A special joint meeting of the Harnett County Board of County
Commissioners and the Harnett Agri - Business Commission convened on
Monday, July 21, 1969 at 7:30 p.m. in the Agri- Business Commission
offices, Lillington, North Carolina. Those present were: Messrs.
M. H. Brock, Chairman, Board of Commissioners; D. P. Ray, Jr., Vice
Chairman; C. E. McLamb, member; W. J. Cotton, Jr., member; and
Gilbert Brown, member. R. M. Turlington, Chairman, Agri- Business
Commission; H. Douglas Moore, Vice - Chairman; D. W. Denning, Jr.,
Secretary- treasurer, W. Guyton Smith, member. Absent from the
Agri- Busness Commission, Mr. Alex M. Cameron. Others attending:
Messrs. Herbert D. Carson, Jr., Clerk to the Board of Commissioners,
and Mr. Gerald Arnold, County Attorney.
Prior to the joint meeting, the Board of Commissioners met to
consider Item #5, recorded page 310 Commissioners' Minute Book,
July 1, 1969 Regular Meeting entitled "Request For Champion Mobile
Home -Edgar R. Bain"
ACTION: After discussion, Mr. McLamb made a motion that the
county participate in the project to the extent of *1000.00 in
helping to purchase for Champion that 100 foot right of way necessary
for the access road on the condition that title to the right of way
be in the name of the State Highway Department.
Motion was seconded by Mr. Brown and carried unanimously.
At 7:45 p.m., Mr. Brock, Chairman of the Board of County
Commissioners opened the meeting of the Board of Commissioners
and the Agri- Business Commission. Mr. Brock presided and an open
discussion was held concerning the status of the Agri- Business
Commission.
It was decided that the Agri- Business Commission would continue
to function. Due to the resignation of the Chairman of the Agri -Bus-
iness Commission, Mr. R. M. Turlington, members of this Board with-
drew and elected Mr. D. W. Denning, Jr. as acting chairman.
It was agreed that Mr. Denning, Mr. Brock and Mr. Arnold
be appointed as a committee to study the By -Laws of the Commission
and bring before the two Boards recommendations for up dating the
By -Laws or for approval of By -Laws as they now stand. Mr. Turlington
offered his assistance in this matter.
EXT MEETING Monday, July 28, 1969 at 7:30 p.m. was set as the next meeting
for the two Boards.
