The Harnett County Board of Commissioners convened in
special session Wednesday, March 19, 1969 at 9:30 am. Those
present were: Messrs. M. H. Brock, D. P. Ray, Jr., W. J. Cotton,
Jr., C. E. McLamb, Gilbert Brown, members of the Board and H.D.
Carson, Jr., Clerk to the Board.
Mr. M. H. Brock, Chairman, called the meeting to order at 9:30
a.m.
The stated purpose of this meeting was to establish the
assessment ratio for the county for the year 1969 in accordance
with General Statute #105 -294
Item 1.
After discussion and review, the following resolution was
presented for adoption:
NORTH CAROLINA
HARNETT COUNTY RESOLUTION
WHEREAS, in accordance with General Statute
#105 -294, all property, real and personal, shall as
far as practicable be appraised or valued at its
true value in money, and,
WHEREAS, the Board of County Commissioners
shall select and adopt some uniform percentage of
the amount at which property has been appraised as
the value to be used in taxing property, and,
THEREFORE, due notice here -to -fore having been
given to representatives of municipalities within the
county and due considerations and deliberations made,
BE IT RESOLVED THAT, the Board of County
Commissioners do, hereby, establish and adopt the
assessment ratio at sixty -five per cent (65 %) of
true value for both real and personal property for
the county of Harnett for the year 1969.
DULY ADOPTED THIS /9MDAY OF MARCH 1969.

Action: Upon a motion by Mr. Ray, seconded by Mr. Cotton,
the above resolution was duly adopted.
Item 2.
At the suggestion of Mr. Frank Lewis, the Board granted
approval to request the Employment Security Commission to conduct
a survey of Harnett County in order to ascertain the qualifying
status of the county to receive aid under the EDA (Economic
Development Act). The following resolution was presented:
R E S O L U T I O N
WHEREAS, it is considered that the true extent of unemployment
in Harnett County has not here -t0 -fore been determined with sufficient
accuracy, and
WHEREAS, such factual data plays a vital role in the determinati
of eligibility for numerous benefits, grants and loans which are
necessary for economic and social development,and
WHEREAS, it is the belief of this Board of County Commissioners
that the rate of unemployment is substantially understated and not
truly revealed when taken together with other neighboring areas, it is
therefore
RESOLVED, That: The Employment Security Commission of the State
of North Carolina be requested to specifically survey the county of
Harnett inclusive of its municipalities on a separate and distinct
basis from all other areas to accurately determine the prevalence of
unemployment

Mr. Ray moved seconded by Mr. McLamb that the foregoing resolution
be adopted.
Motion carried.
Item 3.
Buie's Creek Sewerage Collection System:
Action: Mr. Ray moved "that the matter of the sewerage
Collection System for Buie's Creek be referred to
the Harnett County Planning Board and the County
Attorney ".
Motion was seconded by Mr. Cotton and Carried.
The secretary was instructed to so inform Mr. Johnson and
Mr. Small.
