HomeMy WebLinkAbout03261970March 26, 1970 381 ALL TO ORDER ESOLUTION: uie's Creek ewage Works A called meeting of the Harnett County Board of Commissioners convened on Thursday, March 26, 1970, at 7:30 p.m.in the Industrial Office, Second Street, Lillington, North Carolina. Those present were: Messrs. M. H. Brock, Chairman; D. P. Ray, Jr., Vice Chairman; W. J. Cotton, Jr., Member; C. E. McLamb, Member and Gilbert Brown, Member. Also present: Messrs. Herbert D. Carson,Jr., Clerk to the Board and Gerald Arnold, County Attorne Mr. Edward H. McCormick, Attorney, attended representing Mr. Arnold who was unable to attend the opening of the meeting. Chairman Brock called the meeting to order at 7:30 p.m. The meeting was called in order to meet with Croft and Associates, architects for the proposed county building. Prior to the stated meeting, the following business was transacted: rr It Item 1. Offer of Buie's Creek Sewage Treatment Works (Federal Grant $74,250) The following resolution was presented for adoption: "WHEREAS, the County of Harnett has received from the Federal Water Pollution Control Administration, Middle Atlantic Region, Department of the Interior of the United States of America, an offer of a federal grant in the amount of Seventy -Four Thousand Two Hundred Fifty Dollars ($74,250) for the construction of the sewage treatment works described in the County of Harnett's application dated March 27, 1969, and approved by the North Carolina Department of Water and Air Resources on November 17, 1969, all as will more fully appear upon reference to the March 10, 1970, letter from Mr. E. C. Hubbard, Assistant Director of the North Carolina Department of Water and Air Resources, to Honorable M. H. Brock, Chairman of the Harnett County Board of Commissioners; and WHEREAS, said grant offer is subject to certain conditions referred to in Mr. Hubbard's letter and Section I of Part A of the offer and also requires the County to give the assurances referred to in Section II, all of which conditions, requirements and assurances the Board is familiar with and understands; and "WHEREAS, it is the opinion of said Board of Commissioners that it will be for the best interest of the County of Harnett to accept said grant offer upon said terms and conditions; "NOW, THEREFORE, BE IT RESOLVED: "1. That the County of Harnett accept upon the hereinabove referred to terms and conditions the herein referred to offer of the Federal Water Pollution Control Administration of a federal grant in the amount of Seventy -Four Thousand Two Hundred Fifty Dollars ($74,250) to be used for the construction of a sewage treatment works for the County of Harnett, North Carolina, in the Village of Buie's Creek, North Carolina. "2. That the County of Harnett hereby gives the assurances referred to in Section II of Part A of said offer, FWPCA Form 8a. "3• That the Chairman of this Board be and he is hereby authorized and directed to complete Section III of said Offer and Acceptance Document and to execute the same in the name of the County of Harnett. "4. That three (3) copies of this resolution be certified and forwarded to the North Carolina Department of Water and Air Resources together with the original and two (2) copies of the executed Offer and Acceptance Document." ACTION: Upon a motion by Commissioner Cotton, seconded by Commissioner Ray above resolution was unanimously adopted. LOAD PETITIONS Item 2. BR #1785 The following road petitions were presented for approval: fR# Spring Lane illington SR #1785 Averasboro Township, .2 mile with 11 occupied homes. Spring Lane Road, Lillington, .2 mile with 8 occupied homes ACTION: Commissioner Cotton moved that the Board approve above petitions; motion was seconded by Commissioner Brown and carried unanimously. Item 3. COUNTY PARTICIPATION The Town of Lillington submitted a formal letter of request WATER LINE EXTENSION to the Board for county participation in a proposed water line Town of Lillington to be located on NC -210 south of the town limits to serve the facility occupied by the Blue Bell, Inc., and owned by the Lillington Industrial Development Company, Inc. A participation grant in the amount of $975 for material was requested. 352 A letter substanti wing the request was submitted from Mr. W. A. Johnson, President of the Lillirg,on Industrial Development Company, Inc. A letter endorsing the proposed project and recommending that the county participate was submitted by Mr. Casey S. Fowler, Chairman of the Harnett County Planning Board. ACTION: After deliberation, Commissioner Ray moved adoption of the following action: "RESOLVED, that the County of Harnett participate in the proposed water line grant request from the Town of Lillington in an amount not to exceed $975." Motion was seconded by Commissioner Cotton and carried unanimously. COUNTY BUILDING Item 3. Croft & Associates Mr. Croft and Mr. Osteen of Croft and Associates, Architects, and Mr. Fletcher Hubbard, Director of Social Services for Harnett County, met with the Board to discuss plans for a facility for the department of Social Services. After reviewing the revised plans for a county office building, the Board approved the changes made by the architects and the following action . was taken: ACTION: Commissioner McLamb moved adoption of the following action: RESOLVED, That the County of Harnett authorize the firm of John J. Croft and Associates to let bids for a county building to be used by the Social Service Department. Motion was seconded by Commissioner Ray and carried unanimously. Bids for the building will be taken May 7, 1970, at 10:00 a.m. in the Commissioners' room or such place as may be designated.
