egular Meeting The Harnett County Board of Commissioners convened in regular
session, Monday, March 2, 1970 in the Commissioners' Room, Courthouse,
Lillington, North Carolina. Those present were: Messrs. M. H. Brock,
Chairman; D. P. Ray, Jr., Vice Chairman; W. J. Cotton, Jr., member;
C. E. McLamb, member and Gilbert Brown, member. Also present, Messrs.
Herbert Carson, Clerk to the Board and Gerald Arnold, County Attorney.
ALL TO ORDER Chairman Brock called the meeting to order at 9:00 a.m. Commissioner
Brown offered the morning prayer.

Item 1.
Mr. Earl Jones, Tax Collector, rendered the report of his department.

AX SUPERVISOR
IROAD PETITIONS
Item 2
Mr. Thomas Allen, Tax Supervisor, rendered the report of his
department and submitted the following requests for refunds:
Harvey C. Wall, Route 7, Sanford - Barbecue Township $27.16
Gilbert Brown, Route 2, Cameron - Johnsonville Township $10.68
ACTION: Commissioner Cotton moved, that the Board accept the
above requests for refund on the recommendation of the Tax Supervisor.
Motion was seconded by Commissioner Ray and carried unanimously.
Item 3.
Mr. Arthur Tripp made an informal request that the board assist
in improvement of SR# 1704.
Mr. Tripp was directed to present a formal request to the board
for approval.
Formal requests were presented as follows:
SR #1131 Upper Little River Township - for paving.
SR #1788 Averasboro Township - 1 mile with 7 homes - for blacktop.
SR# 2032 Stewart's Creek - 0.9 miles with 8 homes - for blacktop.
ACTION: Upon a motion by Commissioner Cotton, seconded by Commissioner
Brown, above petitions were approved.

ERVICES: Mr. Hubbard
Item 4.
Mr. Fletcher Hubbard, Director of Social Services met with the
board to discuss the plans for new facilities for the department.

ppointments to The following persons were recommended by the Board of Commissioners

ACTION: Commissioner Cotton moved that the board approve the above -named
persons to serve on the Erwin Zoning Board of Adjustment.
Motion was seconded by Commissioner Ray and carried unanimously.

ADOPTION OF ASSESSMENT
RATIO FOR 1970 Item 7.
Mayor Norman F. Lewis, Jr. of Lillington appeared before the Board
in regard to the establishment of the tax ratio.
After discussion, the following resolution was presented for
adoption:

NORTH CAROLINA
HARNETT COUNTY RESOLUTION
Whereas, in accordance with General Statute #105 -294, all
property, real and personal, shall as far as practicable be appraised',
or valued at its true value in money, and,
Whereas, The Board of County Commissioners shall select and
adopt some uniform percentage of the amount at which property has
been appraised as the value to be used in taxing property, and,
Therefore, due notice here -to -fore having been given to
representatives of municipalities within the county and due
considerations and deliberations made,
BE IT RESOLVED THAT, the Board of County Commissioners do,
hereby, establish and adopt the assessment ratio at sixty -five per
cent (65 %) of true value for both real and personal property for
the county of Harnett for the year 1970.
DULY ADOPTED THIS 2nd. DAY OF MARCH 1970.

ACTION: Upon a motion by Commissioner Ray, seconded by Commissioner
Cotton, above resolution was duly adopted.
Item 8.
Commissioner McLamb moved adoption of the following resolution:
"Resolved that the Board of County Commissioners be compensated
at the following rate: that the salaries of the commissioners remain
the same and that they be paid at the rate of $20 per day subject to
the approval of the Chairman."
There was no second to the motion.
REPORT: COUNTY AGENT
1969 Crop Report Item 9.
Mr. Cliff Ammons, County Agent, reported to the Board on the
agricultural income for Harnett County for the year 1969. Mr. Ammons
reported that the total income from crops, livestock and livestock
products and forestry was 5 million more than in the previous year
1968.
APPOINTMENT TO
MENTAL HEALTH
AUTHORITY:
Mr. Howard Hodges
Item 10.
Upon the recommendation of Chairman Brock, Commissioner Brown
moved that Mr. Howard Hodges be reappointed to serve for a 3 -year
term on the Board of the Mental Health Authority.
Motion was seconded by Commissioner Cotton and carried unanimously.

ARM BUREAU BUILDING
e: Basement Item 11.
Mr. John Aaron Senter, President of the Harnett County Farm
Bureau, appeared before the board requesting that the clothes in
the basement of the Farm Bureau Building be removed or that the
county pay rent on the use of the basement.
ACTION: The board advised Mr. Senter that the basement would be
cleared of any county property.
'HAIRMAN's REPORT Item 12.
Chairman Brock reported on the following matters:
a. Mental Health Center: The final inspection of the building
will be conducted on Friday, March 13, at 11:15 a.m.

b. Flowers were sent to the family of Commissioner White of
Lee County.
c. County cars: It was suggested by Chairman Brock that a clip
board be kept in county cars for logging of mileage of the
cars. Members of the board were in agreement and it was so
directed.
Chairman Brock recognized Mr. Edward H. McCormick, newly elected'
Chairman of the Harnett County Democratic Executive Committee, and
welcomed him as a visitor to the meeting and extended an invitation
for him to attend meetings of the board at any time. Chairman
McCormick expressed his pleasure for the opportunity of attending
the meeting.
Item 12.
Commissioner Brown introduced, and moved adoption of the
following resolution:
HARNETT COUNTY
NORTH CAROLINA R E S O L U T I O N
WHEREAS, the County of Harnett was deeded a certain tract of
land by deed dated the 12th day of June 1941 and recorded in Deed
Book 278 at page 308 of the Harnett County Registry, and that by
virtue of such deed title to said land was invested in the County
of Harnett in fee simple absolute;
AND WHEREAS, the Harnett County Board of Commissioners has
been informed, and verily believes, that it was the original intentio
that this property be used for the use and benefit of the citizens
of Johnsonville Township as a community center;
AND WHEREAS, upon the recommendation of Mr. Gilbert Brown,
Commissioner from the Fifth District, the following persons are
hereby designated temporary trustees to hold title to the property
hereinabove referred to for the use and benefit of the Johnsonville
community: Messrs. Fred Taylor, Fred Cameron, John Chalmers, J. J.
West and Billy Cochran.
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of
Commissioners that title to the said property be conveyed to Messrs.
Fred Taylor, Fred Cameron, John Chalmers, J. J. West and Billy Cochra
as trustees for the Johnsonville Twonship community center, that this
property may be used solely as a community center and for no other
purpose.
Title shall be placed in the foregoing named trustees, their
successors and assigns for a period of ninety (90) days until the
Johnsonville community can determine the permanent trustees to hold
title to this property.
It is the expressed intention of the County that the trustees
which hold title to this land hold such title for the use and benefit
of the citizens of the Johnsonville community and that this property
can be used only as a community center and for no other purpose.
In the event this property should cease to be used as a community
center for the Johnsonville community the title shall revert by
operation of law to the County of Harnett.
