REGULAR
MEETING
February 3, 1969
The Harnett County Board of Commissioners met in regular session
Monday, February 3, 1969 at 9:00 a.m. in the Commissioners' Room in the
Courthouse, Lillington, North Carolina. Those present were: Messrs.
M. H. Brock, Chairman, W. J. Cotton, Jr., C. E. McLamb, Gilbert Brown
and D. P. Ray, Commissioners; H. D. Carson, Jr., County Auditor and
Clerk to the Board; and, Gerald Arnold, County Attorney.
CALL TO ORDER The meeting was called to order by Mr. Brock, who presided and the
morning prayer was given by Mr. Gilbert Brown.
READING OF

The minutes of the January 6 meeting and the January 10 Special
Meeting were read and approved.
TAX AND WELFARE Item 1.

Welfare Lien Report:
Jamey Franklin Altaman case - The property being foreclosed in this
welfare lien suit has been re -sold several times at public auction
and the high bid stands at $2,307.50; there is a re-sale set for
February 13, 1969.
REPORT OF Item 2.
TAX COLLECTOR Mr. Earl Jones, Tax Collector, presented a report of tax collections
to the Board.
Item 2 -a. Mr. Jones requested that the $500.00 petty cash outlay
previously appropriated for his department be returned to the General
Fund. The Board agreed to this transaction and directed the Auditor
to make such change.
Item 3.
STATE HIGHWAY A committee of four headed by Mr. George Faircloth appeared before
COMMISSION the Board and addressed a complaint to the State Highway Department's
representative Mr. Sam Wilson, District Engineer involving the low load
capacity of Secondary Road #1726.
Mr. Wilson stated that the General Statutes provides authority for
the Highway Commission to post a maximum limit of 13,000 lbs. per axle
on all secondary roads. Weight above this limit causes road deterioration
Mr. Wilson was in sympathy with the situation and recommended that the
parties concerned reduce the load to 13,000 per axle. He further suggeste
that they check the present weight of their vehicles. He said that his
department could do nothing to alleviate the situation; he did make note
of the fact that they can issue a permit for a single load, but not a
blanket permit and that an additional black top can be laid at the com-
plainant's expense in order to raise the per axle limit.
Mr. Wilson introduced Mr. Autry, member of the State Highway Commis-
sion, who will be serving Harnett County.

ROAD Item 4
PETITIONS Mr. Brock presented the following road petitions for Board
action:
#1546 Grove Township
#1299 Junction 27
Action: Upon a motion by Mr. Brown, seconded by Mr. McLamb,
above petitions were approved. Motion carried.
REPORT OF Item 5.
TAX SUPERVISOR Mr. Thomas Allen, Tax Supervisor, presented the report of his
department to the Board.
Tax Refund
JUDGE'S CHAIR
Item 5 -a. Mr. Allen requested a refund for Mr. C. T. Latimer
for a lot located on W. Pope Street, Dunn, N. C. Tax was refunded
for years, 1964, 65, 66, & 67 in the amount of $20.90.
Action: Mr. Cotton moved that the refund be approved. Motion
was seconded by Mr. McLamb and carried.
Item 6.
Mr. Brock relayed to the Board a request from Mr. Archie Taylor
that the chair in the Judge's Chambers which belonged to his father
be returned to the family.
Action: Mr. Brown and Mr. Ray were directed to take charge
of the disposition of the chair.
APPLICATION FOR Item 7.
COUNTY MANAGER Mr. Robert Johnson appeared before the Board and made known his
desire to apply for the position of county manager when the Board begins
deliberations on this matter.

