The regular monthly meeting of the Harnett County Commissioners
convened Monday, April 6, 1970 in the Commissioners' Room, Courthouse
Lillington, North Carolina. Those present were: Messrs. M. H.
Brock, Chairman; D. P. Ray, Jr., Vice Chairman; W. J. Cotton, Jr.,
member; C. E. McLamb, member and Gilbert Brown, member. Also present,
H. D. Carson, Jr., Clerk to the Board and Gerald Arnold, County Attorr
Chairman Brock called the meeting to order at 9:00 a.m. and
Commissioner Brown offered the morning prayer.
EADING AND APPROVAL Meetings of the March 3 regular meeting and the March 26
F MINUTES special meeting were read and approved.

ACTION: Upon a motion by Commissioner Cotton, seconded by Commission
McLamb, above refunds for incorrect listings were approved.

AX COLLECTOR'S Item 2.
EPORT Mr. Earl Jones, Tax Collector gave his monthly report to the
Board. Mr. Jones presented the following resolution for adoption:

To the Honorable Board of County Commissioners:
In accordance with G.S. 105 -387, I respectfully submit
to you, the governing body of Harnett County, this report
of delinquent taxes for 1969 which are liens on real property.
I furthermore respectfully request that you pass the
following resolution:
"Be it resolved that the Governing Body of Harnett
County hereby orders and directs the Tax Collector to conduct
a Tax Lien Sale at the courthouse door on the first Monday
in May 1970 between the hours of 10:00 A.M. and 2:00 P.M.
pursuant to G.S. 105 - 387."

ACTION: Upon a motion by Commissioner Cotton, seconded by Commissione
Ray, above resolution was duly adopted.
Upper Little River Township: 1.2 miles for blacktop - 10 homes
SR1236 to SR1235 from SR1237. Appearing on behalf of this request
Mr. D. T. Adcock.
Moved by Commissioner Ray, seconded by Commissioner Cotton. Carried.
Mangum Road: Request for addition 1.2 miles - 11 homes
Highway 421 north.
Moved by Commissioner Brown, seconded by Commissioner Cotton. Carried.
Black River: Request for addition: 3 1/2 miles located east of
Angier into road SR1500 from Conrad Adams to Claybourne
Adams.
Moved by Commissioner Cotton, seconded by Commissioner Brown. Carried
Duke Township SR1774: Request for closing of the end of road
.1 mile. Resolution was presented for adoption
regarding the closing of SR1774.
Commissioner Cotton moved, seconded by Commissioner Brown that
resolution be adopted and forwarded to the Highway Commission.
All above motions carried unanimously.

The commissioners discussed with Mr. D. L Cooper the existing
conditions at the Harnett - Johnston line concerning the dumping of
debris on the Harnett side of the line. Mr. Cooper, representing the
Highway Commission, offered the support of the department in
clearing the area and any additional service it might render in this
matter.

Item 4.
A discussion was held concerning a garbage disposal area to
serve the Angier -Coats area. Mr. Lanier was instructed to investigatd
this matter.
REQUEST: SHELTERED Item 5.
WORKSHOP Mr. Carson Gregory appeared before the board on behalf of the
Mr. Carson Gregory Sheltered Workshop program requesting financial support of this program
in the amount of $600.
Mr. Gregory was informed that this would be considered in the
budget for the ensuing fiscal year.
TRANSFER ADAMS - KINTON Item 6. Mr. Gerald Arnold, County Attorney, reported the
HOME TO BUIES CREEK following concerning the Adams - Kinton Rest Home and the change of
FIRE DISTRICT fire districts for the home:
At the February 1970 Board of Directors' meeting of the Summerville
Fire District, the Board directed, unanimously agreed and voted to
transfer the Adams - Kinton Rest Home into the Buies Creek Fire District.
The Buies Creek Fire District accepted at its March meeting.
REQUEST: CENTRAL CAROLINA Item 7.
TECHNICAL INSTITUTE A request was presented in letter form from Mr. Shepherd Rice
Mr. Shepherd Rice of CCTI for authority to purchase a manikin for the Nurses' Aid Course
at Maple Grove School.
ACTION: Commissioner Cotton moved, seconded by Commissioner Brown
that above request be approved and that the amount to be spent not
to exceed $250. as requested.
RESOLUTION: FIRE Item 8.
DEPARTMENT, Summerville The following resolution was presented for adoption:

CERTIFICATION OF THE FIRE DEPARTMENT
BY ITS GOVERNING BODY
WHEREAS, G. S. 118 -23 requires certification to the North
Carolina Commissioner of Insurance as to firemen and fire departments
compliance with minimum conditions precedent to the eligibility of I,
firemen and volunteer firemen for benefits under the North Carolina
Firemen's Pension Fund Act, the undersigned certifies to the North
Carolina Commissioner of Insurance that:
(1) Harnett County , North Carolina,
is a political subdivision of this State having a bona fide fire
department which operates fire apparatus and equipment of the value

The Board instructed Mr. Arnold to proceed with the preparation
of an ordinance governing strip mining in the county.
CHAIRMAN'S REPORT Item 10.
Chairman Brock reported on the following matters:
of five thousand dollars ($5,000) or more, and said fire depart-
ment hold drills and meetings not less than four hours monthly:
(2) The persons names on the attached roster are regular
and /or volunteer firemen of the fire department described in (1)
above, and said firemen attend at least thirty -six hours of all drill
and meetings of said fire department in each calendar year.
(3) This certification was duly approved and adopted by the
governing body of Harnett County , North Carolina,
at a meeting held on the 6th day of April , 1970 , and
the undersigned was directed to execute and forward a copy of same to
the North Carolina Commissioner of Insurance.
