmist License Report: tax and Welfare Lien Attorney Health Department Miss Lassiter Social Services Department Mr. Hubbard Auditor Mr. Carson (Transfer of funds) Medicaid The regular monthly meeting of the Board of County Commissioners convened Monday, May 4, 1970 in the Commissioners' Room, Courthouse, Lillington, North Carolina. Those present were: Messrs. M. H. Brock, D. P. Ray, Jr., Gilbert Brown, C. E. McLamb and W. J. Cotton, Jr. Also present: H. D. Carson, Jr., Clerk to the Board and Gerald Arnold, County Attorney. Chairman Brock called the meeting to order at 9:00 a.m. and Commissioner Brown offered the morning prayer. The minutes of the April 6 Regular Meeting were read and approved. Item 1. Mr. Earl Jones, Tax Collector, presented the monthly report of his department. Larry and Barbara Williams of Dunn, appeared before the Board requesting license for the practice of palmistry in Harnett County. Five recommendations were submitted, as follows: Lewis Capps, G. I. Townsend, Rupert Cox, Cad Upchurch and T. G. Matthews. ACTION: Upon a motion by Commissioner Ray, seconded by Commissioner McLamb, the request for license was approved with the date of issue set as of June 1, 1970. Item 2. The following report was submitted by Mr. Marshall Woodall, Tax and Welfare Lien Attorney: REPORT: TAX AND WELFARE LIEN ATTORNEY May 4, 1970 COLLECTION ON TAXES: NAME TOWNSHIP James C. COLLECTED FEE 3699 3657 3606 71.35 225.87 176.67 $473.89 30.00 20.00 0 $50.00 Miss Irene Lassiter, Acting Director, Harnett County Health Department, briefed the Board on the TB Control Project in the county. Miss Lassiter requested county participation in this project due to the fact that federal funds had been cut and in order that the program continue in Harnett County. ACTION: Upon a motion by Commissioner Cotton, seconded by Commissionekf Brown, Miss Lassiter was instructed to inform the State Department that Harnett County will participate in the TB Control Project. Item 4. Mr. Fletcher Hubbard, Director, Social Services, briefed the Board on the nursing home situation. Chairman Brock directed a letter to Dr. J. Ray Israel, President of the Harnett County Medical Society, requesting a meeting of the Society, the Board of Commissione*s and the Director of the Social Services Department to discuss the acute shortage of nursing home beds and the general situation relative to thelransferring of patients from hospitals to skilled nursing care facilities. Item 5. Commissioner Cotton moved the following: "Resolved that the auditor be authorized to transfer from Public Assistance Funds to the Medicaid Fund such funds as needed to continue county participation in the Medicaid program!' Motion was seconded by Commissioner Ray and carried unanimously. 39,1 Tax Supervisor's Report ROAD PETITIONS Item 6. Mr. Thomas Allen, Tax Supervisor presented his monthly report. Item 7. The following road petitions were acted upon: Brown Street - .7 mile for addition - Johnsonville Township Mayer Road - .7 mile for addition - Johnsonville Township ACTION: Upon a motion by Commissioner McLamb, seconded by Commissioner Brown, above requests were approved. Motion carried unanimously. C. J. Hanna & Son, Inc. Disposal of autos Item 8. A proposal for an agreement with the county to dispose of out of use (junked) automobiles was submitted to the Board by the firm of C. J. Hanna & Son, Inc. ACTION: No action was taken. The matter was tabled for future consideration. Harnett County Library Mrs. Randall Item 9. Library Board Resignation of Robert Morgan Eastern Carolina Regional Housing Authority: Appointment of Hoover Adams Mrs. Margaret Randall submitted a request to the Board that she be classified as a part -time employee and that she be authorized to hire a full -time assistant. Mrs. Randall will still supervise the library. ACTION: Upon a motion by Commissioner Ray, seconded by Commissioner Cotton, above request was grated. Motion carried unanimously. Item 10. Attorney General Robert Morgan tendered his resignation on the Harnett County Library Board effective upon the appointment of a successor. ACTION: Mrs. Mack Reid Hudson's name was placed in nomination by Commissioner Cotton. Nomination was seconded by Commissioner Ray. Mrs. Hudson was elected by acclamation. Item 11. The following resolution was presented for adoption: CERTIFICATE OF APPOINTMENT OF COMMISSIONER TO THE Eastern Carolina Regional HOUSING AUTHORITY BY THE BOARD OF COUNTY COMMISSIONERS OF Harnett COUNTY WHEREAS, the Board of County Commissioners of Harnett County, North Carolina, held a duly authorized meeting on the 4th day of May , 1970; and WHEREAS, the term of Mack M. Jernigan , as Commissioner of the Eastern Carolina Regional Housing Authority expires on June 30, 1970; NOW, THRERFORE, pursuant to the provisions of the Housing Authorities Law of the State of North Carolina, and by virtue of my office as Chairman of the Board of County Commissioners, Hoover Adams , Dunn North Carolina is hereby appointed as Commissioner for Harnett County, to serve for the term of five years beginning with the 1st day of July , 1970 . IN WITNESS WHEREOF, I have hereunto signed my name as Chairman of the Board of County Commissioners of Harnett County, North Carolina, this, the 4th day of May , 1970 . Chairman Brock read a note of appreciation from the family of Haywood Roberts. Henley- Roberts Child Development Center Item 13. An invitation from The Henley- Roberts Child Development Center at Shawtown for members of the Board to visit with the staff and observe the operation of the center was received. ADJOURNMENT The meeting adjourned to reconvene at 1:00 p.m. Chairman Brock called the meeting back to order at 1:00 p.m. ousing Authority Item 14. roposal: Willard ixon,.Mr. Lassen A proposal for a Harnett County Housing Authority was presented to the Board by Mr. Lassen of the Department of Local Affairs. Mr. Willard Mixon appeared with Mr. Lassen. ACTION: The Board directed that further study be made on this matter and that the proposal be presented to the Harnett County Planning Board for consideration and recommendation.
