7- 1- 69tEGULAR MEETING The regular monthly meeting of the Harnett County Board of
Commissioners convened on Monday, July 1, 1969 in the Commissioners'
Room, Courthouse, Lillington, North Carolina. Those present were:
Messrs. M. H. Brock, D. P. Ray, Jr., C. E. McLamb, W. J. Cotton, Jr.,
and Gilbert Brown, members of the Board; also, Messrs. Gerald Arnold,
County Attorney and Herbert D. Carson, Jr. Clerk to the Board.
Mr. M. H. Brock, Chairman & presiding officer, called the meeting
to order at 9:20 a.m. Mr. Gilbert Brown offered the morning prayer.
ADING OF The minutes of the regular meeting of June 2 and minutes of
INUTES special meetings held on June 5 and June 9 were read. The minutes
of the Board of Equalization and Review of April 28, May 12 and
May 19 were read.

Item 1.
Mr. Brock read letters of appreciation from Mrs. Raymond Cromartie,
Mrs. Velma Edwards and Mrs. Annie C. Bryant.
EPORT OF Item 2.
AX COLLECTOR Mr. Earl Jones, Tax Collector presented his monthly report to the
Board. Mr. Jones expressed his appreciation to the Board for his re-
appointment to the position of Tax Collector of Harnett County.

Section 3. There is hereby levied the following rates of tax on each
one hundred dollars ($100) valuation of taxable property, as listed for taxes
as of January 1, 1969, for the purpose of raising the revenue from current year's
property tax, as set forth in the foregoing estimates of revenue, and in order to
finance the foregoing appropriations:

Such rates of tax are based on an estimated total assessed valuation of property
for purposes of taxation as follows: County Wide Valuation - $137,000,000.00,
Special School District Valuation - $38,000,000,00, Black River Fire District -
$7,000,000.00, Buies Creek Fire District - $5,400,000.00, Erwin Fire District -
$22,000,000.00, Flatwoods Fire District - $2,700,000.00, Summerville Fire District -
$6,500,000.00, and an estimated rate of collection of ninety per cent (90 %).
Section 4. There is hereby levied a poll tax of $2.00 on all male persons
in the county between the ages of 21 and 50, unless exempt as provided by law,
for the purpose of raising the revenue from current year's poll tax, as set forth
in the foregoing estimates of revenue, and in order to finance the foregoing
appropriations.

Section 5. Copies of this resolution shall be furnished to the County
Treasurer and County Accountant, to be kept on file by them for their direction
in the disbursement of funds.

ACTION: Upon a motion by Mr. W. J. Cotton, Jr., "that the 1969 -70
fiscal year budget be adopted on a ratio of $1.23 per $100 valuation
assessed at 65 %, "the county budget was duly adopted for the ensuing
fiscal year.
Motion was seconded by Mr. D. P. Ray, Jr. and carried unanimously.
INSURANCE ALLOWANCE Item 4. (a)
(Sheriff's Dept.)
Upon a motion by Mr. D. P. Ray, Jr., the Board voted an increase
in the insurance compensation of the rural .policemen of the Sheriff's
Department from the present $90.00 per en to $150.00 per r,49i3.
ACTION: Above motion was seconded by Mr. W. J. Cotton, Jr. and
carried unanimously.
TRAVEL ALLOWANCE Item 4. (b)
(County Employees)
Upon a motion by Mr. C. E. McLamb, the Board voted an increase in
the mileage allowance of all county employees who receive travel pay
from $0.07 per mile to $0.08 per mile.
ACTION: Above motion was duly seconded by Mr. Gilbert Brown and
carried unanimously.
REQUEST FOR CHAMPION
MOBILE HOME Item 5.
(Edgar R. Bain)
Mr. Edgar R. Bain appeared before the Board on behalf of the
Lillington Industry Promotion, Inc. to request that the county underwrite
a portion of the share of the cost of acquiring the right of way for an
access road to the newly acquired industry, The Champion Mobile Home
Builders. The State has agreed to pave the access road, however, there
are no funds available from the State for acquisition of industrial right
of ways. The Becker Sand and Gravel Company will give the 100 foot right
of way for the access road, but would like to recover $2000 for a portion
of the road which they acquired from James Christian and upon which they
have spent a considerable amount of money for construction and fill. Mr.
Bain pointed out that Champion had not been given any special concessions
such as water or sewer facilities as has other indutrial clients coming
into the county, therefore, upon the commitment to Champion by the Agri -
Business Development Commission and the Lillington Industry Promotion, I
Mr. Bain requested that the Board authorize payment of the access road by
the county.
ACTION: Mr. Brock informed Mr. Bain that the Board would take his
request under advisement and render him the decision of the Board
as soon as possible.
BLACK RIVER DRAINAGEItem 6.
PROJECT
(Edward McCormick Mr. Edward McCormick appeared before the Board to report on the
progress of the Black River Drainage Project. Mr. McCormick reported tha
the necessary procedures have been set in motion for work to begin on the

