HomeMy WebLinkAbout01051970Regular Meeting January 5, 1970 363 REGULAR MEETING January 5, 1970 CALL TO ORDER The regular monthly meeting of the Board of County Commissioners convened on Monday, January 5, 1970 at 9:00 a.m. in the Commissioners Room, Courthouse, Lillington, North Carolina. Those present were: Messrs. M. H. Brock, Chairman; D. P. Ray, Jr., Vice - Chairman; C. E. McLamb, member; W. J. Cotton, Jr., member; Gilbert Brown, membe Herbert D. Carson,Jr., Clerk and Gerald Arnold, County Attorney Chairman M. H. Brock called the meeting to order and Commissione Brown offered the morning prayer. READING AND The minutes of the December meeting were read and approved. APPROVAL OF INUTES Item 1, OHNSONVILLE RURITAN The following persons appeared before the Board and requested CLUB (Request for that certain property in the Johnsonville area be conveyed to the title to property) Johnsonville Ruritan Club: Col. G. J. Hooper, J. N. Mangum, Fred Taylor and H. M. Cagle. Col. Hooper was spokesman for the group. ACTION: After discussion, it was decided to hold a public hearing on Monday, January 26, 1970 at 7:30 p.m. in the Johnsonville Communit Center to determine if there is any opposition to the county conveyin said property to the Johnsonville Ruritan Club. AX COLLECTOR'S Item 2. SPORT Mr. Earl Jones, Tax Collector, presented his monthly report to the Board. AX AND WELFARE LIEN TTORNEY'S REPORT Item 3. Motion carried unanimously. Taxes: ACTION: A discussion was held concerning the log of back taxes. Mr. Woodall was instructed to proceed with investigation of this matter and to report his findings and recommendations to the Board at the regular meeting in February. Mr. Thomas Allen, Tax Supervisor, submitted the following request for refund: Annie Jones Mullens, Heirs Amount: $7.78 ACTION: Upon a motion by Commissioner Brown, seconded by Commissioner Ray, above refund was approved. Motion carried unanimously. Item 6 Attorney Edgar R. Bain appeared before the Board requesting a deed of release on 25' of property belonging to Lena Griffin. Chairman Brock informed Mr. Bain that a deed of release would be prepared. Item 7. Upon a motion by Commissioner Brown, seconded by Commissioner Cotton, Mr. Lbyd Stewart, was appointed assistant tax lister in Upper Little River Township. Hubbard AFDC Budget /C Commission or the Blind NORTH CAROLINA LOCAL GOVERNMENTAL EMPLOYEES' RETIREMENT SYSTEM RALEIGH, NORTH CAROLINA 27602 RESOLUTION TO ENTER AGREEMENT FOR NORTH CAROLINA LOCAL GOVERNMENTAL EMPLOYEES' RETIREMENT SYSTEM TO PROVIDE EMPLOYEE DEATH BENEFITS WHEREAS, the 1969 GeneralAssembly amended the North Carolina Loc Governmental Employees' Retirement System laws so as to permit agreem for providing death benefits for employee members pursuant to G.S. 128- 27(1); and WHEREAS, the governing body of this Unit realizes the desirabili of providing its employees with the security and protection provided plan for death benefits; and 1 nts y y a WHEREAS, Article 3 of Chapter 128 of the General Statutes of Nor h Carolina provides that any employer governmental unit desiring to pro ide death benefits for its employee members must execute an agreement the efor with the Director of the North Carolina Local Governmental Employees' Retirement system: NOW THEREFORE, BE IT RESOLVED BY THE Harnett Bd. of Commissioners in regular session, 1. That the Board of County Commissioners hereby elects to secute death benefits for its employees in the North Carolina Local Governmental Employees' Retirement System. 2. That the Board of County Commissioners hereby agrees to comp y with all provisions of the North Carolina Local Governmental Employee ' Retirement System as defined in Article 3, Chapter 128 of the General Statutes of North Carolina, as amended, and to make such increased employer's contributions as the Local Governmental Employees' Retirem nt System may determine to be necessary in order to provide employee death benefits. 3. That the Chairman, M. H. Brock is hereby ordered and direct d to execute an agreement with the Director of the North Carolina Local Governmental Employees' Retirement System to implement the employee death benefits of G. S. 128- 27(1). Upon motion of C. E. McLamb and seconded by W. J. Cotton, Jr. the above resolution was introduced for passage. The following number voted in the affirmative: 5 The following number voted in the negative: none ACTION: Upon a motion by Commissioner McLamb, seconded by Commissio e r Cotton, it was resolved that the county enter into an agreement with 1 the North Carolina Local Governmental Employees' Retirement System to provide employee death benefits for all county employees. Motion carried unanimously Item 9. Mr. Fletcher C. Hubbard, Director of Social Services rendered a report from his department. Mr. Hubbard brought the following matter to the attention of the Board: a. Revision of the AFDC Budget for February through June of 1970. 1 ACTION: Upon a motion by Commissioner Ray, seconded by Commissioner H McLamb, it was resolved that Harnett County will provide the necessar AFDC funds in the amount of $1158 for this program. II Motion carried unanimously b. Request to close out the account with the Commission of the Blind ACTION: Commissioner McLamb moved, that the Board authorize payment of the $599.00 outstanding balance to the Commission For the Blind ar that this account be closed. Motion was seconded by Commissioner Cotton and carried unanimously. Regular Meeting - January 5, 1970 APPOINTMENTS TO Item 10. Dunn Area Zoning & The following persons were named to the Dunn Area Zoning and Planning Board Planning Board: OAD PETITIONS OUNTY ATTORNEY'S EPORT Item 12. Mr. Gerald Arnold, County Attorney, reported on the following matters: Donald Langdon George Perry Lee Floyd Johnson George Mitchell ACTION: Upon a motion by Commissioner McLamb, seconded by Commission Ray, the above named persons were recommended for appointment to the Dunn Area Zoning and Planning Board. Motion carried unanimously Item 11. The following road petitions were presented for approval: #1122 Twin Lakes area - 1/2 mile for paving. #1138 Shawtown .5,with 21 occupied homes,for paving. ACTION: Upon a motion by Commissioner Brown, seconded by Commissione Ray, above petitions were approved. Motion carried unanimously HAIRMAN'S REPORT a. status of suits pending in the courts. b. Livestock arena. Item 13. Mr. Brock reported the following matters to the Board. a. Mental Health: Completion date on building expected to be February 15. May 3 has been set as the tentative date for dedication. b. Office, Board of Elections: Contract for flooring of the office has been let and work will begin in the near future. c. Mr. Brock reported that the county has two police cars and a truck for sale. d. Report, Erwin Fire & Rescue Squad: Mr. Brock reported that the Erwin Fire and Rescue Squad had submitted a report to the Board. e. Mr. Brock reported that the hospital checks had been negotiated. f. Repair on Buildings: Negotiations have been made for repair on the roofs of the Harnett County Library and the Health Department buildings in Lillington and Dunn. RITTEN REPORTS Item 14.