Item 8.
Mr. Vernon Porter appeared before the Board and apprised the
members of the necessity of obtaining a designee from the industrial
commission as representative for the Cooperative Manpower System;
this organization under federal regulations must approve manpower
needs on the local level.
Action: Mr. Brock suggested that Mr. Porter inform Mr. R. M.
Turlington, Chairman of the Harnett Agri- Business Development
of this order and ask that he appoint someone on the Board of
Directors of that office to fill the position.
Item 9.
Mr. Brock reported that it had been suggested by Mr. Archie Taylor
that the Board support and maintain the Law Library. It was also noted
that such support amounted to approximately $170.00 per month according
to a report submitted from the Clerk's Office. It was further noted
that indications are that this is a responsibility of the county.
Action: It was moved by Mr. McLamb that the county maintain
the Law Libray through June 30, 1969. Motion was seconded by
Mr. Cotton and carried.
HARNETT LAKES Item 10.
DEVELOPMENT Mr. and Mrs. Claudious Cox and Mr. Mahlon McCoy seeking information
(Homeowners) concerning property in the Harnett Lakes Development area which is
presumably owned by the county and designated as a recreation area asked
the Board to establish ownership of the property. Certain individuals
in the area are not complying with the restrictions and causing distur-
bances. In order to institute any action aganst the individuals, owner-
ship of the property must be established.
Action: Ownership of the property could not be established by
the Board. It was recommended that the parties involved check
with the tax department to establish ownership and to seek the
advice of an attorney. If the property is found to belong to
the county, the Board will assist in any manner possible.
REGISTER OF Item 11.
DEEDS - RE: After discussion concerning personnel requirements of the Register
PERSONNEL of Deeds Office, it was decided that the Board would ask the Institute
of Government to evaluate all county offices. Mr. Brock will request
that this evaluation be accomplished by June 30, if possible. It is
planned that the evaluation of personnel and the upgrading of the
Pay Plan both be accomplished by this date.
Re: Mrs. Edwards Item 11 -a. The Board of Commissioners will approve the extension
of Mrs. Edward's employment until December 1969, if requested by
Mrs. Inez Harrington.

BUILDINGS AND
GROUNDS
Item 12.
Item 12 -a. Health Department - The Board stated the necesary repairs
to the Health Department Buildings will be accomplished.
Item 12 -b. Welfare Department - Facilities of the Welfare Department
were discussed. No definite plans given.
Item 12 -c. Courthouse - The construction of a lounge and addition to
the Clerk's office were taken under consideration. A temporary loung
and office for judge discussed.
Item 12 -d. Board of Elections - It was reported that the vault in
the Board of Elections office has been painted. Additional repairs
were discussed. It was reported that Mr. Porter's trainees would be
unable to tile the floors.
Mr. Brock will look into the matter of tiling floors and other
related repairs.
SHERIFF'S DEPARTMENT Item 13.
Mr. Wade Stewart, Sheriff, appeared before the Board to discuss,
a) insurance rates of his employees, and, b) the hiring of a relief
man for the department.
Action:
Item 13 -a. Upon a motion by Mr. McLamb, seconded by Mr. Brown,
the Board approved additional pay in the amount of $45.00 for
insurance for the duration of the current fiscal year. ,
Item 13 -b. The hiring of a relief man for the department is unde
consideration.
DOG WARDEN Item 14. The dog warden schedule was presented.

PAC POLL NUMBER ONE Item 18. Political Action Committee Poll Number One -
The Board held open discussion on the questionnaire of the Political
Action Poll dealing with legislation appropriate to county boards.
A letter of response from the Board will be prepared for PAC Committe
member, Mr. Cotton's signature.
TERMINAL LEAVE PAY Item 19. Mr. J. T. Lamm, former Harnett County Solicitor and
RE: ELECTED OFFICIALS Assistant District Solicitor, appeared before the Board with an
inquiry concerning terminal leave pay for elected officials.

Action: After discussion, Mr. Arnold, County Attorney, was
instructed to investigate and render an opinion on this matter
at the next Board meeting.
RESIGNATION OF Item 20. Upon a motion by Mr. Ray, seconded by Mr. Brown, the
COUNTY MANAGER Board acted to accept the resignation of Mr. David W. Alexander as
County Manager effective January 31, 1969.