on the project. He requested that the Board underwrite the
organizational costs in the amount of $15,000. °°He explained that the
financing of the project would be under one of two methods and that
the county could ascertain the return of its money on a basis of
approximately 12 to 18 months. Method of financing would be either
by a FHA loan or bonds. It was agreed, in order not to delay the
process of procedures, that the Board would give authorization for
the money.
ACTION: Mr. Cotton moved, that the Chairman, the Auditor and
the County Attorney be given the authority to exercise the
contract at the time all documents are properly drawn.
Motion was seconded by Mr. McLamb and the grant of $1500 for the
Black River Drainage project was approved. Motion carried unanimously.

Mr. Woodall apprised the Board of the status of the accounts
receivable and the necessity of clearing this account in some manner.
ACTION: After discussion, and upon a motion by Mr. McLamb,
Mr. Woodall was instructed to proceed with this work on a
30 -day trhl basis in order to dispose of the account if feasible.
Mr. Woodall was instructed to report his findings at the next
regular meeting of the Board.
Motion was seconded by Mr. Ray and carried unanimously.
AX SUPERVISOR'S Item 8.
PORT
Mr. Thomas Allen, Tax Supervisor, presented the monthly report of
his office. The following refund was granted:
Mr. M. Gene Stewart, Box 415, Carolina Beach, N. C.
Refund for 1964 -65. Reason: Residence in New Hanover County.
ACTION: Upon a motion by Mr. Cotton, seconded by Mr. McLamb,
above refund was granted.

UIE'S CREEK FIRE
ISTRICT
Mr. McCormick)
Item 9.
Mr. Edward McCormick and Mr. Joe Maxwell, Chief of the Buie's
Creek Fire District appeared before the Board to present a petition
to take an additional area into the Buie's Creek Fire District. The
petition was duly signed by 67 persons, two thirds of the residents i
the area which is to be added. It was pointed out that the Board of
Directors recommend this action and also that Mr. Carl Lucas, Harnett
County Fire Marshall, has approved the petition.
ACTION: Upon a motion by Mr. Cotton, seconded by Mr. Brown,
the petition of the Buie's Creek Fire District as presented
was received by the Board.
July 24, 1969, 8:00 p.m. was set as the date for the public
hearing for the Buie's Creek Fire District.
OAD PETITIONS Item 10.
The following road petitions were presented for approval by the
Board:
SR #1125 Anderson Creek for pavement of 4.5 miles with 20
occupied homes.
SR #1290 Barbecue - West Harnett 8 /10ths with 9 occupied homes.
ACTION: Upon a motion by Mr. McLamb, seconded by Mr. Brown,
the above petitions were approved.
UILDINGS & GROUNDS Item 11.
No detailed report.
AVEN ROCK PROJECT Item 12.
Mr. McLamb, Chairman of the Raven Rock Project rendered a
report on the progress of the project. The secretary was instructed
to send a letter of appreciation to Mr. Charles F. Myers, Jr., Chairman
of Burlington Industries, for the tract of land donated by his compan
to the Raven Rock Park Project.
ENERAL Item 13.
a. It was reported that the Welfare Department is interested in
invting an architect to discuss the construction of the new proposed
county building in two phases.
b. Mr. Gerald Arnold, County Attorney, presented, for the Board ^s
consideration, a tentative proposal which would inititate and institure
the office of the County Attorney as a permanent records and document file
system; all actions of that office to be duly recorded and hereafter the
property of the County of Harnett.
Mr. Arnold was instructed to work out the format for this
procedure and to bring before the Board the necessary instrument by
which the Board may study and /or adopt the measure.

a. Mr. Brock commended Mr. Carson for the good job which he had
done on the county budget for the coming year.
b. He reported that the mental health building is progressing w =11.
